Exclusive: Leaked cable reveals US-Israeli strategy for regime change in Iran

Wiki-leak confirms reporting by veteran journalist Seymour Hersh

According to a diplomatic cable released by WikiLeaks, in August 2007 the head of Israel’s intelligence agency urged US Under Secretary of State for Political Affairs, R. Nicholas Burns, to join with Israel in carrying out a five-part strategy to implement regime change in Iran.

Mossad Director Meir Dagan acknowledged at the meeting that the American analysis of Iran’s alleged nuclear weapons program was different from Israel’s, but he insisted that the threat from Iran was “obvious” and stated that Israel was willing to take action unilaterally.

The classified diplomatic cable outlining the meeting is part of a large cache of documents leaked to the whistleblower website Wikileaks, and released to the public on Sunday via several international newspapers, including The Guardian and The New York Times.

Dagan began the meeting by thanking the US for its support of Israel, as well as for a recent $30 billion aid package.

The Mossad chief then conceded that US analysis of Iran’s alleged nuclear capabilities differed from Israel’s, but remarked that such differences were essentially irrelevant and that if need be Israel would take action alone.

“The threat is obvious, even if we have a different timetable,” he said. “If we want to postpone their acquisition of a nuclear capability, then we have to invest time and effort ourselves.”

Philip Giraldi, a former counter-terrorism specialist and military intelligence officer and the Central Intelligence Agency, who served for eighteen years in Turkey, believes Dagan’s comment that Israel will have to “invest time and effort ourselves” in dealing with Iran was, in essence, a veiled threat.

“It is essentially setting up a situation in which the threat of Israel acting alone becomes a wedge issue to force the US to do something so that it will be able to manage the situation rather than respond to Israeli initiatives,” Giraldi told Raw Story on Sunday. ”It pushes Washington into planning a military strike to force the Israelis to stand down on their own plans.”

The differences between how each nation viewed the Iranian nuclear program were not discussed by either the US or Israeli officials in the cable.

R. Nicholas Burns, the U.S. envoy at the meeting — who is now the Sultan of Oman Professor of the Practice of International Relations at Harvard University’s Kennedy School of Government – did not respond to requests for comment.

The Israeli embassy also did not respond to request for comment.

The Five Pillars of Israeli Strategy

According to the cable, Dagan continued the meeting by enumerating Israel’s “five pillar” strategy on Iran, which he urged that the US and Israel both implement:

1. Political Approach
2. Covert Measures
3. Counterprolifiration
4. Sanctions
5. Force Regime Change

Each of the so-called pillars is briefly summarized in the cable.

The political approach advocated by Dagan involved continued pressure from the United Nations Security Council to force Iran to abandon its nuclear ambitions.

The covert pillar of the Israeli strategy was not discussed by Dagan or other Israeli envoys, nor does the classified cable elaborate on the particulars.

The counterproliferation part of the Israeli plans emphasize that Iran must be prevented from obtaining nuclear “know-how and technology.”

Dagan noted that the economic sanctions pillar of the strategy was already working, citing the failure of three Iranian banks.

Finally, Dagan suggested that the U.S and Israel should both help “force regime change” in Iran by proxy, “possibly with the support of student democracy movements, and ethnic groups (e.g., Azeris, Kurds, Baluchs) opposed to the ruling regime.”

It is unclear from the cable just exactly what “support” of “ethnic groups” meant or whether Dagan offered any suggestions.

Robert Baer — a former Central Intelligence Agency officer who spent his career stationed in the Middle East, including in Iraqi Kurdistan and on whom the Academy Award winning movie Syriana is based — interprets Dagan’s suggestion as a violent one.

When asked what he thought forced regime change meant in this context with respect to support for the Azeris, Kurds, and Baluchs, Baer told Raw Story, “it means give them money so they can set off bombs – the Mad Max approach.”

Dagan suggested that all five pillars be enacted simultaneously, including regime change, implying there was no need to allow time for the other pillars to work, including economic sanctions and political pressure. This would have put the U.S in a difficult position, given its history in Iran.

Events leading up to and after the meeting

According to published sources, both the United States and Israel have been active in attempts to spy on Iran’s nuclear program and destabilize its government since the invasion of Iraq in 2003, and those efforts intensified as concern over Iran’s nuclear program mounted in late 2005.

Seymour Hersh wrote for the New Yorker In April 2006 that the previous December, Mossad Director Dagan had told the Knesset, “Iran is one to two years away, at the latest, from having enriched uranium. From that point, the completion of their nuclear weapon is simply a technical matter.”

