House votes to cut off funding for Planned Parenthood

WASHINGTON – By a vote of 240 to 185, the House of Representatives approved a measure Friday that would defund the health and abortion services group Planned Parenthood.

The measure was attached as an amendment to the appropriations bill funding the government for fiscal 2011. It passed on a largely party-line vote; only 7 Republicans and 10 Democrats voted against their leadership.

Authored by Rep. Mike Pence (R-IN), the amendment would eliminate all $327 million in funding for Title X, a family planning program that began 40 years ago under President Richard Nixon. And while Planned Parenthood receives millions of dollars from the program, Title X funds cannot be used for abortion services.

Instead, the money is to be used for noncontroversial family planning services such as contraceptives, reproductive health counseling and cancer screenings, mostly for low-income families.

Pence said he supports the use of Title X funds for those purposes, but insisted the government must not fund any organization that provides or promotes abortions.

The Democratic-controlled Senate is unlikely to approve the controversial measure.

Rep. Jerrold Nadler (D-NY) called the measure a bill of attainder, a “legislative enacted penalty aimed at some person or organization that’s identifiable,” and decreed it unconstitutional.

“I challenge anyone to say how this isn’t a bill of attainder,” Nadler said on the House floor. “This amendment is unconstitutional and will be struck down by the courts if it should pass.

Jodi Jacobson, editor-in-chief of the reproductive health news site RH Reality Check, reported that “Title X provides millions of women across the country with access to basic primary and preventive care.”

The pro-abortion-rights group NARAL said the legislation would lead to more unwanted pregnancies by cutting funding for contraceptives.

    More unwanted babies is good for the economy ! These unwanted children in turn create more crime, which means more police will be hired, these children will be arrested and processed in our prison industrial complex, which equals more prisons (good construction jobs plus food services etc), more prison guards, more PO’s, these are good paying jobs with great benefits! Once out of prision they will be uneducated and can work in our fast food industry until they are arrested again. This is a win win for our economy!

    I read a report somewhere (I’m not sure exactly where) that Planned Parenthood’s budget only amounts to 10% or less for abortion. The other 90%+ is devoted to Women’s reproductive health issues for poor and lower middle class families. If this is the case, the Rethuglicans not only hate women but they don’t have a lot of love for children either. I know for fact that they provide advise for contraceptive medications and devices so that a poor family or for that matter a single mother that already has all the children that she can support, has a place to turn so they are not burdened with any more. They are always shooting their mouth off about welfare being out of control. Why not help to keep people from needing it in the first place?

    Cars: key scratched, maybe sabotaged, bombs placed in cars?

    When I was first starting out after college I went to PP for all of my screenings and birth control. I was making entry level wages, living paycheck to paycheck and my company’s health insurance plan did not cover the pill. I could not have afforded it if it wasn’t for Planned Parenthood.

    What these troglodytes don’t understand is that Planned Parenthood is the only place poor/low income women and women without employer provided health insurance can get affordable birth control to prevent unwanted pregnancies. Maybe they do understand and their intention is to force poor women into pregnancies regardless of the circumstances.

    To call the GOP’s constant attack on women and their rights disgusting is an understatement. Trying to get a bill through that redefined rape to exclude any women who were passed out, drugged or mentally challenged. Trying to pass abortion bans that don’t have rape, incecst, health & life exceptions. One yahoo in Georgia wanted to change rape laws to rename victim’s as ‘accusers’.

    Sadly, I think they DO understand that PP is the only place low income women can count on. This is just another in a long line of assaults on women by the right-wing in America. They claim they want to end abortions but they want to defund an organization that provides low-income women with contraceptives — the very thing that reduces the number of abortions. And when all these low-income women start having more children they’ll then fight against any aid for those children. It defies logic unless, of course, they want to provide their corporate masters with an infinite supply of cheap labor. (And, of course, their new efforts to start busting every public-sector union now that they’ve pretty much decimated private-sector unions will insure this.) Does anybody have a better explanation?

