The IMF and World Bank themselves are corrupt. Russia has extensive files on US profs who are at the top of the IMF and World Bank and US Treasury, fed, Antitrust Division, judges, etc. From the very beginning this was true. Harry Dexter White was a Soviet spy in WWII and was part of setting up the IMF. Nigeria has likely known of this for decades and used that as a way to get away with this. This is a hypothesis and speculation.

Gee, those Nigerian leaders are Bush League compared to the "culture of corruption" Bush administration and all the Republican thieves who support them. And it's not only the money. In the three years since Bush started the second Iraq War, more Iraqi citizens have died than in the 24 years of Saddam Hussein's brutal rule. And that is not counting the money stolen by criminal legislation rammed through by this republican controlled congress ie.
