Exclusive: Obama may cut Social Security, Sanders tells Raw

One-year payroll tax holiday key to toppling seniors’ safety net, Sanders warns

Social Security may be on the White House chopping block, a US Senator recently told Raw Story, expressing deep uneasiness about President Barack Obama’s noncommittal attitude toward staving off cuts to the cherished program.

“I have to tell you, I have been on the phone to the very, very, very highest levels of the Obama administration, and the responses that I am getting are not assuring,” Sen. Bernie Sanders (I-VT) said in an exclusive interview. “What I’m told is that no definitive decisions have been made on the issue of Social Security – I expect that is probably true.”

Progressive activists, fearing that the holy grail of American liberalism could fall prey to a bipartisan deal on Capitol Hill, have launched a campaign to pressure the White House and Congress to oppose cuts. And Sanders has stepped up as their champion in the Senate, confirming their concerns based on knowledge drawn from his relative proximity to the president.

“What I’m hearing does not reassure me – that we have a president who is not prepared to defend the heart and soul of what the Democratic Party has been about since Franklin Delano Roosevelt,” said Sanders, a self-described democratic socialist.

The independent from Vermont on Friday wrote to President Obama urging him stick by his campaign promise and oppose cuts in Social Security benefits, as Washington debates ways to cut the national debt.

Sanders cited as one cause for concern the president’s decision to appoint two longtime “foes” of Social Security, Alan Simpson and Erskine Bowles, to co-chair his deficit commission, which proposed trimming the program’s payouts by increasing the retirement age.

Obama “could have said that’s not on the table,” Sanders said. “He didn’t say that.”

But much more disconcerting, the senator added, was the tax deal the president struck with Senate Republicans last month, which included a one-year cut in the payroll tax – the source of Social Security’s funding – from 6.2 to 4.2 percent. Obama previously argued the compromise was necessary to prevent a tax hike on middle class Americans.

“I believe very strongly that it will be very, very difficult to undo this one-year program,” Sanders said. “Republicans will say it is a tax increase on workers, and they control the House.” Indeed, GOP lawmakers have since admitted they have no intention of letting the payroll tax return to its original, higher level in a year.

“So what the president has done is walked us in an unprecedented direction in terms of diverting huge amounts of money from Social Security,” Sanders said. “A very, very, very dangerous precedent. And when aides of his such as [Chairman of the Council of Economic Advisers] Austan Goolsbee were asked to reflect on this, he chose not to do so.”

Polls have shown strong public opposition to proposals that would reduce the scope of Social Security. While the program’s payouts did exceed revenues for the first time last year, the Social Security Trust Fund has a surplus of $2.6 trillion and is expected to remain solvent in its current form until 2037, according to its trustees report.

“It’s inexplicable to me that anybody in the White House would give two seconds of thought to cutting Social Security,” Sanders concluded.

The White House did not return requests for comment.

    I find it stunning that anyone who voted for Obama still supports him. He is worse than Bush and he is worse than McCain would have been.     In my neighborhood, the folks who vote often get better response and services from the city and those whose neighborhood doesn’t vote get neglected. I’m sure it’s this way all over the country. I am also sure though, that those folks who depend on social programs (like the elderly and the disabled) vote like a motherfucker.

If there is to be the much anticipated privatization push resulting from the newest threat to social security solvency, then I strongly suggest that there be an “opt-out” provision included so that citizens are not forced to prop up the great Wall Street ponzi scheme. Baggers hate government, but voted for positions in government, so they don’t get what they want.     The “end” will begin when they change the contract that is Social Security. They will see civil disorder far worse than the 60′s – 70′s – 80′s combined.
    The government will learn the true meaning of the danger of the Third Rail….

    Lucky, I pretty much agree with you that a republican trying to do what Obama is doing would have had huge opposition. A republican in democrat clothes, however, can get away with this. And I think it is because most obama supporters feel the alternative would be worse. But really, who is worse, the enemy you know or the one who you believe is your friend?

Reversing those policies is the only way out , along with locking up a bunch of bankers to send them a message . If there was ever a need to remove him and any politician or bureaucrat that thinks they can get away with attacking SS, the time is now. Every accounting and projection of Social Security show that it is fully funded until mid 2030′s and with no changes it can meet 75% of it’s obligations until 2075 with no changes. This entire scam is to let Wall Street get it’s hands on the money in an attempt to save it’s self. The Derivative obligations of Wall Street were estimated between 750 trillion to 1000 trillion dollars (greater than the entire economic product of the planet for 15 years. Wall Street is bankrupt and it is apparent that Obama will sacrifice everything in an attempt to save them.