    No one is saying a human life in the womb is superior to that of the woman. Where do you get that? Some people plan their pregnancies and value the embryo, the fetus, the baby, in every stage of its development.

    You are not better or more right than those people. You call it a fetus and throw in a garbage pail. Some people find that savage, and not evidence of the existence of superior life at all.

    If you support pregnancy services for women who cannot afford them, give generously to Planned Parenthood. I do.

    Biffler – To be honest I have not attended any “anti-war protests” by my own choosing. However, I have been to quite a few due to the nature of my previous employment. In my honest opinion, the message of these protests always gets distorted by the media (both CNN and FOX) and the fact that there are always a large number of fringe groups with different agendas. The message always gets mixed…plus they really never accomplish anything except to serve as a method of division. It’s sad how we are programmed to always react in the same manner yet expect a different result of our action.

    Also, I am not “ok” with “that death” and I would appreciate if you would not assume such. I have not made any assumptions about you! War is absolutedly terrible and should be avoided at all costs. I do not believe that defending our freedom means attacking countries thousands of miles away and occupying them for the benefit of corporations and government corruption.     As a Libertarian I was feeling pretty optimistic about the goals and aspirations of the Tea Party movement during its inception. But as things played out it became clear that they were no different from the republican party.

    Whats the motto of the republican party? God, guns, gays and abortion. Thats all they have. I thought the Tea Party would draw a line in the sand to differentiate itself from the regular republican bozos. Instead they adopted everything Sarah Palin and Michele Bachman were selling.

    To enact state policy that intentionally dispossesses women of their individual right to decide for themselves whether or not to carry a pregnancy to term does, in fact, elevate the fetus to a position of favored moral superiority relative to that of the individual women involved.

    I read articles and books that describe what London looked like before the State decided it was in everyone’s best interest to provide for unwanted children. Prior to the establishment of state run orphanages, you literally had to step over the bodies of dead and dying babies as you made your way through the city streets. Mothers, with no possible means with which to provide for their child, would abandon it in the street and leave it to the elements.

    I would 100% agree that the state should not provide for abortions so long as the state promises to provide for all the unwanted children. If not, then it wont be long until we return to back alley abortions and abandoned newborns.

    A woman cannot easily cough up the several thousand dollars a tubal ligation costs, plus a woman has to prove she’s already given birth twice (easy to ascertain by pelvic examination) AND be over age 35.

    A man is not forced out of his job and restrained from easily doing most normal activities for 9 miserable months followed by excruciatingly painful birth (which can in and of itself kill the woman) that is tantamount to torture that wouldn’t even be legal at Guantanamo, plus post-partum recovery that often severely impedes a woman’s ability to function normally and return to work in a timely manner.

    But because this sexist, misogynistic, patriarchal shit-filled society hates women so damn much and views us as children of a lesser god in need of extra punishment just for being female, men are somehow automatically entitled to have sex while women aren’t. I’m fed up with this crap.

    Because we’re seen by most white males as “less than”, getting to enjoy sex (without compulsory pregnancy and childbirth) is one more thing that women don’t “deserve.”

    The way women giving birth are routinely treated in hospitals across the US speaks volumes about the level of hatred men in general and society has for us.

    Women screaming from the flesh-ripping, genital-injuring and pelvic organ damaging agony that childbirth entails are routinely slapped, yelled at, and told to “shut up” and admonished that if they didn’t want to suffer they “should have kept their legs shut” — all this by medical “professionals” in the OB/GYN field in maternity wards across this country.

    Men get off easy. Way too easy. Since most of these anti-woman authoritarian misogynist jack-offs think women are nothing but meatpuppets created solely for male use, and as “lesser-thans” that don’t deserve to have sex (regardless if we even get to enjoy it, or whether the sex was consensual or not) without being forced to suffer excruciating pain and permanent damage to our bodies from childbirth, maybe it’s time that men lose ALL of their unearned privileges that accrued to them at women’s expense.