Over the next few months, Under Secretary Burns was active in diplomatic approaches to dealing with Iran. By the end of January 2006, he and Secretary of State Condoleezza Rice had convinced Russia and China to vote for the International Atomic Energy Agency to report Iran to the Security Council.

But in March, the Bush administration decided against direct talks with the Iranians and the State Department announced “that a newly established Office of Iranian Affairs within the department would focus on introducing democracy in Iran.” Burns, Rice, and Elizabeth Cheney –daughter of then Vice President Dick Cheney — were all said to be behind the new policy.

A few weeks later, Hersh noted that “the Bush Administration, while publicly advocating diplomacy in order to stop Iran from pursuing a nuclear weapon, has increased clandestine activities inside Iran and intensified planning for a possible major air attack. Current and former American military and intelligence officials said that Air Force planning groups are drawing up lists of targets, and teams of American combat troops have been ordered into Iran, under cover, to collect targeting data and to establish contact with anti-government ethnic-minority groups.”

Those clandestine efforts continued over the next year, amid widespread reports that the CIA was behind “a wave of unrest in ethnic minority border areas of Iran, with bombing and assassination campaigns against soldiers and government officials.”

In the spring of 2007, there were signs of an apparent softening of policy towards Iran, including the disbanding of Liz Cheney’s Iran Syria Policy and Operations Group, which had been seen as “plotting covert actions that could escalate into a military conflict with Iran or Syria.”

Any softening, however, was short-lived. On July 21, 2007, Burns and Deputy National Security Advisor Elliott Abrams met with representatives of Iranian ethnic groups in the US to discuss (pdf) Iran’s nuclear policies. And in August, Burns joined the Israeli foreign minister in Jerusalem to sign a new military aid package amounting to $30 billion over ten years — an increase of 25% from previous levels.

That was the immediate background for Burns’ meeting with Dagan, as described in the newly-released cable.

Within a few months, the Bush administration had decided to intensify its covert actions against Iran.

According to Hersh, in late 2007, “Congress agreed to a request from President Bush to fund a major escalation of covert operations against Iran, according to current and former military, intelligence, and congressional sources. These operations, for which the President sought up to four hundred million dollars, were described in a Presidential Finding signed by Bush, and are designed to destabilize the country’s religious leadership. The covert activities involve support of the minority Ahwazi Arab and Baluchi groups and other dissident organizations. They also include gathering intelligence about Iran’s suspected nuclear-weapons program.”

This is precisely the approach Dagan and Burns discussed at August 2007 meeting, as described in the leaked cable.

    You know, I used to have an Hispanic-American buddy in the military many years ago, who was always stating that he thought the one positive thing the Roman Empire did was the Diaspora (a mandate dispersing the Jews to the four corners of the world).

    The leaks did not reveal anything new about Israel or their strategy to manipulate the US into an attack on Iran. This strategy was publicly available beforehand and reported on.

    This is simply to counter people pointing out that the Wikleaks documents never point at Israel. They always point at Israel’s enemies.

    The “Israeli portion” of the U.S. government dispatches that were revealed yesterday by the WikiLeaks website revealed almost no new details regarding the exchange of messages between Jerusalem and Washington.

    There is no significant discrepancy among the statements made by Defense Minister Ehud Barak, Mossad director Meir Dagan and former Military Intelligence chief Amos Yadlin in speeches, before the Knesset Foreign Affairs and Defense Committee, in background talks with media commentators and the diplomatic conversations the held.

    Thus Israel has no reason to be embarrassed by the leak, because there are no large gaps between what it said domestically and what it said for public consumption.

    I know it’s hard for many, but put yourself in the shoes of “the others” and learn what the US did in the 40s, 50s or 60s. You’d be surprised (sorta like I was surprised today to learn the CIA was ‘allegedly’ planting electrodes in GIs heads). But then the right will just complain that we’re blaming America first.     The more that comes to light from these leaks and other sources, the more I realize that America has become the not very bright but willing toady of Israel and Saudi Arabia Thank God for freedom of the press. I am not speaking of FOX GOP Propaganda News Network, but organizations like WikiLeaks. Ten years of a rampaging out of cotroll America is finally making sense. I think it’s a good time to rethink our relationship with Israel and Saudi Arabia. Do we really want to kill another million people in the service of people who dance all night in disco techs while Americans fight and die in wars these cowards won’t fight on their own behalf?

