US school for disabled forces students to wear packs that deliver massive electric shocks

Mental Disability Rights International (MDRI)  has filed a report and urgent appeal with the United Nations Special Rapporteur on Torture alleging that the Judge Rotenberg Center for the disabled, located in Massachusetts, violates the UN Convention against Torture.

The rights group submitted their report this week, titled “Torture not Treatment: Electric Shock and Long-Term Restraint in the United States on Children and Adults with Disabilities at the Judge Rotenberg Center,” after an in-depth investigation revealed use of restraint boards, isolation, food deprivation and electric shocks in efforts to control the behaviors of its disabled and emotionally troubled students.

Findings in the MDRI report include the center’s practice of subjecting children to electric shocks on the legs, arms, soles of feet and torso — in many cases for years — as well as some for more than a decade. Electronic shocks are administered by remote-controlled packs attached to a child’s back called a Graduated Electronic Decelerators (GEI).

The disabilities group notes that stun guns typically deliver three to four milliamps per shock. GEI packs, meanwhile, shock students with 45 milliamps — more than ten times the amperage of a typical stun gun.

A former employee of  the center told an investigator, “When you start working there, they show you this video which says the shock is ‘like a bee sting’ and that it does not really hurt the kids. One kid, you could smell the flesh burning, he had so many shocks. These kids are under constant fear, 24/7. They sleep with them on, eat with them on. It made me sick and I could not sleep. I prayed to God someone would help these kids.”

Noting that it believes United States law fails to provide needed protections to children and adults with disabilities, MDRI calls for the immediate end to the use of electric shock and long-term restraints as a form of behavior modification or treatment and  a ban on the infliction of severe pain for so-called therapeutic purposes.

“Torture as treatment should be banned and prosecuted under criminal law,” the report states.

The U.S. Department of Justice opened a “routine investigation” of the center in February of this year in response to a September 2009 letter signed by 31 disability organizations claiming that the center violated the Americans with Disabilities Act.

Judge Rotenberg CEO and founder Dr. Matthew L. Israel began his first program in California back in 1977. In 1981, a 14-year old boy died face down, tied to his bed, while living in the California center.  Dr. Israel was not held responsible for the death. After an investigation by the State of California, Israel relocated to Rhode Island, and then to Massachusetts, where his facility still operates today.

Mother Jones magazine published an extensive investigative report on the Rotenberg Center in 2007 titled “School of Shock.” Reporter Jennifer Gonnerman asked, “How many times do you have to zap a child before it’s torture?”

Children at the Judge Rotenberg Center are often shackled, restrained and secluded for months at a time, the report says.  Social isolation, and food deprivation as forms of punishment are common.  Mock and threatened stabbings — to forcibly elicit unacceptable behaviors resulting in electric shock punishments (Labeled as Behavioral Research Lessons or BRLs, by the center) were reported to MDRI as well as state regulatory bodies.

A former student of the center reportedly tells MDRI, “The worst thing ever was the BRLs. They try and make you do a bad behavior and then they punish you. The first time I had a BRL, two guys came in the room and grabbed me – I had no idea what was going on. They held a knife to my throat and I started to scream and I got shocked. I had BRLs three times a week for stuff I didn’t even do. It went on for about six months or more. I was in a constant state of paranoia and fear. I never knew if a door opened if I would get one. It was more stress than I could ever imagine. Horror.”

Behaviors that the center deemed “aggressive,” as well as those considered “minor,” or “non-compliant” — such as raising one’s hand without permission — are all considered punishable by electric shocks, restraints, and other punishments to students.

“One girl who was blind, deaf and non-verbal was moaning and rocking,” a former teacher says in the report. “Her moaning was like a cry. The staff shocked her for moaning. Turned out she had broken a tooth. Another child had an accident in the bathroom and was shocked.”

The rights group investigation found that the Rotenberg center is the only known facility in the United States, “Or perhaps the world,”  that employs the use of electricity, long-term restraints and other punishments to deliberately inflict pain upon its children and then refer to it as “treatment.” The electric shocks alone are cited as having possible long-term effects such as muscle stiffness, impotence, damage to teeth, scarring of the skin, hair loss, Post Traumatic Stress Disorder (PTSD), severe depression, chronic anxiety, memory loss and sleep disturbances.

The MDRI report states that more than any other source for its information, they relied upon information readily obtained from the Judge Rotenberg Center’s own website.

In response to MDRI’s report, the Judge Rotenberg Center said, “There is no credible evidence that for these most severe forms of behavior disorders, there is any pharmacological or psychological treatment that can effectively treat these students or even keep them safe. JRC is the only program willing to address the reality of these children’s disorders and endure the political firestorm in order to save these children and give them an education and a future.”

    Sadly, the mother may never know what the reasoning was behind this particular incident involving the death of her son and I’m sorry but the military – industrial complex and the business of war trump the victims of war , both soldier and civilian, every time. The same holds true for the medical and health business here in this country. I,m all for making a profit but not so that a few get rich at the expense of the rest of us.

    Why is it that the United States continually admonishes other countries for crimes against humanity and turns a blind eye to its own citizens? We continually torture prisoners throughout our correctional facilities and the public more or less condones it by failing to demand change, but everyone is up in arms when allegations surface that we're torturing terrorists in an effort to unravel their chain of command. Why are terrorists treated better than citizens of the United States?

    It's actually a tough job.     The Center's torture device (“Graduated Electronic Decelerator”) is abbreviated as “GED,” not “GEI.”

    Given that “GED” also stands for “General Educational Development” (the study program that allows you to get a high school diploma by passing an exam if you have missed the usual high school attendance), this reportedly makes for some interesting confusion when the school tells prospective students and their parents that it offers a “GED program.”

    One might suggest looking into how this fits with truth-in-advertising laws, but arguably the full name of the shock device (“Graduated Electronic Decelerator”) really is a good example of truth in advertising, even though it sounds like something out of a mad-scientist movie. Having that thing in my life would certainly leave me pretty darned “decelerated.”