    No rights over our own bodies? No sex for you, either pal! Keep it in your pants! And NO more religious charity donations, volunteer religious charity work, etc. Let these priests and reverends hold their own damn bake sales and do the baking and the cleaning up, too.

    This question then was already a reasonably sounding hypothetical based on a Republican propaganda lie. And this is the kind of insidious Republican inspired deception that Jaime11 practices with nearly every post. In fact, Planned Parenthood offers many services for women and men.

    The 85 independent Planned Parenthood affiliates around the United States, together operate more than 820 health centers in all 50 states and the District of Columbia. Together, they are the largest family planning provider in the United States with over four million activists, supporters and donors. They serve over five million clients a year, 26% of which are teenagers under the age of 19.

    Services provided include contraceptives (birth control); emergency contraception; screening for breast, cervical, and testicular cancers; pregnancy testing and pregnancy options counseling; testing and treatment for sexually transmitted diseases; comprehensive sexuality education, menopause treatments; vasectomies, tubal ligations, and abortion.

    Planned Parenthood will be the only breast exam (including mammograms), cervical cancer screening, and ovarian cancer screening a million plus women get this year.

    Early cancer screenings save lives. Without the services offered by Planned Parenthood women will die in this country! Defunding them puts them in the position of having to spend valuable funding that could be going to medical services on fund-raising activities, which means that instead of getting the $347 million in a lump sum they will have to work every night of the year making phone calls, mailing out requests and spending time and money. which could be better spent on saving women’s lives, generating the funding to do their good work, and that means they will have to collect at least 25 to 50 percent more money than the $347 million figure to cover the extra cost of the fund raising–something libertarians leave out. Individual fund-raising is the least efficient way of generating this amount of money! But Jaime11 has argued that it is the most effective way based on a series of lies: government is inefficient, makes people pay for abortion against their will, and private charity can generate more money than the government which is going broke can collect!

    Did Jaime11 even once in all these discussions here talk about the good that Planned Parenthood does, or talk about the ways in which Planned Parenthood helps women or how many women they treat a year. No instead he/she offered abstract denunciation of government involvement in the funding and this ignorant question based on the lie that government funds abortions at Planned Parenthood and people of conscience shouldn’t have to pay taxes for those abortions. And spent the rest of the time personally attacking all those who tool exception to his/her position. And we are now supposed to believe that he/she is going to be funding or doing his or her best to make up the $347 million shortfall created by Pence’s amendment.

    I think the simple answer is that Republican men (most men are Republican and vice-versa) despise and fear women. I don’t think they look far into the future or the big picture when it comes to wanting a poor desperate population they can enslave and abuse. They are afraid that when women and minorities gain political power; they lose their position at the top of the food chain.

    A good friend of mine who is black believes they want to ban abortion because white women are the largest group among women who seek them; she thinks if it were only black women getting them the GOP wouldn’t care. I don’t know the stats or where to get them so I don’t know if that’s true, but given the innate racism of the party it would not surprise me.

    I also believe Republicans hate the poor for the same reason because they believe only minorities, especially black people, are poor and poor people generally vote Democrat.

    Nickelthrower – I am familiar with the material from which you draw your discussion point and you are absolutely correct that London was a mess (still is in many ways). And I appreciate your willingness to see the point I was trying to convey. But I believe the real problem here is not whether the State should take care of “unwanted” babies or whether the private sector should.

    The truth of the matter is (and I’m sure many people here aren’t going to be happy about what I’m going to say now) that it takes two to tango and most of the “unwanted” babies in the US today are the result of premarital sex or sex out of wedlock. The real issue is morality. Now before everyone tries to cut me down for this opinion I will concede that a small percentage of “unwanted” pregnancies result from rape or incest – neither of which am I approving of by the way.