    You are forgetting that their are two aspects to budget balancing–namely, expenses (like SS) and revenues (like taxes.) Both were on the table in ’08 and ’10 (although one could argue that the Senate by not voting to let the Bush tax cuts expire BEFORE the ’10 election, the signal was set that only expenses were the target.)

    Could the Wikileaks Swiss bank account information on our and other countries elected leaders and other high profile business’ and people, change the equation of expenses only legislation cuts (austerity is what’s happening around the globe kids?) Herein lies where hope and change may actually come to pass in the world.

    Nonetheless, enough of the myth that money might be “diverted away from Social Security.” ALL of the money has been diverted away from Social Security. The day those taxes arrive — twelve to fifteen percent of the total incomes of Americans (up to the ~100k limit) goes right back out the door as government expenditures. All SS future recipients get is an IOU stuck in a bureaucrat’s desk drawer in West Virginia.

    Social Security recipients were recently told by the government that there was no inflation last year. What a laugh – close to eight percent, and that’s on the low side, say the economists, who notice bottles getting smaller (but not the price of the contents), gas and enrgy and food going higher (even at Wal Mart) — Social Security is a scam invented by pols who spent it all and died rich and happy. Not necessarily like the rest of us. And our kids will get zilch.

    Don’t fall for the false meme, folks. Social Security is a contract with the workers of America. It’s not welfare, it’s not being “on the dole”. It’s something that each of us have paid into from the time we had our first job. You and I have each given up a nice chunk of our paycheck since our mid teens as a contract with the US Government to provide for us when we can no longer be productive. Social Security is not insolvent and it is not actually available to cure the deficit unless we let them pilfer it. Consider this: The money taken from your Social Security return-on-investment may very well go to bail out yet another investment bank or fund another volley of purchases from the military-industrials. In other words, they are simply going to be taking money taken from the middle class over decades and give it to the top 2% in a matter of a couple of years. It’s your money; it came from your paycheck and was promised to be returned to you.

    My prediction: He’ll start by raising the age to 69 (& by “he” I mean the president won’t work against Congress doing so. In fact, in the interest of “bipartisan cooperation” he’ll suggest the idea). Sounds clean and simple, right? Just a tiny little change, really. A raising of a threshold that moves a line on a graph a little bit and moves a big chunk of spending from one set of recipients to another. Almost an abstraction, really.

    Now consider all those individual human citizens. You know, the ones that have worked jobs like construction, manufacturing, hotel/hospitality, janitorial, warehouses…anything that requires more physical labor than just sitting at a desk. We’re talking millions of people and they are the American Infrastructure. We could lose thousands of investment managers in a day and the country would just keep on going without pause. But if the people that move pallets, flip mattresses, vacuum floors, move hospital equipment, wash toilets unpack boxes and crates were removed you would see and feel the difference in a matter of a days, perhaps hours. Those people are the backbone of our counrty and they are the ones that most need Social Security when we’ve worn out their bodies and they are no longer able to provide what we need. They can’t just decide to “keep working” until 67, or 69 years old. Their bodies are worn out long before we are willing to return the money they’ve been lending us since they first started working.

Two-thirds of US debt is owned by banking institutions, individuals, pension funds, public entities, corporations, and investment entities–all predominantly here the US. The remainder one-third (33.3%) is predominantly foreign-owned debt (7.5% Chinese mentioned above, and 25.8% other foreign-national institutions, individuals, etc.)

    So, what if NONE of the US parties mentioned (pension funds, banking institutions, public entities, etc) WANT or CAN purchase more treasuries for whatever their reasons (unfunded liabilities of their own, risk of default assessed too high, less risky returns elsewhere, etc?) And, thusly the other parties (China and foreigns) assess the same problems with purchasing more treasuries?

    We either look at the expenses side of the equation (hit the poor and middle classes,) or we look to revenues (hit the rich) to make up for the shortfall. The poor and the middle classes are 98% of the population of this country. The rich are 2% of the population of this country, whose wealth has been exponentially rising since the 80s, and own over half of US total wealth. The 98% population has seen their wealth stagnate and/or decline, owning the other half of total US wealth.

    Another fun fact: if the rich in the world legally paid their taxes to their sovereignties, rather than using tax shelters, of which one-third of the world’s wealth is illegally sheltered from taxes in tax-sheltering nations, ALL of the national debts of the entire world would be paid and eliminated! (See The Dylan Ratigan Show 1/17–”Former Swiss Banker Gives Wikileaks Documents segment.) Debt problems solved, and in continuum, no hunger, clean water for everyone, no death by solvable illnesses, etc. Oh, and war is so over.