And what kind of sick, abusive parent would allow their child to be exposed to this kind of sick violence? This is no different than dropping your child off in a serial killer's basement and giving them free reign to torture and traumatize the child. How in the world can this be legal?     I was in Provo Canyon School for a year, and they used similar long-term restraints and discipline punishments (just not the electro-shock). More people need to express outrage and demand that this practice stop. More place WILL start doing this if we don't nip it in the bud. I can't count how many broken spirits and dead eyes I saw as a result of the prolonged stress and punishment. The parents are as much to blame as the kids. Pull your kids out. Pull the funding. Protest the abuse. We must!

I wonder how many other Dr. Megeles are torturing their patients and then passing it off as some kind of beneficial treatment? Just when you think it couldn't get much worse in this country, along comes an article like this that reveals something even more grotesque and horrific that's been going on in the US under our collective noses for years.

    This facility needs to be closed down and arrest warrants issued. This makes me literally sick to my stomach–those g-damned monsters should receive exactly what they've given a hundred times over–at the very least. And you have to wonder how many other facilities like this one are out there?

    Anybody who thinks that this is the first time that this has been brought to anyone's attention is kidding themselves. The Massachusetts authorities responsible for oversight of live-in facilities of patients, the department charged with oversight of juvenile facilities, the family court system and nearly everybody else has been aware of this since at leas 2007. Mother Jones published an investigative article on the horrors of this place and and ACLU attorney has be trying to get something done about this. The Family Court system seems to want to protect this facility for some reason. I posted parts of the Mother Jones article on my blog back then and some other material I found about this place from former inmates and employees. I got a very cordial but unmistakably threatening letter from one of Dr. Israel's co-conspirators telling me that they would welcome me for a visit to see how wrong I ws about their hospital. I declined, but I didn't take the post down either. Somehow, some way this place needs to be closed down and those responsible prosecuted, including the ones that knew about it, but let it continue.

    How is it that Mother Jones reported this alleged school in 2007 and nothing was done until now? A great deal more information please as soon as possible. Were these kids with parents or wards of the state? Is this a public facility or private? Was Doctor Israel the only doctor there? Why didn't staff report this as soon as it started happening? Lots more questions to ask as well.

    The U.S. has a very long history of abusing the mentally ill and developmentally disabled, most of that bad history is is many decades old. Abuse is less prevelant in state run institutions, at least in my state, and this is yet another example of why the state shouldn't farm these people out to the private sector for care. In my state, we've had issues with people locking up 10 seriously disturbed people in a house and just leaving it unsupervised and it catching fire, or they all fight and hurt each other. These are the types of people that need 24/7 supervision and some of these pirvate care facilities are there just to collect the big money.

    This is obviously a private school because that type of treatment is against the law in public schools. I work at an urban school with severely disabled students and we would never even consider this type of treatment for any child. The key to behavioral changes is positive interventions and teaching replacement behaviors that are socially acceptable. Punishment has been proven time and again to be ineffective in changing behaviors. Obviously this school does not know how to work with the disabled, or any child for that matter.

    I hope they go after the companies who made these torture devices as well. It was pretty obvious who was the intended user for their product. And the companies contributed to the torture of these children and adults. If someone asked me to build a torture device the response would be hell no, followed by a call to the police. These companies should have the same moral obligation as your average citizen. After all the Supreme Court believes corporations to be people, why not hold them accountable.

    However, the sleep deprivation and sleep impairment is far worse over a period of years… and totally antithetical to treatment for mental disturbances! How can a person get full healing from restful sleep (absolutely necessary for memory storage, and repair of body and mind), if s/he is shackled, tied, and wearing a fear-inducing backpack?!?!? A person needs to get relaxed and comfortable in order to sleep. Deliberately disturbing the sleep/dream cycle can make a sane person crazy… if the CHILD is already having mental problems, they can lose all sense of reality.

    Whoever designed this program must work for the CIA.

    Maybe they themselves have just found out about this inhumane practice. We don't know yet.
    Maybe some of these children are orphans. Don't know from the article. But all adults who worked there and knew this was going on should definitely face the stiffest of justice.

    I'm afraid that the people who run this center obviously get off on this. They're excited by it. When nobody on earth practices this kind of crap, and an institution like this brags about it, there's something seriously wrong at the top. This place needs to be slammed with a lawsuit that will take it down, and the people who run it should go to jail where they can experience first-hand the effects of the kinds of sick, sadistic behavior they happily perpetrate on these children.

    I disabled girl I new, sister of a friend, was sent to a school similar to the Judge Rotenberg Center. She was pretty well controlled by medication and would only act out when she was disturbed by certain things. Then the school subject her to shock treatments. When the parents brought her home a year later, she was a vegetable. She trembled all the time and couldn't speak but a few words without crying. It was so sad. The parents took care of her until she refused to eat or drink and even though force fed, died in a couple of years. I never did find out what happened with the lawsuit her parents filed. This all took place over 45 years ago.

    Have we really become so numb as a nation that we can no longer recognize an obvious attempt at using the “ends to justify the means” as a way of explaining what would be defined as torture any other time? Electric shock as a method of behavior modification on mentally and physically disabled children people. It blows my mind that it's even considered. Defending it is just incomprehensible to me. They loved experiments llike this where you induce the bad behavior and then punish for it. That is torture pure and simple. This torture chamber should be shutttered and those responsible for the mistreatment of the human beings need to be tried for torture and anything else the justice departement can find to try them for. This report sickens me and I don't even like kids. Why do people in authority (like our politicians) always pick on those most vunerable in our society? Because like politicians who decide to cut back on education and programs for the elderly because what can they do to fight it, these headcases in charge satisfy their disturbing necessity to inflict pain and suffering. If they didn't have these poor disabled students to (literally) kick around, they'd probably all be killing small animals like good little serial killers.