    I know this isnt’ the popular opinion these days but immorality leads to unintended consequences. It’s as simple as that. I hope people on this board can graciously accept that statement without trying to group me together with an organization that they may dislike.

    I have very serious problems with arguments based upon morality. Americans have a very false sense of morality and somehow believe that there was a “golden” era that is somehow lost. I once choose to do a research paper on out of wedlock conceptions in the 1840′s in the United States and what the historical Marriage and Birth records clearly show is that 25% of all pregnancies occurred out of wedlock.

    It appears that young people (big surprise) were rather promiscuous and had sex with many partners until a pregnancy occurred. At that point, the male, whether the correct one or not, was forced to marry the young girl. The only difference today is that you can not force a man to marry someone that he does not want to marry. Shotgun Wedding!

    Now, the same people that want to defund Planned Parenthood are the same ones that fight sex education in school. An argument, too, based on morality.

    It you take morality out of the picture then it is very simple – young people WILL have sex and the millions of unwanted babies produced as a result are a terrible burden on society whether it ends in abortion, foster care or prison.

    And this is where you fall on your face every time. There are two related issues, but one is always talked about over the other, and for no other reason than people wanting to stick their noses in other people’s business (which you say you oppose).

    First, and base point that needs to be settled before the second can be discussed.. Do you think poor people should have access to medical care? In a society that requires some people have virtually no means, no wealth, do you believe we have a moral obligation as a nation to ensure the poor have access to medical care (food, shelter, and clothing are also included in this premise)? — don’t go off on what kinds of care, don’t go off on side debates of what kind and how much food.. just answer the core principle.

    I’m presuming you have a soul and don’t want to see human beings suffer. Therefore you would seemingly agree that we need to all chip in and help the poor (that’s taxes, by the way.. the most efficient and equitable way to ensure all poor are helped absent discrimination).

    Planned Parenthood is a very effective, efficient, successful system for getting medical care to the poor. You agree with that since you donate to them. Clearly that means we, as a society, should be funding such groups to ensure they are able to carry out their duties of helping the poor.

    Now, square that with your assertion here that “there should be no state policy that sticks its nose into my business” when it comes to “what procedures” planned parenthood engages in?!.. Like I’ve said before.. you put the money in the pot and it goes to systems that we need in order to keep society healthy, safe, fair, and humane. You don’t stick your nose in the business of the individual who needs care, you don’t want anyone sticking their nose in your business… so you’re agreeing that once the money goes out the door to do the work of the people of “caring for the poor”, no one should be sticking their noses in the uterus of the poor getting helped!

    You just refuse to accept that your core belief is in conflict with another of your personal beliefs. The problem is, you can’t have it both ways.. you can’t help the poor and keep your nose out of their business (like you want done for you) and still stick your nose in their business. Some times, for the greater good, we must accept that things will happen that we don’t like. That’s how life works. We want to help the poor, so help them and accept that some things will be done in the course of that that YOU wouldn’t do, but are legal AND none of your business personally. …. Or decide the trade off isn’t worth it to you, and state/admit that you’d rather let poor people die from lack of other care.

Wayne Madsen and others have also reported on the numerous mysterious conveniently timed “suicides” of military and contract whistle blowers — from Vietnam to Iraq.     The issue is NOT morality, despite what vagina nazis claim. The issue is legally sanctioned gender-specific torture, abuse, cruelty and sexual sadism cloaked deceptively in the habiliments of “family values” and “the sanctity of life.”

    If they were really concerned about “morality” and “the sanctity of life”, these same players would NOT have pushed for (and passed) Welfare Reform which left desperately poor single mothers and their children exploitable, homeless, and utterly destitute because Welfare Reform came with NO rights to equal pay and a living wage job with health benefits and a pension to guarantee that all those POOR women and children would have some economic (and thus basic physical) security.

