House plans to defund Planned Parenthood, contraceptives, health counseling

The US House of Representatives is expected to pass an amendment to the Full Year Continuing Appropriations Act of 2011 by this weekend that would cut millions of dollars in funding to Planned Parenthood for contraceptives, reproductive health counseling and cancer screenings.

The amendment eliminates all $327 million in funding for Title X, a family planning program that began 40 years ago under President Richard Nixon. And while Planned Parenthood receives millions of dollars from the program, Title X funds cannot be used for abortion services.

The money is to be used for noncontroversial family planning services, mostly for low-income families.

“I am aware that Title X family planning funds are eliminated in this bill, but eliminating Title X funding has never been my goal,” Rep. Mike Pence (R-IN), who offered the amendment, said on the House floor Thursday.

“I support the important work of Title X clinics across the country that provide breast cancer screenings, HIV testing, counseling, and other valuable family planning services.”

“My focus has and will remain on denying taxpayer dollars to Planned Parenthood or any organization that provides or promotes abortion as a means of birth control,” he added.

The amendment is attached to a bill that is needed to fund the government for the rest of the current fiscal year and considered “must pass” legislation.

“Congress should use the continuing resolution to create jobs, not to further the extreme assault on women’s reproductive rights by eliminating the cost-effective family planning program,” Rep. Nita Lowey (D-NY) said.

The abortion rights group NARAL said the legislation would lead to more unwanted pregnancies by cutting funding for contraceptives.

“The new anti-choice House leadership now wants to take away birth control and cancer screenings from millions of American women and men,” Nancy Keenan, president of NARAL, said. “While these politicians attack abortion coverage from every angle, they now want to deny funding for birth control, even though that’s the best way to prevent unintended pregnancy. Americans will not stand for this blatant hypocrisy.”

During the debate on the House floor Thursday, a number of Republicans made reference to a video recently produced by Live Action, an anti-abortion group run by 22-year-old Lila Rose.

The video accused Planned Parenthood of aiding in the sex trafficking of minors, even though its undercover sting had already been uncovered by the family planning organization.

The video “proves beyond a shadow of a doubt that Planned Parenthood intentionally breaks state and federal laws and covers up the abuse of the young girls it claims to serve,” Live Action’s Rose said in a statement.

Republicans have introduced numerous bills in the House and Senate aimed at reducing women’s right to reproductive health services or eliminating access to abortions altogether.

Sen. Roger Wicker (R-MI) proposed legislation in January to recognize that life begins at the moment of conception and is entitled to legal protection from that point forward. The bill, known as “The Life at Conception Act,” seeks to terminate the protections for abortion created by the Supreme Court decision Roe v. Wade.

Rep. Chris Smith (R-NJ), chairman of the House Pro-Life Caucus, introduced another bill in the House of Representatives that would limit access to abortions by expanding federal restrictions on abortion funding.

The “No Taxpayer Funding for Abortion Act,” which was given the designation HR 3, would impose a prohibition on all federal spending for abortion care, deny federal subsidies to private health insurance plans that cover abortions, and impose tax penalties on those who pay for abortion care. It would greatly expand the restrictions on federal funding for abortion created by the Hyde Amendment, which was passed by Congress in 1976.

    Although I agree that abortion might be necessary in some instances, to have the government and by proxy, the tax payers, pay for the fornication and procreation of others makes no sense to me. Should we not educate the youth and provide proper protection so pregnancy does not happen?

    I am currently in the process of compiling a complete list of all the Republicans in Congress with their Washington D.C. phone numbers, I should have it completed by tomorrow morning. It is not as easy as it once was. There are lists of the members with party designations and no office phone numbers and lists of members with phone numbers and no party designations, but I can’t find a list of party designations and phone numbers. So I am going to make my own list of the 244 Republican Members of Congress and their phone numbers, which I will post for all here to use who want to call an complain about any and all things that the Republicans are doing.

    When the Democrats were in control there were lists that included names, party designations, office addresses and fax and office phone numbers, this is no longer the case. The Republicans prefer emails and faxes so they can just ignore the hassle of having to actually talk to irate constituents. Open government? More like make it as difficult as possible to discourage citizen input and participation.