    The school is able to operate because of the parents who support its efforts. As the school says, it is these children's last resort. Parents who are told there is no where else to turn seem to be the most vocal supporters. The MA court ruled that as long as the school obtains permission on a case-by-case basis, they can continue with methods such as the electric shocks.

    The school has about 220 students from seven states, including Massachusetts, New York, New Jersey, Rhode Island, Ohio, New Hampshire and Florida.

    The director of the Judge Rotenberg Center testified at a Massachusetts legislative hearing that one student received 5,300 electric shocks in one day. In his testimony, he stated that over a 24-hour period, this student, a teenager who weighed only 52 pounds, was strapped to a board and subjected to an average of one shock every 16 seconds.

    It is of concern to the signers of this letter that the Judge Rotenberg Center spent almost three million dollars of public funds (Medicaid and state education funds) on its lobbying efforts to continue the practices described in government reports.

    Chances are that the parents are not allowed to do anything. I know of State run hospitals where I used to live that raped and beat kids. There are never any investigations on this type of abuse. The government only protects the employees and only give punishments to the parents and the children.

    The Contingent Food Program at this school is also widely applied and designed to use hunger to motivate students to be compliant. This intervention requires that a student “earn” a portion of his or her daily prescribed calories by not engaging in identified target behaviors (as per his/her behavior contract).

    I read this article years ago in “Mother Jones”. As a relative of an autistic child I was incensed by this treatment. I wrote to many and got nowhere.     Much different from a story I read in a newspaper some time ago that minimized the amount of the shocks and talked about how severely mentally ill the students were. Parents were defending the school saying that their kids had unmanageable self-destructive behaviors like trying to chew their own fingers off. The parents had tried every other form of therapy/meds/schools/hospitals/behavior modification for years with no results. The shocks were the only thing that taught the kids not to self mutilate. A very controversial school. Parents stated that without the school there was no place for their kids to go, like the school was actually saving the kids' lives.

    Why did it take an INTERNATIONAL group to bring attention to this institution, after the killings? I cannot fathom how criminally negligent the several states have been in dealing with this institution. It terrifies me that no responsible entity had the will, or even the concern, to investigate; that the criminal deaths of children were never recognized as such and basically ignored, that no one even comprehended the evidence when it was obvious what was happening. There is enough documentable abuse of children that goes on in the name of “therapy” and “behavior modification” and “youth reform” in what we know of our flawed systems of “serving” the mentally ill, behaviorally challenged and disabled, and “reforming” the delinquent and at-risk. This place though is unbelievable. I want desparately to not believe what I just read. It is akin to and at the same time worse than those horrible eastern European orphanages .

    Yeah, it’s just one more case of people in authority and with the responsibility for regulating and policing these matters being afraid to take action. Instead they file reports and pass it on to the next guy in the chain. Everyone who failed to act rapidly in this case ought to be tried for dereliction of duty or just fired outright for being f***ing gutless. How much evidence do you need to know that something was wrong and at least send an observer to the scene to monitor the situation to see if there was any substance in the allegations.

    I’m more than a little familiar with behavioral research and treatment and there is nothing whatsoever in the descriptions given here of their so called “Behavioral Research Lessons” here that comes remotely close to either scientifically justifiable procedures for effectively modifying behavior or ethically acceptable methods of treatment.

    No one gets fired anymore, no matter how serious the mis- or malfeasance – cronyism and misplaced loyalty have completely replaced duty and responsibility at all levels of our government and businesses. It’s no wonder we are falling apart.

These students are brought from all over the country in programs that have failed them using normal practices.     You think that it’s acceptable to shock a child for reacting to pain? How about we hook you up to one of these devices and shock you whenever we feel that it’s appropriate? How would that be?     This is pure fabrications. My son attended Behavior Research Institute during the 1980s. He is a severely disabled autistic whose behaviors were so severe he could kill himself. He would take his knee and smash it against his nose, broke his nose several times. He would also eat his own feces (called pica behavior) which could also cause him to loose his life. If not for BRI my son would be dead today. In the 1980's the State of Mass. tried to shut down the school. I went to 20/20 and they did a hour program (with no commercials) which proved the students at BRI had been served by other providers who drugged them up and did horrific things to our children. BRI has real therapists who are on camera 24hours a day. The staff are well trained. When my son had to come back to Delaware he was sent with a staff member on the train. He was able to do this because he had a belt on that if he tried to strike his nose would have sent a small quick shock to him which made him stop. After wearing the belt for 3 days, just having the belt on was a deterrent to other strikes against himself. My son today thrives in a group home, he as a job and lives in the community. He delivers meals on wheels to seniors. If not for BRI and the advanced treatment they gave my son, he would be DEAD today.

    The same horrific people who are so judgemental without ANY understanding that these procedures are only done on students/adults for whom nothing in the field are able to sustain or correct. Ask any parent whose child resides there and they will tell you the same thing. BRI took the State to court and Judge Rotenberg who visited the facility to observe and monitor the school not only found the school innocent of the insane charge but praised the facilty for its thoughtful and approved by Clinical Behavioral Analysts for these severely disabled.

    BRI moved its facilty and renamed it after Judge Rotenberg. This is a false appraisal of what they do at this facility. YOU are dead wrong with your appraisal. Only the most ignorant people who do not have a child with the severities of these severally disabled could possibly make such uneducated, unfounded statements. This is a fraudlent act by some do gooders and I pray the Center files a lawsuit against them, and run them out of town once again.

