Leaving a child alone with a priest should be considered endangerment.

Those who say nothing perhaps do so because perhaps THEY have also done it. Yes, even those at the top might be guilty of these types of activity. I think the whole church should be investigated. As I understand it Vatican II had a Commission on Birth Control (an enormously unpopular position and one mostly ignored by Catholics at the time ) .The commission had overwhelmingly recommended a change in the policy but when Paul became Pope he ignored it .The ironic thing is the John Rok who invented the “pill” was a Catholic and felt this would save Catholics from Vatican Roulette .

It is a systemic problem, many are to blame. Like recent US military prison abuse scandals if you put people in a position of complete power with no accountability abuse will be inevitable. The practice of supposed “celibacy” in the priesthood further exacerbates the problem. I am the original source for the transmission of the 1963 document signed by Fr. Fitzgerald and addressed to Pope Paul VI. The letter was originally in the files of the Servants of the Paraclete and then released in a legal discovery process. Subsequent to the release the confidentiality order that covered the files was lifted.
Tod Tamburg's statement about the letter is erroneous. The letter, actually a memo or report, was requested by Pope Paul VI of Fr. Fitzgerald after Fr. Fitzgerald had been in a private audience with him. This audience was the culmination of information shared with the pope about priests who had sexually abused minors. The previous year Fr. Fitzgerald had sent a similar report to Cardinal Ottaviani, then head of the Holy Office, now known as the Congregation for the Doctrine of the Faith. Tamburg's statement that the pope didn't see the letter is baseless and factually incorrect. One wonders why the spokepersons for the Church feel a need to resort to spinning the truth to such an extent that the end result is diametrically different from reality.
Secondly his next sentence is meaningless. Fr. Fitzgerald knew well the dangers of allowing sexually dysfunctional priests in active ministry and wrote numerous letters expressing these views to bishops and archbishops throughout the U.S. between 1948 and 1966. His message was clear and cannot accurately be twisted to mean anything other than what it says: priests who sexually abuse boys should not be in ministry. he told this to many bishops at the time and to the pope. They all ignored him and consequently we have the mess we have today with thousands of decent people suffering immeasurably because of the arrogant negligence of hierarchs.

Well, Pope Paul VI did speak of the “smoke of Satan” in the Church. Could be this was something he had in mind? (Don't fault him for not immediately calling the New York Times mon dieu.) The Vatican Council sparked a permissive spirit in the Church in general which was not very useful.

I’m truly perplexed by defenses like those of Tod Tamberg of the Diocese of Los Angeles “…the prevailing ideas at the time about how to deal with abusive behavior were not adequate.” Priests knew nothing about right and wrong back then? What about the universal and timeless notions of goodness and love that the church preaches from its own pulpits? What about the golden rule? What about its own notion of sin? What about priests being examples for their flock? What about the idea of punishment as crime deterrence? What about the fact that moving a bad priest just put more children in danger? Never crossed their minds? The atrocities of the Crusades, Renaissance papal intrigues, the Inquisition, to name a few, all happened before today’s enlightenment, are they therefore excusable due to just plain old ignorance? I don’t think so.
Because of today’s access to information people around the world are getting the message that has been kept quiet for centuries and they’re voting with their feet. Church attendance is way down and falling.
I hope people will take these scandals as a warning to think for themselves and not rely on the church’s stock in trade, blind faith, ever.