    Wikileaks, following much media fanfare (reason for suspicion right there) has just released a huge number of documents supposedly leaked to WikiLeaks and no other websites’. The media is denouncing this as a threat to the United States while US politicians wring their hands and wonder when they will be free of the curse of the First Amendment and all that troublesome nonsense about Freedom of Speech. Many observers think this is a propaganda set up and that neither Julian Assange or WikiLaeks should be taken at face value. After all, Julian Assange keeps insisting there was no 9-11 conspiracy and the 9-11 truth movement a “distraction.” Apparently Julian Assange has patented conspiracy and nobody else may expose one except himself!

    Of course, there is really not that much that is new in this latest dump. Like prior WikiLeaks dumps, most of it is old news mixed with some rather dubious claims. In his last such dump, Julian Assange included a claim that Osama bin Laden is still alive and controlling Al Qaeda. Of course, it is well documented outside the United States that Osama bin Laden has been dead for many years and that Al Qaeda itself is a fake front group created to hoax Americans into endless wars of conquest, much as the fictional Emmanuel Goldstein was used in George Orwell’s “1984.”

    In yet another infamous propaganda attempt, WikiLeaks tried to claim that weapons of mass destruction had been found in Iraq, justifying the invasion. No such weapons were ever found.

    As for the present batch of documents, again it is a rehash of stories already known to the blog-o-sphere. Even those people who did not know US diplomats spy on their United Nations counterparts did not find it surprising or in any way a new idea.

    So what is the real purpose of Assange’s little charade? Propaganda.

    Propaganda is like rat poison. 95% of it is tasty, healthy food. But the purpose is to get you to swallow the poison. The same is true of the WikiLeaks document dump. The bait are all these old stories which we already knew about, used to convince us that the entire pile is “tasty, healthy food,” except that it isn’t. Buried in the pile of delicious, albeit past the expiration date morsels are the bits of poison which the US Government knows you will no longer accept at face value from the controlled media, but hope you will eat if handed to you by a con artist posing as hostile to the government.

    So, given that 95% of the current WikiLeaks is really old news, as a public service I will point out the bits of poison that Julian hopes you will eat.

    1. Iran is bad so you should all want to kill them.

    2. Saudi Arabia is bad because they are funding Al Qaeda so you should all want to kill them.

    3. North Korea is bad because they gave really long range missiles to Iran for Iran to put their nuclear warheads in, so you should all want to kill them.

    4. China is messing with your computers, so you should all want to kill them.

    That about sums it up. Oh yes, there is nothing negative about Israel in all these diplomatic messages, an impossibility given the lethal Israeli attack on the Aid Flotilla last May. That suggests who Assange really works for.

    This information condensed here by la Carré is widely know by most people who have been paying attention and are over thirty. Robert Fisk’s book “The Great War for Civilization” (2005) goes into gruesome detail about the kinds and methods of torture and other practices that the SVAC practiced (195 ff), and le Carré only hints at in your quote and those tactics are unsurprisingly, remarkably similar to what happened in Iraq and Afghanistan, at the CIA black sites in Europe and throughout the Middle East, and before that all over South America from Chile and Argentina to Guatemala and San Salvador: tactics which include but are not limited to rape, metal mattresses that people are strapped to and shocked will being questioned, additional electric shocks to various private parts of the body, men who either have to watch their wives and daughters raped or mutilated or at other times forced to sit and listen to the screams from as their loved ones as they are tortured out of site of the victim, mutilations, etc, but Fisk’s book is over 1,100 pages, contains a lot of words, and doesn’t really start or end with America’s oil driven exceptional gallantry in Iran. For a much shorter version you might try two books by Steven Kinzer, “Overthrow, America’s Century of Regime Change From Hawaii to Iraq” (2006), it only has a chapter on the overthrow of Mossadegh. or for Kinzer’s longer version you might want to read “All The Shaw’s Men: An American Coup And The Roots of Middle East Terror” (2003) or you could listen to the interviews of these two authors on DemcracyNow talking about their books:

    I’m glad you’re finally listening to Amy Goodman’s show Johnny, she’s been a round for quite some time, but if you are going to quote from her show I would appreciate it if you would give her full credit, she is one of the hardest working journalists in America today, and deserves to be credited for that work. No one in my mind has done more for or been more true to progressive principles in my lifetime than Amy Goodman, she deserves recognition for a lifetime of exceptional work. What all this information shows is that contrary to popular opinion we rather like dictatorships and are contrary to popular opinion and government propaganda more likely to overthrow democratically elected governments than dictatorships–except of course in those rare instances when the dictator forgets his place, or otherwise becomes bothersome, as both Noriega and Hussein did. Maybe that is why Castro is still in power in Cuba, had he been popularly elected we would have deposed him years ago!