    I think that You should have some Clinical Applied Behaior System done before YOU make a comment. But don't worry it's not tortue.That said I understand why you think the way you do and maybe your son got better, but at what cost and for how long.You need to talk to other parent and people who have been through this.I think you will find that many if not most of these people don't get better they just get tortured and in some cases even die.Also even within that system there are going to be abuses and big time.
    I have worked with children and adults with mental and or behavior problems for over 25 years and have done a lot of research and most of the programs they use are lousy , unhealthy and with some cases like these down right torture. The only reason they are used, over programs that are gentle and work, are that the drug companies and others are making billions of dollars from them.Do some research into the history of psychiatry. Watch the document ” Psychiatry an Industry of Death” And remember. Many of the people complaining are also parents that saw different things then you did.and many are past clients that have been through it and are'nt the clients words the most reliable. .

The mom, Elizabeth Allen, is right about a lot of what she said. The vast majority of individuals with developmental disabilities and behavior problems at this center would be in chemical restraint in an institution if they were not there. Chemical restraint means you are on so many drugs that you can do anything violent, even if you want to. You don't see a bunch of articles on the internet about this, but this is still the norm for TENS OF THOUSANDS of people with mental retardation today across the country today. I'm not saying shock is better, I'm just saying it's a complicated issue and there really isn't any simple answer out there as to how to deal with these behaviors. Emotional outbursts don't help solve the problem.

    I do not profess to know enough of the circumstance to say. I do know these two things; Newspeople exaggerate (call it adding color if you like), the circumstances of any attempt to control that which both sides acknowledged were the worst of the worst, could easily look like something it isn’t. I also would suggest it is not nearly so clear cut as it is being made out to be. I was shocked by a lot of things when I first entered that world. It is certainly not impossible that something wrong is going on. I would simply say that a hanful of clearly excitable couch potatoes and a reporter whose job it is to get people excited are not reason enough to make those types of accusations against ther people who are trying to take care of those that everyone else leavesa behind as “too painful to think about.” If you really disagree with all of that then I question if you are familiar with these things at all.

    No, I dont work there. I have a son who spent 5 years there. He went in a drugged up zombie vegatating in the corner, beating himself up. He also took his knee and smashed it against his nose breaking his nose several times. He also has Pica (when humans eat their own feces). My son is 6’6″ and very very strong. It took 6 men to hold him down. Previously he had been straitjacketed and raped 3 times that was prior to going to the Center. Today, my son and hundreds like him are able to live at home or in a group home in the community and work. My son delivers Meals on Wheels to the elderly. He would be dead now if not for the highly trained staff, the tv cameras watching every move staff and the student make. Heavily documented by professionals. A 24/7 behavioral plan is in effect. There are an array of both positive and negative treatment modalities used at this school. The person who wrote this damning article should go to the Center and actually receive the therapy and observe the school before making such ridiculous outrageous comments. If positive only reinforcement would have worked, then my son would not need the negative therapy, He didnt repond to any of the so called positive treatments which he was drugged up so horrifically he threw himself through a plate glass window at his former school. I fought for the right to send my son to the Center, and if I had it to do all over again, I would have had him go there as a very young child instead of waiting till he was a young teenager and so out of control. He was miserable, he never smiled prior to go to the Center. Today my son and hundreds of others are enjoying their lives, living in a community center and doing what other non disabled people do. These outrageous allegations belong on Fox News, not a progressive blog as this one. The only reason I found this story is because this is a site I go to everyday. I am not sure after reading this story whether or not I shall remain a loyal Raw Story supporter. If Raw Story would print something like this, without checking the facts, I have to wonder what else I read here that is on its face a complete falsehood.

We are not talking about a moderately disabled child here where positive reinforcement migh work. Because of the Education for all Handicapped Act, even students with the MOST severely disabilities have the right to an appropriation education. You can educate a child who is beating themselves to death, or pulling their own hair out by its roots. Mother Jones, like Alternet and Raw Story picked up this story and ran with it, without ever checking facts. I would expect such allegations to come from the Faux News channel or some right wing group, but certainly not from so called progressives. Many of you are reacting emotionally to a story based on pure fiction and allegations that have never been proven. There was a court case against the Behavior Research Institute (now appropriately named the Judge Rotenberg Center). It took a Judge to actually observe, monitor and listen to expert testimony, testimony of parents who gave their childs history, to staff members who worked with the students for him to realize the State of Massachusetts made up allegations not based in behavioral science nor did their allegations stand up in court. 20/20 did an hour story on this case (without commercials) which had never been done before. I know because I was the parent who got 20/20 to do the story and appeared on that show. After that show aired many of our detractors, faced with the facts stopped their false allegations. We won that case and we will win anyother case that comes up in the future. Comparing Dr. Israel with Menegel is an affront to all Jews who suffered under that horrible piece of crap.

    Dr. Israel is a student of BF Skinner the father of behavioral analysis. He is a courageous man loved by his students, staff and we parents grateful to him for saving the lives of our children, all of who would be dead or languishing in the backward of some mental insitution, out of sight and out of mind. We parents didnt give up on our children as many parents faced with the same horror. We love our children, and we sought services from around the country. This program is the only one of its kind. We would never recommend these therapies be used by any yahoo who didnt have the expertise, experience, skill as do the highly trained staff at the Rotenberg Center. You should also know that when Judge Rotenberg gave his ruling he stated, “BRI should be a model for the nation in dealing with the most severely disabled of this nation”. Do you think Judge Rotenberg would have given that appraisal if he thought for a second this was abuse of any kind? Judge Rotenberg had to be convinced. He did his homework. He went to BRI many times a week while the case was going on and after to assure himself the treatments were not only humane (given the severity of these students) but were life saving.

    So, I can only hope none of you have a child so disabled as I have. That you dont have to go through your adult life dealing with these issues. I have four children and they have suffered as well because I had to spend so much time looking after my son, educating myself and doing research and homework. And yes, every technique used on my son, was used on me first. The quick small shock felt like I had been pinched. It is not the kind of electro shock some of you refer to. There are staff members at the Center who have been there for years. Thats how dedicated they are. These are loving human beings who are getting bitten, kicked, knocked across the room. These are staff that had a 4 drawer file cabinent thrown at them.That happened with another child from my state who was about 6′ tall. No program in this country would take him. BRI (Judge Rotenberg Center did). That man is today living in a group home, goes skating, swimming and has a job. I could go on and on with cases I am very well aware of. I have watched and observed these staff and I give them by love and thanks for doing the hard work and risk to their own lives in dealing with these most severally disabled in this country.

