Expert suspects BP has ulterior motive behind oil well cap

Since a blowout preventer cap was placed over BP’s damaged oil well in the Gulf of Mexico last weekend, there have been repeated delays in the so-called “well integrity tests” to determine whether the cap can be effective in holding back the oil.

On Tuesday, Coast Guard Admiral Thad Allen delayed the tests for 24 hours out of fears that they would lead to “irreversible leakage” if it was found that the well bore had been damaged below the sea floor. After a White House review, BP was told on Wednesday that it could proceed with the test, but a leak in a line leading from the cap then forced an additional one-day delay for repairs.

Oil industry expert Bob Cavnar isn’t buying the official story. He told MSNBC’s Keith Olbermann on Wednesday that the repeated missteps cast doubt on BP’s explanation for why the cap was necessary in the first place.

“I don’t understand this whole operation,” Cavnar stated. “Sunday was the first time I heard the words ‘well integrity test.’ There’s never been any discussion about this in their public disclosure or in anything else that I’ve seen. … So I’m completely confused as to why they’re taking this risk of damaging the well further. … They didn’t have all these steps worked out.”

“They shouldn’t be doing this at all,” he suggested. “They should be continuing with the relief well to get this thing killed.”

Cavnar believes that BP’s true goal is to make it harder to measure the flow of oil from the damaged well, because under the Clean Water Act, it will be liable for civil penalties of up to $4300 for every barrel spilled.

“While they have every incentive to get the well killed, BP also has every incentive to not capture 100% of the well flow until they do,” Cavnar wrote last week at Huffington Post. “As soon as they do capture all the flow, then a real, measurable number will be in front of the public, and that’s the last thing BP wants, since that number will then be used to extrapolate environmental damage, hence per barrel fines that will likely run to the tens of billions anyway.”

“The whole [original] reason for this cap was to allow two more outlets to produce to four ships so they could capture between sixty and eighty thousand barrels a day,” Cavnar told Olbermann “This whole business of shutting in — and shutting down the relief well — just doesn’t make any sense to me at this point. … My guess is that they’re hoping to be able to shut down at least some of the production from the well so once they open it back up to the surface … it will be producing at a rate less than what it was ‘open flow.’ So it’ll be harder to measure what the total flow was from the well when it was completely uncontrolled.”

    Makes sense. I said two weeks ago that this could cause the bore hole to leak by forcing oil sideways lessening the leak from the cap. They also don't want to capture it because they have to store it which would push down the price of oil.
    People don't realize that oil companies bore these wells and cap them cuz they don't want to flood the market (excuse the pun). There are thousands waiting to be tapped and if they did, oil would be less than $10 barrel.
    BP never wanted to capture this oil… this well was supposed to be there for future use… Now they'll have to capture it and push down the value of oil.

    What I found interesting is Adm Thad Allen yesterday confirmed all the rumors we've heard over the past several weeks about oil seeping up through cracks in the bore/seabed floor. That's why the gov is taking this a step at a time. I firmly believe BP has an ulterior motive; they're trying to mitigate the fines for the gusher. In fact I believe they sell a device to measure flow rate ultrasonically; that's probably why such a device wasn't used, so they could “shade the truth”.

    I suggest that you turn to NPR and today's Talk of The Nation. The expert on that program did not validate the notion that there is some other agenda. The hold ups were, according to him, the result of the administration saying “wait a minute,” and getting some other opinions. These resulted in questions that hadn't been thought of, apparently. Also, explanations for stopping the drilling on the two relief wells were provided. It seemed logical and reasonable. Let's go there before we begin to look for conspiracies,

    By current estimates the fine would be in the neighborhood of 38 billion. There is no way they will be asked to pay that fine, much less a larger one due to better measurements. By having the government delay the test, effectively controlling the test, BP will claim the government was in control and is responsible if this cap blows. They will claim they are exempt from further damages.

    er…they are continuing with the relief wells. After 85+ days BP is going to be so deep in fines they will never find their way out. Today and 15 more days till the relief wells are not goign to make much difference. They will use the experts estimates on the flow anyways.