    Pretending like telling kids to ignore their hormones is “effective birth control” is to ignore science and reality. Sex is plastered all over the TV and advertising because it is one of our base instincts, and in the modern world there’s no GOOD reason to avoid sex. We have the technology to prevent unwanted pregnancy, we just have to get it out there for people to use. Condoms, birth control pills, etc. etc. are the best way to avoid pregnancy while still doing what humans will do no matter what you want them to do. Sex is natural. Sex is fun. Sex is good. And I think what pisses off the religitards and profit-mongers the most, sex is FREE so even poor people can eek some enjoyment out of their lives without enriching the top 2%. I suspect it’s also a major reason prostitution is illegal.. can’t have the dirty masses using their own personal resources to live on, the profit-mongers need those bodies in their factories.

    Your personal morality should not enter into the equation when making public policy. Period. Ever. Logic and reason and scientific basis is all that should apply. And the fact is, Planned Parenthood helps poor people be more responsible with their sexual activities by helping them have access to technology that prevents unwanted pregnancy. That helps the entire society by helping prevent bringing many more lives into the world that need to compete for jobs and resources. .. and when prevention fails, as all things eventually do, or someone has a lapse of judgment, as disenfranchised and abused and down trodden people tend to have, abortion is a technologically possible solution. It prevents the distinct probability of ruining two lives by stopping one from ever becoming a conscious being. Is it sad? yes.. is it unfortunate? yes. Would it be better if we never had to put people in such a position to have to make such a difficult choice? yes.. But, we trade off lives all the time, we justify it for all kinds of reasons, and yet, for the poor, they are supposed to just suck it up and suffer (which also puts a burden on all of society, in most cases)? Because it offends your personal morality? … tell ya what, since that abortion has nothing to do with you, your life, and you’ll never have to directly deal with the outcome either way, how about you resolve to minding your own business and let other people do what they feel is right for THEIR lives.

    Yes we should educate youth. And we should use the technology available as well. We tell people how to drive and have all kinds of rules of the road to keep people safe in their cars.. but we still put airbags in virtually every car out there now.. why? because accidents happen and we leverage our technology in preventative ways, just to be safe. There are some base levels of technology everyone should have access to, things that don’t warrant the few getting rich off of.. and base reproductive determination clearly, to all sane people, fits the bill of things everyone should have access to regardless of their income level. I would add food, shelter, clothing, and medical care to that list, but that’s because I have decency and humanity and compassion.

    Poverty is bad enough without some rich, white, male, detached assholes foisting more abuse on those people. They right-wing gets pissy when you start talking about the class warfare they are engaged in, but it doesn’t get any more blatant than “defunding planned parenthood”. These fucks want to destroy EVERY protection for the “dirty peasants”. They are inhumane. Sub-human. Vile pieces of trash that are destroying the world and heaping misery on billions of lives. .. if these sick fucks wanted to find ways to save money, they could go after the corporations that defrauded the government of $265 billion. Instead they assault the poor again and again while giving themselves and their rich buddies more tax breaks so they can have even more piles of money that they can never spend. … disgusting.

Where else will can a woman get contraceptives and the reproductive care she needs without mealy-mouthed sermonettes?     Of course, this is a fight that has come down throughout history. But I’m referring to this fight’s current reincarnation. Beginning with Roosevelt and then Democrats throughout the 60′s and 70′s, protections for people were established: social security, Medicare, Roe vs.Wade, racial and civil rights, unions and salary and benefit protections for workers, civil rights for women and then protections for gays, etc..

    That’s what has been under attack the past 40 years by the Heritage Foundation and other right wing “think tanks”, along with fundraising organizations to finance the implementation of their policies over the past 40 years.

    1) there is no federal money spent on abortions, this defunding of planned parenthood is not about federal money spent on abortions, it is about some asshole not liking the totality of the group so out of spite he’s looking to destroy it.

    2) public policy is about what’s best for the group, we all pay into that knowing sometimes money will be spent on things we might not like, but benefit the society as a whole. General policy is what we elect officials for, not line item attempts at providing solutions to social problems. Want less killing of innocent women and children? vote for a politician that won’t illegally invade foreign countries.. hate war? make sure your politicians aren’t starting illegal fights.. but you can still hate war and not want to fund it, even while we’re being invaded.. Doesn’t change the fact that if we’re being invaded, our leaders have an obligation to defend us, even paying for a war you might not like but must be fought to save your life.

    You keep using faulty logic and false arguments to try and justify your moral aversion to abortions. The problem is, you can’t make a rational argument about it because the action is part of a life decision that doesn’t effect you at all, in reality.     The rest of the industrialized nations, all doing better than the general public in the U.S., all more rooted in logic and reason and science and less in the god delusion (as a matter of public policy), beg to differ with you.