My son was raped 3 times in my state under the auspices of a “school program” run by the Dept. of Education. My son was beaten with a cat of 9 tails, because staff didnt no how and never were trained to deal with these severities. The torture you speak of was done by our own government and our own soldiers at Abu Ghareb and elsewhere in black sites around the world. I have spent the last 42 years learning and researching. I was one of five parents who established the first School for the Autistic. It is the Delaware Autistic Program and yet my son was so severe he could not stay at the school I helped fund. At that school he threw himself through a plate glass window cutting himself to shreds. He was taken to the hospital and waited 12 hours for the doctors to sew him up. Perhaps they were hoping he would just die on the table. I had to get a priest to help me get the doctors to attend to him. I have filed lawsuits, I have given testimony to the AGenerals office as to the fate of my son and others like him. No one went to jail for the 3 rapes, or the beating with the cat of nine tails….nothing like this ever happened at the Judge Rotenberg Center EVER!

    You cannot compare the school your sister went to with the Judge Rotenberg Center. I am willing to bet that school had no tv cameras monitoring everything, nor did they have the highly advanced skilled teachers and staff that the Center does. Dr. Israel should be commended for all the expensive hi tech equipment he installed to make sure there was no abuse. None of the sons/daughters I know who received this therapy are twitching. There are different kinds of shock therapy, perhaps that used on your sister was the ole electric shock treatments used by many state insitutions, some till this day.

    Provo! there are many charletans out here attempting to do what the Judge Rotenberg Center does. They can not compete as they do not have any safeguards in place that prevent abuse. I would never recommend these techniques be used anywhere but the Judge Rotenberg Center. Many charletans do use them without training the staff, without tv cameras to monitor, without clinical technicans watching, observing and supervising. Those places should be shut down.

    Absolutely. Florida has some of the worst cases. Florida has never treated the disabled properly nor funded. They didnt accept the definition of “autism” until just recently. Thats how behind the times they are. Dr. Israel is well known throughout the world, and is supported by collegues dealing with the same extremely severe cases. I can only hope Dr. Israel would never accept a position in Florida….we need him right where he is.

    I do not consider my child as disabled at all. He is an individual and perfect the way he is. I was mearly stating that giving disabled child high powered shocks is child abuse in the least. There are so many other non painful ways to help these poor kids and I feel that any parent who allows their child to be subjected to this torture should be strapped up to the pack and see how they like it.

If you had bothered to read any of my comments perhaps you might glean a small sliver of understanding. It bothers me when parents who have a child with a disability think they have all the answers for everyone else’s situation. My sons disability is not your sons disability. And I have had the shock delivered to me. Everything and anything in my sons program plan was done to me FIRST, and then I decided if it was worth while to try. You make it sound like some kind of electro shock machine out of the 19th century. I have news for you. When my son was 7 years old I was pregnant with twins. At 7months I went into labor and I had to place my son at the States insitution for a short while while I had complete bed rest. While he was there he was delivered god knows what voltage of electric shock. I dont even know how many times that machine was used on him. When the machine was finally discovered by the State it was determined the shocks coming from that machine were 500 times stronger than the machine stated. This kind of treatment should be banned, but that is not the treatment that is being used at the Center. Perhaps you should rethink your position and put yourself in the position of one of us parents who are dealing with life and death issues, not some moderately disabled child like yours. You dont have the right to tell me what is needed for my son. My son is just great today because of the treatments he received. He is coping, he is happy and adjusted to community group home life. He suffered from rape, beatings and shock treatments in my state insitutions and in his community group home. You will never find any such allegations coming out of the Judge Rotenberg Center. You remind me of the right wing thugs who believe their way is the only way. You dont speak for me or the other parents, we have to make decisions you will never have to make.

    Parents across the country with children with autism have consistently requested the NIH do a study. Many of us contribute autism to the 3 in l shot our babies received at about one year. My son seemed perfectly normal until 9 months when he got that shot. He screamed for 3 days, his arm swelled up and when he looked at me he appeared to be in a trance, looking through me. He could say Moma, Dada, Car, etc as do normal babies, but at 18 months he lost all ability to speak. He began beating himself, he never slept. If he slept 2 hours a night it was unusual. He seemed terrified of evrything even getting a bath. He couldnt stand wearing clothing, he never played with toys and simply became a screaming terrified child. There were no programs for the autistic, he was diagnosed at 3 as being severelly autistic. A PHD behavior analyst told me to “put this child in the insitutiono and forget about him, he will never be right and will wreck your life and your other children”. I gave her the finger and left the office in search of some sensible people who could help me. That experience led me to do research on autism and since then I have been engaged at the local and national levels. I read and research everything I can find on the subject. Yes, we believe there is a connection between that baby shot and autism. When my son was born autism was one in 15,000, today its l in 150. There are the highly functioning, (can be mainstreamed into school settings) the moderatley functioning who will need assistance and care lifelong and there are the 5% of the most severely disabled. Those who do unbelievable things to themselves. This 5% are the ones who require more treatment than just positive reinforcement. They require the negative reinforcment as well as positive. Both are used at the Center. This outrageous allegation would have you believe they are just shocking the hell out of these kids. Its a lie and should this center ever close for whatever reason, our 5% who need these services,…..will have a death sentence as there is simply no other techniques available to deal with their disability.

