On Halloween night, two cops allegedly punished a Staten Island teen by forcing him to strip and then leaving him in a secluded area. Parents of the teen want the District Attorney to investigate whether the cops should be charged with a hate crime because a racial epithet was used. The parents also want the two officers charged with kidnapping, unlawful imprisonment, assault and endangering the welfare of a child.