    Everyone needs to quit listening to the talking heads and understand WHY the government is so adamant about cutting Social Security. Don’t buy into their propaganda!

    The government has borrowed over two trillion dollars from the Social Security fund. Social Security is essentially empty and the government pays interest on what they borrowed every year. The real reason that they want to cut benefits is because now that all of it is in worthless government bonds the Gov. essentially has to use current revenue it receives to pay everyone and it is a direct drain on the US Treasury.

    What it boils down to is that the government is attempting to cut what they have to pay every year – and they are essentially attempting to destroy Social Security so they won’t have to pay back Two point Two Trillion Dollars it owes – plus interest. We’ve already been had and they are attempting to “spin” what the real situation actually is and hide their real intentions from “we the people” whom are being robbed again.

    Means testing is a bad idea, because the rich will just hire batteries of lawyers to “prove” they make “no” money at all — and the rest of us will be treated like WELFARE recipients, which we are not.

    Social Security is NOT a welfare program; it is more akin to an annuity program. We paid into it all our lives and must be allowed to collect on our “annuity” when we are old. The administrative costs to run Social Security are UNDER ONE PERCENT. If the Social security trustees had to run an IRS-like investigation to see who is rich and who is not, those administrative costs would skyrocket and eat up any savings that might accrue from not paying benefits to even the rich seniors.

    If Social Security were turned into a program for The Needy it would be very easy to de-fund it and/or kill it.

    As it is now, everyone pays in and everyone gets benefits.

    Leave Social Security as the old-age insurance program it was designed to be.

    It is NOT broke, nor is it going broke.

    Hands off Social Security.

    Those bonds are meant to be surrendered in order to allow Social Security to make future payments to retirees. What would happen to the government’s liability, if the program were cut, then cut again, and finally abolished?

    Lower payouts, then no payouts, and the bonds would not have to be surrendered to make (lower, then non-existent) SS payments.

    Could they be surrendered for any other reason? (I suspect they cannot.) If not, then the government would be required neither to honor them nor to default. The best of both worlds – except, of course, for would-be SS recipients.

    While Social Security is technically separate from the US budget proper, the fact that SS funds are held in the form of US treasury bonds makes it a part of US debt, doesn’t it? If it does, then wouldn’t ending the program relieve the government of its obligation to honor them, thus “magically” negating a huge part of the debt?

    Isn’t this what we were warned about years ago?

    Anybody out there well-read on this topic? Can you either confirm or correct this?

    I seriously doubt Obama will stand tough against the call by the republicans to slash SS. He folded on his campaign promise to end the bush tax cuts to the rich. He turned his back on the poorest in the country by raising their taxes so the richest 2% could continue with the tax breaks. Why would he feel compelled to honor his campaign promises regarding SS? I no longer trust Obama. He is carrying on the bush’s policies. I know he doesn’t represent the poorest people who will depend on SS. He represents the rich and apparently the republican party.

    I seem to remember this same sort of little change starting riots over in France when they raised their retirement age by just a little bit. If I was told, at the age of 20, that I could retire at 65, and expect social security, and, by the time I get to 50, I am now told I have to put in 4 more years to get full benefits?     When that committee could not get the required number of votes to enable the entire House to review their report and recommendations, Obama invited the two Social Security haters to the White House to tell him what they hoped to do to Social Security.

    It has been widely reported (not just here) that Obama plans to talk about “reforming” Social Security in his SOTU speech.

    There is NO need to “reform” Social Security. If any fix is needed, just raise the cap on the amount of income taxable for Social Security purposes. Social Security is SOLVENT, has generated a SURPLUS of more that $2 Trillion and was on track to generating a surplus of $4 Trillion dollars — until Obama handed Social Security over to the Republicans as his peace offering.

    He tried to tie together in one premise the Social Security we pay for individually (along with our employer, or for your employee, whatever the case may be), to a completely different issue, a National Health Care plan with a completely different approach.

    That approach should be, in it’s best form, a plan to have all the largest insurance corporations bid on a proposal to cover all Americans 100%. The industry standard for most efficient and frugal coverage is the largest pool of insured possible…so the entire country’s population is the ideal. No wonder dimwits oppose it….

    Dennis Kucinichs’ monetary legislation is simply brilliant-read it everyone.You REALLY want change-this is it.This legislation is (in my mind) the only thing that can save America and take away the power of the Federal Reserve and big banks-bring employment on infrastructure by creating a new currency in which only congress can dispense. It would end the bubble machine created by money manipulation-and fooling with the interest rates.All the “debt” we have is based on interest-which isn’t money today-but invisible money not yet created so is essentially “worth” nothing.