Second, you made the choice to send your child to a place where he was raped, etc so that means that you are to blame for not having a safe plan in place for him.     One death in decades! How many deaths occured at your State Hospital this YEAR? How many deaths have occured in group homes nationwide on a regular basis? In 1998 while living in Greene County, Pa caring for my elderly mother, I met some parents whose children went to the Greene Arc School. These parents had documented evidence their sons and daughters were being sodomized, raped and starved. Having studied the Federal regulations regarding private providers for the mentally retarded, I assisted the parents in making their case known to authorities. This was when Tom Ridge was Gov. and Bush had him on a short list for VP. When our allegations made the newspapers in Pa., Tom Ridge came to the County on a visit. We parents asked to meet with him to inform him of the abuse not only at Greene Arc but across the State of Pa. Ridge agreed to meet with us. One week later as my mother was dying, I was sued. I was gagged, couldnt even get a lawyer to represent me as the gag order didnt permit me to speak to an attorney. PS. this case went all the way to the Supreme Court of Pa. My friend and I spent over $150,000 defending ourselves. I lost the family farm I had just inherited to pay for the court case. When the Supreme Court made its decision in 2007, it declared, “we advocates had no right to bring allegations against this corporation”, we lost the case. The documented evidence of abuse and neglect was not addressed by the Court. There never was a trial. We were charged without trial. That is the justice system in America my friends. That was abuse, neglect and torture and it was STATE SPONSORED.

    Any buddy I didnt just fall off a turnip truck! I have decades of knowedge, experience and expertise. I and four other parents actually visited and researched schools from all over the country before we designed and created the Delaware Autistic Progam….known the world over today as the premier school for children with autism. I am a lifelong member of the Autism Society of American, best friends with Dr. Bernard Rimland who founded that organization. I was State Chapter President of the the Autism Society, I have launched lawsuits to obtain better services and funding for all autistic students. I have spent 42 year on this topic. After my son was brought back to Delaware from BRI, he was placed in a group home operated by Growth Horizons. My son who is mute was able to use sign language at BRI and had over 50 signs he communicated with. After one year at Growth Horizons he lost all his sign language. He was raped twice while in that state contracted facility. I did an 18 month investigation meeting with staff in parking lots at 3:00 to get the facts against that Agency. I found 53 cases of real abuse, neglect, starvation and turned my documents over the State Ombudsman. When they completed their investigation they found 5 more cases. That bunch were thrown out of the State in 1992. My son has never regained the 50 words he used in signing. The States around this country do not demand that staff be highly trained nor are they paid much more than minimum wage. Our sons/daughters are considered “useles eaters”, non-productive members of society so state legislators never give the amount of funding needed to keep our adult children safe. Nevertheless, I can attribute my sons abilities today to the training he had at BRI (Judge Rotenberg Center). The majority of parents at the Center are not idiots or dumb people who don't know how to ask questions, who dont have the techniques used on them first. These parents are loyal to their children, visit regularly as do the State Educational agencies who send them there. Do you believe there is some national conspiracy here among all 50 states to simply ignore the treatments and need for those treatments by school offficals. These officials are responsible for our sons/daughters. They go out of their way to make sure everything is documented, and the student is progressing, otherwise they would pull the funding.

    My son M is a student at JRC. Some have criticized me for placing him there. They are right! If only we had spoken to them first, it would have saved my son from JRC’s clutches. They know better than my wife and I what is good for him after only reading an article. My 30+ years in education and my wife’s long career in social work (CSW) don’t matter.

    The fact that a special education school, two facilities, a psychiatric hospital, five well-known psychiatrists, restraints, and numerous drugs had all failed to help him, prior to JRC, are of no consequence. So is the fact that JRC’s skin shock treatment had enabled him, for the first time in his life, to attend community college classes and to COME HOME to see family. Darn, he is now drug free and hasn’t had a skin shock in 2 years!

    Those critics definitely know what is best for my child without speaking to us, visiting JRC, or seeing his progress.

    Clearly we are STUPID and should have our Parental Rights to choose what is best for M taken away.

    Thanks anti-JRC writers, now I feel that I too am capable of telling people what do. The less I have walked in their shoes, the more certain I’ll be of my position.

However, my son may have those prognosises, but I treat him the same as any other kid, so he doesn’t feel bad or different. He has self esteem, is polite, happy, and a lot smarter than some “normal” kids.

    As far as I am concerned, there are so many kids that are labeled as “disabled” that the term has no meaning now. The fact is, I love my son and would never make him feel like he is different than other kids. People clearly don’t understand that, “Alex”, and you are one of them. However, you come across as a bully…were you the type of kid that beat up other kids at school for your own amusment? Until maybe you screwed with the wrong one? I bet that is what happened to you.

I was about to loose twins, and had two other children at home. Between a rock and hard place. Who knew the insitution had a shock machine from the 1900′s? People in State government didnt even know that. I did pick a safe place for him, a place that would stop him from killing himself….I made the right choice and my son is a happy camper today because of it. Your child is obviously NOT disabled or you are living in denial. My son is extemely disabled but who knows if you even have a child at all.

Its already been on the national news. 20/20, and the Connie Chung show….once those programs aired, and people got the complete picture and facts, most understood there is simply no therapy known today that can change or stop the life threatening self injurious of these students/adults. They make up 5% of the severely disabed population and most of you have never seen these students. Before the Ed. for all Handicapped Act these children were immediately sent to the States insitution. With all our children now entitled to an appropriate education, even these most severe have a right to live in the community and attend school.

    I have identical twin brothers and a daughter with autism. I am also a practicing psychiatrist who completed a fellowship at the Seaver and New York Autism Center.

    One of my brothers banged his head into sharp corners requiring surgery. He was in the hospital for five and a half months and despite having a staff member present with him around the clock he continued to need repeated suturing for repeated head banging. This all occurred despite a cocktail of five medications with their adverse effects of obesity, tardive dyskinesia, loss of ability to verbally communicate, drooling and excessive daytime sedation. The board of education told my mother that no educational facility would accept my brother and she was requested to waive his right to an education. Furthermore, the medical insurance was running out and my parents were told they could be held responsible for hospitalization costs. I remember my father wondering if the hospital could take our house. However, through my mother's physician she was informed about the Judge Rotenberg Center. He has been there for nineteen years and doing quite well on no medication. We have taken him on trips to other states.