    A termination of an unwanted pregnancy could be seen as the most compassionate alternative under a lot of circumstances. Consider this. Is it better to take a morning after pill and abort a clump of a few thousand cells, or to bring a person into existence that you can’t feed, clothe, educate, entertain, or otherwise provide for? Is preventing a miserable life from coming to be caring more about the sanctity of life than creating a miserable existence for another human being?

    And what, in nature or natural law, makes a human life more precious than any other animal life? The answer, of course, is nothing. We have a higher survivability rate/potential, but that doesn’t make us “worth more”. In fact, one could argue that with all the wanton death and destruction we heap on the planet, ours is a life the rest of existence would be better off without.

    Phrased another way, keep your religion out of my life. I don’t adhere to your superstitions and delusions of grandeur. My life is my business, not yours.

    No matter how you feel about abortion, this is not really what this is about. There are three primary issues at play here.

    1) A lot of people believe that abortion is murder. While there is room for debate on that topic, those who feel that way shouldn’t be forced to pay for it. All P.P. would have to do to continue getting the money is to stop promoting and performing abortions.

    2) We are broke as a country, and we have to cut the budget in a lot of ways that will piss off various interest groups who believe that THEIR cause is the most important.

    3) P.P. is an extremely left wing, anti-republican organization. Of course the republicans want them defunded. I mean, think about what the democrats would do if the NRA was receiving $300,000,000 a year in tax dollars!

    On the wayback machine, when I was in college and birth control pills were hard to get from obgyn’s and they didn’t give any women any valuable information. I went to Planned Parenthood for birth control and other health issues that were related. However, before I got the prescriptions at cost from PP, I got pregnant and abortion was legal in only a few states so we were advised to go to New York City where abortion was legal. It cost a fortune in those days for a safe abortion. I had a miscarriage so I didn’t have to go but the treatment I received from university health care was medieval and I lucked out with a doctor who wouldn’t give me any pain meds and/or do a D/C for me. That miscarriage lasted for a week and a half of excruciating pain. Shortly after that, the SCOTUS made the decision on Roe v. Wade. And, after that, Nixon signed an executive order to set up the EEOC. The SCOTUS made the decision on job discrimination against women. The only thing that surprises me is that this happened under Tricky Dick!!!

    According to this the only mistake I made was one of redundancy–since a bastard is an illegitimate child, calling some one a “bastard child” is redundant. To be grammatically correct the sentence should have ended after the word “bastard.”

    In addition, I would think that a libertarian such as yourself would be valiantly sticking up for my right to say anything I wanted no matter how hateful or vicious you personally thought it was. In this case, it wasn’t vicious at all, it was used to dramatically emphasize the huge gulf that constitutes right wing hypocrisy on the issue of birth control.

    So to explain – I am not willing to tell other people what to do with their bodies or any other of their property including their money. Why are you willing to tell me what to do with my money? And even to take it from me despite my protestations?

    Do you not trust that Planned Parenthood will be funded by generous charitable donations if it loses taxpayer funding? If support for abortion rights is so widespread why fear defunding by taxpayers? I give to Planned Parenthood precisely because I support inexpensive and readily available family planning in the kinds of neighborhoods that depend on these services. But I object to some of PP’s methods regarding abortion and I do not like being told I must give my tax money to support Planned Parenthood. And I especially have a problem with forcing people to pay for abortion who have conscientious objections to abortion.

    By the same token I am against forcing people who are conscientiously opposed to war to take part in war and to pay for it. If you really do respect the rights of individuals, why is it that in your view some individuals apparently have more rights than others.

    Then what you can do to prevent voter fraud is to use absentee ballots, but leave paper trails with them.

    When you receive your absentee ballot, fill it out, but don’t sign it yet. Instead make at copy of it and then take it to a Notary Public and sign both original and copy in front of witness(es) and have the N.P. and witness(es) sign the copy only.

    Take the original to where it’s supposed to go and hand it to the person in charge telling them what you just did and tell them that you will be hand delivering your notarized and witnessed copy to your candidate’s local headquarters.

    It’s legal and it works.

    I’m far from fooled. Kucinich represents the old values of the Democratic Party. There are several like him, and many who try to run for office. It is the pro-corporate DNC that blocks those candidates in races all over the country, just like they blocked Kucinich from being in the Primary debate in Ohio in 2008.

