Five of Bush's substitute trainings invalid under
Air Force regulations

A closer examination of President George W. Bush's
records of his service in the Texas Air National Guard
and the Air Reserve reveals that as much as 60 percent
of Bush's substitute training sessions scheduled were
invalid under Air Force regulations because they were
conducted more than 15 days in advance of his scheduled
training, according to an investigation by RAW STORY.
He was also paid for each of these invalid "makeup
sessions," according to the documents released by
the White House. On one weekend in 1972, and four
weekends in 1973, according to documents released
by the White House, Bush attended makeup training
sessions for sessions he intended to miss. Each of
those makeup sessions, credited for the days beginning
11/13/72, 1/06/73, 1/09/73, 7/16/73 and 7/18/73, were
scheduled more than 15 days before the scheduled service
date.

Under Air Force policy, all “substitute training” at
the time had to be performed “within 15 days immediately
before or 30 days immediately after the regularly scheduled
(service date, a.k.a. UTA)."
"When Bush joined TXANG,
he did so under specific provisions of statutory (and
regulatory) law that required him to show up for monthly
training weekends, or at least perform "substitute
training" for that mandatory training," said the researcher
who tipped off RAW STORY. "This was basically a contractural
arrangment — Bush avoided the draft, but he
had to show up for training for six years. If he didn't
do the training, he was supposed to be ordered to
active duty for an extended period of time."
Bush was never ordered to active duty.
That this information was overlooked by the mainstream
media is not surprising, given that it is buried in
arcane code within the payroll documents.
Below is a highlighted section of Bush's payroll
document, which highlights the dates of his scheduled
service and the dates of his subtituted service from
the first quarter of 1973. Line 2 shows the scheduled
date of Bush's service (3/10/73) and the date he actually
peformed it (1/09/73). Line 3 shows the scheduled
date of Bush's service (2/10/73) and the date he actually
performed it (1/06/73).
These were 60 and 35 days prior to his scheduled
service date, respectively, which should have been
ruled invalid under Air Force regulations.
The following table shows a sampling (not all) of Bush's service, with the days that he allegedly attended substitute training sessions relative to the dates of his original service. Five of the eight times he rescheduled, he did not meet the Air Force requirement that they be within 15 days of the originally scheduled date.