    My other brother was functioning quite well at that time and as an adult had a full time job for three years without any medication and was travel trained. He moved into a New York State OMRDD (Organization of Mental Retardation and Developmental Disabilities) funded agency residence while holding this job. Well now he is obsessive with setting fires and has tried to set a peer and himself on fire. He is frequent flyer in the hospital and has failed positive behavior supports with functional analysis and about fifteen medication trials but not without having obesity, tardive dyskinesia, sedation and seizures from them. A few months ago at a family gathering he became agitated, obsessed with material, he hit my 99 year old grandmother in the face. We cannot get the help he needs thanks to the anti-aversive zealots. He was best friends with his identical twin and they cannot live together due to the anti-aversive zealots.

Holden in Science, 1990 Aug 31; 249 (4972):980-1: He calls the critics “self serving ideologues” who drastically oversimplify the issue with emotional arguments and are making a fortune going around doing workshops on how to never use aversives. Furthermore, positive behavior supports are only effective in about half of cases to suppress the frequency of behavior by 90% (Carr EG; Horner RH, Turnbull RH, Marquis AP, Mc Laughlin JG, Magito D, McAtee, ML, Doolabh A, Braddock D.     In practice, at least in NY, people are discharged or suspended from their day programs due to their behaviors, left alone with an elderly parent in a potentially very dangerous situation.
    If the anti-aversives self-appointed advocates really cared about people with special needs they would be focusing their efforts about the scarcity of early intervention for all children who need it to decrease the risk of a behavior requiring an aversive in the future. I am still waiting to be reimbursed for services on my daughter's IEP that I paid out of pocket for from Septmember of 2007 (speech, OT and PT). I also have almost $200,000 of school tuition I need to be reimbursed for my child because New York State Education Department refuses to approve 1:1 instructional autism programs while equivalent programs are approved in New Jersey. Despite my major loans, I know I am fortunate because many children just don't get the services that they need. This is where advocacy needs to be focused.

    In addition many “advocacy” groups that are against aversives have their conferences and socials sponsored by pharmaceuticals. These “advocacy” groups will not tell you that risperdal received FDA approval for autism despite that placebo controlled trials did not differentiate between mild and severe behavior in their outcome measures (New England Journal of Medicine 2002;347:314-21). These “advocacy” groups will also not inform you that in placebo controlled trials of abilify, self-injury in persons with autism did not improve significantly more in abilify treated children than in children in the placebo group (Pediatrics 2009; 124:1533-1540), but the FDA approval was still granted for self-injury in autism. These “advocacy” groups also will not tell you that in more recent studies 50-60% children with autism without clinical seizures have epileptiform discharges on EEGs and that the above medications will increase their risk for seizures. Using aversives decreases and even stops the need for psychotropic medications as it did in my brother. If a pharmaceutical company spoke out against aversives it would appear suspicious and would even be counterproductive so instead they fund “advocacy” groups to do it for them. I have tried the skin shock but I refuse to try risperdal and the like because I know psychotropic drugs could seriously harm or even kill me.

    Delaware News Journal carried the story for weeks. Check around 1992-93. They were headquartered in Pa. and ran services in Israel. The State of Delaware investigated all my documents and added some of their own. They found 51 out of 53 clients had been starved, beaten and had no real programming. Most of those students “graduated” from the Del. Autistic Program, or were brought back from BRI after they turned 21….all regressed under this horrific group of no nothings. The State got rid of them in one day. They hired a group from Minn. called Dungarvin. The State Secretary of Delaware Health and Social Services sent me to Minn to review their program. I reported back to the State and to the parents that I felt they had the organization and programming skills and expertise we needed and they were hired.

    Bernard Rimland visited the school many many times during the time my son was there. He wanted to see for himself what we parents were all talking about. Of course Bernie was a parent of a severely autistic child himself and a believer that the “environment and the 3 in l shot' was the cause of our childrens autism. Bernie was not supportive of aversive procedures for all students nor did he believe states and other schools should use them. He agreed that the Judge Rotenberg Center (formerly BRI) had all the safeguards in place, all the protections of our children, the skill and expertise and teacher training necessary for these aversives to be used on the 5% of students and adults for which positive treatments simply didnt work.

    As a mother of 2 disabled children I was horrified when I read this story. I am very fortunate that I was able to care for kids at home. I just came from my sons school regarding my son being hit at school the 4th time in the past 2 month’s and nothing has ever been done about it other than telling the boy to not do it again. He’s been cursed at in class..gets called a retard and a fag on a daily basis. I’m trying to find out what I can do to force the school to take action. My sons grades have dropped dramatically and he tells me he just can’t concentrate because all he can think about is getting out of there and back to the safety of his home ..broke my heart to see him cry when he told me that he had still being bullied but didn’t want to worry me about it.

    Beware! Don’t believe everything you read, including the MDRI Report accusing JRC of “torture.” There are two sides to every story.

    The MDRI Report is a document prepared by persons who have a strong philosophical opposition to the use of aversives in the behavioral treatment of severe (sometimes life-threatening) problem behaviors of special needs individuals. The opposition of the authors of the Report is so deep and dogmatic that they are unwilling to evaluate therapeutic treatments that include aversives the way that most of us evaluate medical or dental treatments—i.e., by weighing the proposed benefits against the risks. Apparently, even if treatment with aversives was the only treatment that could save a child from maiming or killing him/herself, the MDRI Report authors would oppose aversives in such a case also.