    Attacking Julian Assange will neither prove bin Laden is dead nor if 911 was a conspiracy.

    Reminder….There is no, repeat NO, evidence that Iran is trying to build a nuclear bomb. The IAEA reports that Iran is not able to refine unranium to the degree that it needs to be, in order to fuel a bomb. But that doesn’t matter to the Israelis who never met a muslim country they didn’t want bombed.

    Take the 8 million plus U.S. outsource jobs and put these unemployed Americans back to work would also cut the unemployment by 1/3 if not in half.

    If you than took the Bush tax money to the top two percent and cut the middle east military expense , we could get back to where we were before Bush / Cheney stole the election in 2000.

    While Americans lost their jobs (over 8 million) , Global Monopolies received the Bush tax cuts and invested their historic profits overseas (plus the Bush emergency bailout for banks) and Bush started an illegal war in the middle east (for profits to war contractors).

    If these things were corrected we would be back to square one when Bush stole office and Clinton left a balanced budget and paying down our national debt.

    Firstly, anyone with an econ background knows the method they have used to dismantle the American economy (and when the Fantasy Finance Sector became the majority of the GDP, while only employing around 7.4% of the working population, such becomes glarilingly obvious), was labor arbitrage — the offshoring of American jobs, and with each job goes a piece of the GDP, stooge — and no true liberal nor democrat has ever come out of the University of Chicago.

    Krugman received the Nobel Prize in Economics, originally conceived by the Swedish Central Bank, under extreme pressure, in order to add some prestige to its first recipient, that complete and total looney tunes, Milton Friedman.

    Now should you know anything about econ and the Nobel, you would know that almost every clown who has received it has a pretty atrocious record — save for that recent and first woman recipient (sorry I have already forgotten her name) and perhaps Manur Olsen.

    The principal manner they have dismantled the American economy was by the offshoring of American jobs — labor arbitrage — hedge funds debt leveraged speculation, and private equity firm leveraged buyouts (the destrution of companies and employment).

    The end result is all these debt-financed billionaires among us today.

    Ultra-debt leveraging is their tool of mass destruction and mass wealth transfer, and any frigging moron who dares justify the offshoring of America, or anywhere else for that matter, is a complete and total fraud, be it you or that clown Krugman, whose real economic smarts could fill a very small thimble.

    The companies will stop laughing at American citizens, when they begin blowing them up as they did in the ’20s, or they have attempted to do in Athens.

    Well said and thanks for your support, but perhaps more to the point, with over 70% of American-based multinationals and corporations refusing to pay federal taxes (according to GAO, and other studies, over the past 15 years), and with the dramatic offshoring of American jobs (a BLS study released over a year ago explained how essential ZERO private sector jobs had been created between July 1999 and July 2009) the reduction in the American tax base — not to mention jobs base — has been on a most destructive level.

    Today, there is no American economy (and likewise no American media), simply commerce.

    what history have you been reading? Iraq attacked Iran, we, along with Russians, Chinese, and the rest of the Arab world supported Saddam during that attack.     Notice that the Bush administration’s regime change plan for Iran changed after Rumsfeld was dumped as DOD chief in late 2006, after the disastrous Republican midterms. Rumsfeld was the nutjob who so fouled up Bush’s and Cheney’s little Iraq War regime change plan, by his “master plan” to use to relatively small force to invade Iraq and supposedly “secure it” (that is, secure Iraq’s oil), after which Iraq was going to be used as a base for Iran War preparations, which was actually Bush/Cheney/Rumsfeld going after Iran’s oil next, thus securing the north shore of the Persian Gulf. Unfortunately (or fortunately if one is anti-war, pro-sanity), Bush/Cheney/Rumsfeld’s insane war in Iraq got bogged down, especially after Bush/Cheney/Rumsfeld didn’t plan for after Saddam Hussein was deposed and all the Sunni Baathists in the Iraqi government were canned. Bush/Cheney/Rumsfeld talked delusional talk, about their Iraq War being a “cakewalk,” about it paying for itself through the sale of Iraq oil, about how they didn’t need to listen to anyone else and their naysaying because they, begin righteous conservatives, had all the answers, including predicting the future. But toward the end of 2006 and early 2007, even they (or at least Bush, not Cheney) realized that they had so screwed up Iraq, that the very idea of starting another war in Iran next door was utterly insane. I was surprised. Bush? Sane? Or at least saner than Cheney? After the insanity of Iraq, which opened the door to a stronger Iran, to more Iranian influence inside Iraq?