    Believe me, I see exactly where the two party lies starts and stops. But I also see that the public isn’t going to give up the simpleton view that “there’s just two parties” (there are actually quite a few, but the two mainstream parties lock all the rest out of elections). Since the public is too stupid to expand their minds, the only other option (short of revolution) is to get progressives back in the party through local efforts. However, I don’t have the capacity to fight for all local progressives in all races around the country, so there’s little I can do short of suggest everyone work on getting progressives pushed in their own locales.

    You said “Planned Parenthood is a useless institution.” I disagree. Many women use Planned Parenthood (PP) for paps smears and other services. The House just passed a piece of legislation to defund Planned Parenthood. I doubt this will cause the death of Planned Parenthood or slow them down much. Some have objected to PP ostensibly because they provide abortion services; this is patently untrue. The Hyde Amendment is a federal law which states that no federal funds can be used for abortions. So why is there a movement to defund PP? My conclusion is that it is pure politics.

    I agree with you that parents should talk to their children. My dad talked to me and answered my questions and I would hope that fathers and mothers would embrace this responsibility. I also had a biology teacher who discussed it and a health class that dealt with it. I know times have changed but I don’t understand why there is resistance to teaching it in public schools. If parents don’t want their children to get their information, let them opt out. But if they do, I don’t think they should have access to public funds to deal with any “situations” which arise. I would think that anyone against abortion would want to do everything they can to prevent unwanted pregnancies (including education in public schools). Unfortunately, this is not
    always the case.

    I would appreciate it if you would confine your comments to what I’ve written and not assume to believe you know what or how I think.

    First of all, federal dollars have not gone to paying for abortions for many years. No one has complained about that except for the rightie idiots who don’t want any woman to receive information about family planning. The crux of the issue is how and why do these righties & baggers feel that they have the right to prevent women from getting information about family planning, birth control and STD’s? What this will do is condemn the poorest women from getting the help that they need to control their own lives.

    The outsourcing of jobs is a total rip-off for American IT professionals. I worked at Target Corp in IT and my whole department’s jobs were sent to Target India. So I am still looking for a new contract job or preferably a permanent one. The last permanent position that I held ended in 2001 right at the time that major corporations were trying to get more H-1B’s and L1′s to work for less money than American citizens. That is practically unpatriotic.

    Uh, I never suggested there was no such thing as individual conscience. Therefore I’m not the one distorting; you’re distorting my view by implying I’ve said something that was never said. I said your individual conscience doesn’t factor into where tax dollars are spent, and I’ve even stated WHY that’s the case.. government is mandated not to discriminate, i.e. avoids the individual conscience (some people think it’s an affront to their morality to help minorities, for example) in favor of supporting the general public. In fact, one of the reasons our government is failing is because too many people are wishing to inject their individual conscience into specific policies (gays, women’s health issues, etc).

    See, it started really bad in the ’80s when the right-wing went in to the churches and drummed up the religitards and got them voting on wedge issues. General policy and direction of the nation has been ignored ever since (and that was the plan). See, there’s a REASON we’re falling behind the rest of the world in virtually every social metric there is.

    Actually, I’m a minority because I’m in the top 5 percentile of the intellectual scale. Friends and family keep telling me to apply for Mensa, but I keep explaining that I don’t need any certificates to show I’m smart, nor do I have nothing to prove.     1. these socialist programs started way before Obama. (taxes, police, firefighters, railroads, public schools, etc)

    If you haven’t already, check out John Dean’s “Conservatives without Conscience”. He talks about the character of right wingers and their strategies for taking over the country.

    It’s become the norm for the right to increasingly use “smear” campaigns to destroy their competition. I’ve noticed that for many years, the right has a tendency to “project” their behaviors, attitudes and actions onto the left/Obama/Democrats. For example, calling Obama a socialist, and a Nazi when its the right, as you said, who’ve brought socialism for the rich.. Whatever THEY’RE doing, they claim the other side is doing, to deflect attention away from their actions.

    The book isn’t a “how to”. It describes far right attitudes, beliefs, behaviors, and what their goals and strategies are. As a life-long liberal, I never understood how conservatives think, what they feel and believe or why or what their real goals were. This book was a real eye-opener. It exposes those on the right for exactly what they are. It’s enlightening and sobering.
