Exclusive: Rep. Garamendi to push for permanent ban on West Coast oil drilling

WASHINGTON – Responding to likely the worst oil spill in US history, freshman Rep. John Garamendi (D-CA) is set to introduce legislation later today that would “permanently prohibit” offshore drilling all along the Pacific Coast.

The brief two-page bill, which the congressman has dubbed the “West Coast Ocean Protection Act of 2010,” was provided by his office to Raw Story. It seeks to “amend the Outer Continental Shelf Lands Act” to ban oil exploration “off the coast of California, Oregon, and Washington.”

“If you have any doubts on the need for this legislation, there’s an oil slick the size of Puerto Rico that I want to introduce you to,” Garamendi said in a statement to Raw Story.

The Gulf Coast spill has reinforced the representative’s longstanding opposition to a policy that Democrats are divided on and Republicans vigorously support — and one that President Barack Obama has backed to an extent.

“The people of the Gulf Coast are now witnessing the unnatural consequence of ‘drill, baby, drill,’” Garamendi said. “Precious wetlands and hundreds of miles of coastline are at risk, multi-billion dollar ocean-based industries are threatened, and the experts say this spill could continue for months.”

The bill arrives just two days after Gov. Arnold Schwarzenegger of California, where Garamendi served as lieutenant governor until being elected to Congress last year, rescinded his support for offshore drilling and cited the “enormous disaster” in the Gulf.

“I don’t want to see this devastation in California,” Garamendi continued. “My bill would re-institute the congressional moratorium on new offshore oil drilling in federal waters on the West Coast. A congressional moratorium served us well for two and a half decades.”

The congressman will in the coming days discuss his efforts in a press conference alongside co-sponsors, environmental allies, and industry representatives impacted by the Gulf crisis, his spokesman told Raw Story.

President Obama — who five weeks ago announced his intention to lift the moratorium on offshore oil and natural gas drilling along the Gulf of Mexico, the Atlantic coastline, and northern parts of the Alaskan coast — has postponed plans until the spill is contained.

White House spokesman Robert Gibbs said Monday in a press briefing that it would be “premature” for the president to terminate the proposal — viewed largely as an olive branch to court Republican support for comprehensive energy reform — but hinted that the incident may cause him to reevaluate.

    BTW, I live in the south, work in CA. I know them both well. I fly on planes and drive long distances. I know I am part of the problem.
    I took a trip to the Texas coats this weekend and was struck by how much it has been cleaning up over the years. It was much worse in years past. The hotels still have “clean tar off feet before entering room” signs, but there isn't much tar on the beach these days. I suppose that's about to change….

    They will happen. It's part of the business you take part in. It's important for the left and the right to get that through their heads. This is not a partisan or left-right issue.

    Think about it this way, If people see more spills like we do in the Gulf area, don't you think they'd be more inclined to go for alternatives?

    Here's a question for ya. Why did T Boone Pickens and his lot have commercials ready and waiting to run during this oil spill to promote “energy security” and “alternatives?”

    Answer, they know we'll shift to Natural Gas and Wind he is the largest producer of both.

    So, who stands to gain the most from this spill? The guy with all the commercials on Rachel Maddow's show right now. It's a huge business and the more everyone exposes themselves to the realities of their daily behavior, the more our “bleeding planet” will be protected.

    I agree I would have thought the VALDEZ should have taught us. Obviously 20 + years we all have forgot the devestation that still lingers in exception to those who had to live with it… I also believe the T Boone Pickens crowd were promoting “altenatives” prior to this horrific devestation that is only just beginning…… I am a proud Oregonian that is fighting LNG off our coast especially now. Have we not learned yet. You all can point blame at who EVER….. Little to late now… We need to all come together and figure this out.     Yeah, electing Congressman Garamendi to Congress was a wise decision! The only way to force development of clean energy is to turn off the spigot of oil, before we so foul our environment that it will be too late.

    Uh, maybe before you spout off you click on over to the other RS article about how Obama took in a lot of money from big oil. It was Dems and Repubs alike who voted to continue support for the oil war in Iraq (helping to fix Britain's screw-ups in the region.). It is Dems and Repubs alike who are continually badmouth oil producing countries that won't play the oil game by the Wests rules (thereby propping up prices for those on both sides of the argument.)
    This game is much bigger than puny US political parties, much bigger than puny figures from the US like Palin and Boehner.
    Bush was bad, agreed, but be careful not to emulate the body image you've projected. Trying to make this out to be partisan will bite you in the butt later when you figure out your chosen leaders are in the game too.

    You will see, where there is oil, there is money to contribute to campaigns. Where the office is held by Dems, it goes to the Dem. Held By Republicans, it goes to them. It's true Republicans tend to gain better political traction in oil states, especially lately after the last administration and it's mineral leaning energy policies, but look back in time. For example, Texas used to be run by Democrats. The Dems got the oil money.
    Going forward, if Dems begin to take control of energy policy, as it looks like they will, they will get the money and the policy formed will reflect that. My hope is that Dems will lean toward oil alternatives in general and not allow the corporations to get them to “shore up” the distribution channels in the process(pun intended), But then again, I also hope for world peace. I've got a proven track record of not getting what I want.

    If you want to pick a more contemporary battle to influence, watch your Congressmen and make sure they are keeping the emerging alternatives markets open to competition. They are being pressured to keep the money flowing to the same old players. The Democrats, if they don't watch out, might find themselves guilty of entrenching energy moguls for posterity.

We all own our beach coast line here. Please look up my states Reps voting records. I call a spade a spade…..     When Congressman Miller was asked to move some of the old Liberty ships out of the Carquinez strait where they have been parked for 50 years, because of toxic rust going into the bay water, he flew over it with a helicopter and took a picture of them moving the boat.     Love the tribalism here. That good old Cali elitism, sometimes well deserved. Don't you guys have oil gizmos right on the BEACH in Huntington beach. I was on the (I think you guys call it a “freeway”) once at one o'clock in the morning and you could have walked faster than the cars were moving.. And it went on for m i l e s. The wonderful and sparkly Mr. Obama (whom I voted for enthusiastically ) just OK'd drill here drill now for the East Coast.. Oddly the East Coast was Left out of big thinkin' Johnny's bill. Dude we don't even have oil rigs on our beaches! YET. So if I get this right…everybody else in the country is supposed to draw this spew from underground so Cali's can park on the Freeway and be “like all green and stuff?” Eh?

    Electric-driven transportation works just fine. Lubricants can and are being produced from biological sources.