    Depriving information? go to BP's website, theres live footage of their undersea operations, twice daily conference calls transcriptions, technical updates, capping rates.

    I won't devolve too much into the response to this guy
    -BP have been pretty transparent about flow figures (even when people misunderstood the worst possible estimate and claimed it as an actual figure).
    -Any fines based on the actual flow rate wouldn't be applicable to before that measurement (if your counter is 'they could extrapolate' – then what's stopping them doing that without an exact measurement)
    -I'm pretty sure BP's main concern is preventing anymore leaks, and stopping the DD2/3 wells while doing the pressure test is a smart move to prevent any communication, thinking they should be pressing ahead while doing tests is reckless.
    -The Blowout Preventers were manufactured by Cameron, USA. I notice that got no mention while BP is taking plenty of stick.
    -The 'guvvernment' specified the delay in testing, not BP. I imagine there would be an article on your site titled 'BP ignoring government safety tests!'

    Disclosure: I'm not a lawyer, I'm not a BP employee, I'm not an 'Industry Expert or huffingtonpost editor, I'm just someone who reads facts and thinks logically.

    Odd. Thad Allen retired from the Coast Guard in June, and was named as head of this task force. He is now a civilian, with rumors of him having lobbied for a BP job BEFORE the blowout.

    No mention of that here, nor his retirement.

    I think what I'm addressing are the political ramifications, I'll leave the scientific possibilities under the “what if” category. I like Olberman immensely, I like him for getting Rachel her own show even more.

    But I'm looking at a very serious problem with the fall elections and seeing Olberman shoot himself in the political foot does not give me a lot of confidence.

BP doesn't have a clue about science.” So then, finally, the experts available in academia and in government discovered that BP was trying to pull a fast one. So BP continued to spread the dispersants creating these large plumes of oil just under water so that they could then go back and recover it. Also, since it's not visible to the naked eye, who's to know the difference? And Big Oil and Big Business continue to f&ck with everyone thinking they hold the winning cards. In this case and in this case only, there is so much information available that in the end, BP will either go broke or get bought by Exxon Mobile and there goes the Clean Water fine and we, the people, will end up on the short end of the stick again.

    Yep, this is what I say. They wanted to know if they could seal it FIRST, then discussions can continue on IF THE CLOSING OF THE WELL IS NECESSARY. I fully expect them to balk when it comes to KILLING the well. We will see.

    BP DID have the science. No one in this country knew MORE about what was
    trying to be done than BP. Perhaps, the Russians have experience. There was a
    report of a Russian submersible that was doing research in Lake Balkail.
    The leader of that expedition suggested that his experience might help. In
    my view, the administration did everything that could possibly have been
    done to push forward….I DO NOT like the reports of journalists being kept
    from their jobs by BP. I suspect also, that you are not correct in your
    assessment that so much information is available that the conclusion is a slam
    dunk and I also suspect that BP, which Obama pressed to set aside funds for
    assistance, will not go broke.
    By the way, as an aside, what do you think of all the reports of the “cash”
    businesses that may now have some difficulty documenting what their worth
    was? As you know, I am certain, “cash business” is a euphemism for cheating
    on your taxes….So, they have paid taxes on say, $40,000 for twenty years
    when they really took in $80,000 or so…..What should BP have to give
    them now?

    @BP Time Bomb .com: It amazes me that no one ever stops to think before they spout racist comments. OF COURSE a giant oil corporation will do something like this when they are drilling off the shore of a country that has almost NO REGULATION of it's companies. BP is only doing what we allow every other large company to do in this country: run with as little regulation or responsibility as possible which equates into them doing what is the best for their bottom line and not what is best for people or the environment. Yes BP is a big bad evil corporation. So are MOST of the corporations in the world because most of the time, they are looking after their bottom line. Don't act surprised when companies do things like this, for years we have heard the cry of “NO NO NO! We don't want regulation of business!”. Then people get upset when companies do shady shit? Ha! Do you know why Britain hasn't had a disaster like this? Because they had an oil rig explosion that killed many people quite a few years back and they LEARNED from it and increased regulation!
    Oh and honestly? We don't even need that many more regulations. We just need to actually enforce the ones we have.