    Indeed, one of the key persons (Dr. Fredda Brown) who provided information to the authors of the MDRI Report was involved in just such a case—a young man who was maiming himself through self-abusive scratching until he received effective treatment with aversives at JRC. Unfortunately, the opponents of aversives persuaded his parents that he no longer needed that treatment and could live in a supported apartment where aversives would no longer be available. Without aversives, his self-abusive scratching (causing blood and bone infection and eventual paralysis) resumed and caused him a painful and premature death at the age of 25.     The alternatives to the use of aversives in behavioral treatment of special needs individuals with very severe behavior disorders are these: (1) positive-only treatment procedures which, unfortunately, have proved to be effective in only 50-60% of the cases [footnote 1] ; (2) restraining the individual and/or his limbs through manual or mechanical restraint; (3) placing the individual alone in a bare isolation room for periods of time; (4) heavy psychotropic medications that have extremely dangerous side effects and that often make the student so sleepy that he/she exists in a sedative stupor all day [footnote 2] ; (5) warehousing, a situation in which no serious attempts are made to treat the student’s problematic behaviors and in which the agency merely provides food, clothing and shelter; and (6) being expelled from all other available treatment programs . [footnote 3] and dumped back on the doorstep of the parent—a parent who may be unwilling to take the student home because of the student’s violent behavior endangers the student himself, the siblings and or the parents.

    All of these are apparently considered preferable, by the authors of the MDRI Report, to a two second shock to the surface of the skin, typically of an arm or leg that: (1) has no significant adverse side effects [footnote 4] ; can make the difference between maiming or killing oneself or not; (3) that, when it is used (as it is at JRC) as a supplement to a program that is overwhelmingly based on positive rewards [footnote 5] and educational procedures, has a proven record of effectiveness [footnote 6] ; (5) that can be dispensed with in many cases as the student’s behavior improves; (6) that needs to be used with only the most case-hardened problem behaviors (less than 23% of JRC’s school age students, and less than 50% of all JRC’s residents); and (7) that even with that limited group is used infrequently (median is 0 per week, mean is 3 per week).

    To call such a remarkably effective and harmless therapeutic procedure “torture” is as ridiculous as calling therapeutic medical treatments torture. Indeed, if we follow the reasoning of the authors of the MDRI Report, dental surgery and cancer surgery—to take just two examples—would each satisfy the three definitional requirements of “torture.”

    Because of the authors’ strong philosophical opposition to aversives, what they refer to as an “investigation” was not really such. They never visited JRC, never interviewed JRC’s clinicians or staff about their concerns, never spoke to the hundreds of parents who are pleased what JRC has been able to accomplish for their children, never advised JRC of their investigation or invited JRC to respond to their concerns, and never interviewed current or former students who have been pleased with the results of their treatment at JRC, including the use of aversives.

    What is referred to as an “investigation” consisted largely of the following: finding and using unverified negative accusations on the internet; taking selective quotations from the JRC web site out of context, even going so far as to take portions of testimony given by parents in support of the use of aversives, and using them to make the program look problematic; soliciting as many negative quotes as possible from persons who are opposed to JRC; accepting and publishing anonymous accusations without researching whether there was any truth in them; taking selective quotations from reports by a state agency that has a philosophical opposition to aversives (and that is currently being sued by a group of JRC parents in Federal District Court of Northern New York) without any reference to JRC’s responses to those accusations, all of which are available on JRC’s website; and presenting as facts outdated, re-hashed, and long-since refuted accusations, some of which are now as much as 30-40 years old.

    Almost all of the persons listed as sources for the information in this report have testified in Massachusetts for bills that would, if passed, ban the use of aversives. After trying, unsuccessfully to pass such bills for 24 years, the proponents of these bills now seem to be looking to the United Nations Rapporteur on Torture to do for their cause what they have been unable to convince Massachusetts legislators to do.

    Consider this: if there was any torture going on at JRC, why would JRC have been licensed or approved continuously, throughout its 39 years of existence, by the state education, developmental disabilities and child care departments of Rhode Island and Massachusetts? Why would the MA Department of Developmental Disabilities have granted and periodically renewed, ever since 1986, JRC's special certification to use intrusive behavioral procedures? Why would innumerable judges of the MA Probate Court have approved individual petitions by incompetent children and adults to allow the use of aversives in the individual education and habilitation programs of JRC students for 25 years? Why would so many loving parents—including professors at Harvard and Columbia Universities, as well as several psychiatrists and pediatricians—have entrusted the care and habilitation of their children to JRC? [footnote 7] And why would former JRC students be willing to come before legislative committees to testify that JRC saved their lives? [footnote 7]7

    Under state and federal law, non-disabled individuals are able to choose aversive therapy to treat their behavioral problems such as smoking and drinking. If disabled persons are prevented from being able to avail themselves of aversive therapy for their major problem behaviors, this would be an invidious discrimination against disabled persons.

    In summary, MDRI has produced a false, sensationalized, one-sided, outdated account of JRC that was worthy only of a tabloid. The result may help the MDRI authors raise money from those who can be easily duped by its distorted presentation of JRC, but it is not to be taken seriously as a piece of accurate reporting or investigation.

    The article above discusses the death of a 14 y.o. male in Dr Isreal’s ‘care’. There were at least four other deaths – this is a matter of public record. Perhaps skp…200 should get the facts? The only research I can find that supports such adversarial treatments are those sponsored, endorsed or conducted on or by JRC and its subsidiaries. No other schools in the nation support such programs and most would be appalled to know that anyone is still participating in treatments of children that are no longer accepted as ‘best practice’ in clinical fields (other than perhaps for a small population of depressives).

This facility, however, has – investigations and PATIENT TESTIMONY show – become an absolute nightmare, and is violating the rights and safety of those in it’s ‘care.’ Don’t confuse the two – i’ll say ‘JRC tortures its patients,’ they’ll counter with ‘aversion therapy isn’t torture.’ the correct response is ‘yes, aversion therapy isn’t (necessarily) torture. the practices and culture of the JRC are torture.’
