Halliburton may pay $500 million to keep Cheney out of prison: report

Oilfield services company Halliburton is in negotiations with the Nigerian government to keep its former CEO, Dick Cheney, out of prison, according to a news report.

Sources inside Nigeria’s Economic and Financial Crimes Commission told GlobalPost this week that a settlement keeping the charges against Cheney out of court could cost as much as $500 million.

Nigeria filed charges against Cheney this week in an investigation of alleged bribery estimated at $180 million. Prosecutors named both Halliburton and KBR in the charges, as well as three European oil and engineering companies — Technip SA, EniSpa, and Saipem Construction.

The charges allege that engineering contractor KBR, until 2007 a subsidiary of Halliburton, was among companies that paid bribes to secure a $6 billion contract for a natural gas plant. KBR pleaded guilty to the same bribes in a US court in 2009, and agreed to pay a $382 million fine. The Nigerian charges appear to stem from the US case — though, in that trial, Cheney was never directly charged.

It’s not clear from the GlobalPost report if the $500 million figure refers to the amount Halliburton will have to pay, or whether that amount would cover all the companies that have been charged.

Further complicating the issue is that the negotiations appear to be an out-of-court settlement, because Nigerian law doesn’t recognize plea bargaining.

The idea that an out-of-court settlement could be used in a criminal case angered anti-corruption activist Adetokunbo Mumuni, who told GlobalPost, “There cannot be an out of court settlement. In a purely criminal matter like this, the full letters of the law should apply. Whoever is involved should be taken through the entire process to determine their guilt or not.”

The legal vagueness surrounding the reported negotiations will likely fuel accusations that Halliburton and the other accused companies are attempting to bribe their way out of a bribery prosecution.

But the willingness of Nigerian officials to quote a dollar figure in the midst of negotiations could also fuel speculation that the Nigerian charges are an attempt to shake down the companies for cash.

“The issue should not be so much about the former US vice president, it should be to what extent the law will be properly applied,” Mumuni told GlobalPost.

    Even if they decided to prosecute they’d have extradite Cheney – not likely – but to just imagine that bastard locked up in a Nigerian prison gives me a warm and fuzzy feeling. It wouldn’t be as classy of say Angola down in Louisiana, and the only protein he’d get would from the cockroaches floating in the swill they serve three times a day.

    Of course Cheney’s crime is far more serious that Assange supposed crime. Cheney has been charged , Assange hasn’t been charged. But Assange has been the subject of an Interol Red Notice, while Cheney, as far as I can tell, has not.

    If they can’t extradite him he could be tried in absentia. And if found guilty there would be an international arrest warrant which the United States would have to honor. No extradition necessary.

    Also if a $500 million bribe is paid in his behalf he would have to report it to the IRS as income. If he doesn’t, income tax evasion. If income, he’d have to pay personal taxes on it (35% of $500 million). And if he doesn’t include it as income and the IRS does then ad in late filing penalties and interest.

    $180 million for a $6 Billion dollar contract! I’m glad to see that Cheney is another believer in the free market capitalism of kickbacks, payoffs, bribes and corruption. He took the U.S. Government for a lot more than $6 Billion while at Halliburton where he was hired specifically for his expertise in selling contracts to the federal government. Before Cheney started at Halliburton they had almost no government contracts, Cheney changed all that.

    As Secretary of Defense Cheney originally contracted Halliburton, prior to that famous for cementing oil wells, to study the feasibility of using mercenaries in war zones along with U.S.military personal. Halliburton was paid $8.5 million for the study. The beginning of Cheney’s fascination with Blackwater-like mercenaries. During the Iraq War Halliburton was given numerous contracts many on a cost plus basis and many turned out to be frauds of one kind or another. They were responsible for construction that electrocuted U.S. forces while they were showering. They were also responsible for various other contracts totaling more than $8 Billion dollars.

    They were charged with feeding rotten food to American troops, with selling gasoline at huge markups, and with numerous other acts of fraud and impropriety but in all cases they have continued to gain access to huge Defense and Homeland Security contracts.

    Their most recent contract is for a huge internment camp based on the concentration camp at Guantanamo Bay. It is to be built in Texas and is designed to hold large numbers of illegal immigrants. It is evidently needed because Obama has arrested and deported more illegal immigrants than any previous president. Even though the company has paid numerous fines and fees for illegal behavior and defrauding the U.S. government they continue to get what can only be called preferential treatment for these kinds of contracts.

    And of course Cheney still has stock an is still receiving deferred payments from them.

Complete with a North American Currency and Constitution of course. As Vincente Fox stated live on Larry King that this was indeed the blueprint for the SPP Agreement. And since only 3 people know (Fox being one of them) what went on in those secretive & private meetings…I’d say it’s pretty clear that the statements are valid. Of course prior to Fox’s admission Lou Dobbs openly reported on the sabotage. Cheney also use to be a director for the CFR and that’s his admission not mine. Cheney at a CFR Meeting captured on video brags how he left this part out (intentionally) when he ran for office. I guess it’s just against Cheney’s nature to be honest with the people and let them know that he was a former director of a highly-controversial and often criticized group. But why should I complain about this? Most politicians are not forthright about much of anything. It’s par for the course.

    As with DICK, in this case, the federal govenment has been allowing one man to rape and torture women in public, for the money his corporation pays to keep him out of prison.

    It is Joe Biden’s federalized rape program, the Violence Against Women’s Act….pay to rape women and have your rape case “sealed” by the government.

    In this case, the government covered up the rape and murder of children, for those millions the corporations pay to cover it up.
    I would like help to get a rapist in prison…….and stop Obama’s felony prostitution ring……..