    Welfare Reform left poor women and children without ANY economic support in the name of “personal responsibility” while imposing NO responsibilities on the men who caused the problem, and while imposing NO responsibility on employers to offer middle class jobs to destitute and socially disadvantaged women who, unlike their middle class counterparts, did not have a “good ole boys” white male network ensuring that they would get chances for the good jobs with dignity — something that white males have ALWAYS gotten at the expense of women and other minorities; whether they “earned” it, deserved it, or not.

    If they were really concerned about “morality”, rape victims would not be made into the criminal and blamed for the vile acts committed by the perpetrators: MEN who think that just because they’re male, they have a right to access ANY woman’s body against her will anytime they want and the onus is on the women to not get raped.

    If they were really “pro-life” and all about “morality”, they would have pushed for protective measures such as the guaranteed right for poor women to get reliable contraceptives, including voluntary tubal ligation (regardless of age), so that women could protect themselves from dangerous, risky, or otherwise unwanted pregnancy and excruciatingly painful childbirths to begin with — which would have eliminated 90% of ALL abortions — and supporting the right of women to live, pregnant women who get an unexpected complication that will kill them unless they get an abortion should not be slapped with a death sentence due to “Conscience Clause” laws and fetal personhood laws.

    A real culture of life and morality values women as equal human beings, equal citizens, and safeguards OUR right to life as the givers of life (not that men EVER appreciated or cared a damn about that!).

    Our college campus was embroiled in a debate as to whether “Freshmen” should be replaced with “Freshmore” since “Freshmen” was a sexist term that somehow belittled women. I thought that the debate was rather silly and a waste of time as I thought opposing NAFTA and curtailing our endless wars of aggression would make for a better world. You remind me of those women as you miss the big picture.

    Women make up slightly more than 50% of the population and hold an even larger percentage of University Degrees. That said, if women wish to fund and maintain an abortion clinic on every street corner, I have no objection. But, forcing people that are morally opposed to the idea to pay for such an undertaking is anathema to everything I support as I am furious that my tax dollars are used to bail out Wall Street and feed the Military Industrial Complex.

    Incidentally, my wife made a donation to our local Planned Parenthood yesterday in response to the House Measure. What did you and your big mouth do?

    Your argument for cutting public funding for things people are morally opposed to would hold some water IF it were not programs that overwhelmingly help POOR WOMEN that are singled out and targeted while all the programs that benefit white middle class males remain untouched, even though those programs eat up far more tax dollars than Title X ever had. So you’re being disingenuous at best.

    This is basically a convoluted lie. In the first place the number of registered female voters today may be more than the number of registered male voters, but that wasn’t the case in 1920. And it wasn’t the case in midterms until 1986 and in presidential elections until 1988.

    Your conception misses a greater and more important problem and that is that not all women feel the same way–it was a Republican woman, Phyllis Schlafly, who takes credit for and is widely credited with the defeat of the Equal Rights Amendment to the Constitution by claiming that there was no need for it because as you are claiming here women already had all the power they needed and the Amendment was unnecessary. Ironic, given the fact that just recently Supreme Court Justice, Antonin Scalia, another conservative Republican, noted that he doesn’t think that the Consitution gives women any rights at all.

    Identity politics is a dangerous tactic use in arguments that are supposed to apply to women, because as Schlafly’s work shows, there is no feminist position that is supported by all women. Claiming that women are responsible for the state of life in America and have been since 1920 because there are more registered women voters than men voters today is not only disingenuous but ignorant. It ignores the complicated history of gender, race and class in America and the long-standing and predominate patriarchal forces in American culture, as demonstrated by Scalia’s reading of the Constitution!

    Those who have benefited unjustly from a legacy of unearned privileges got their money unjustly, immorally and unfairly by keeping women and other minorities oppressed and deprived of any rights for centuries. Because of that legacy of unearned privilege, “their” money is really the result of an assload of transfer payments from the enslaved and oppressed to the oppressors — the dominant group.

    Proponents of capitalism say that capitalism works. But what they leave out is whom it works for and whom it does not. They paint a rosy picture of capitalism that glosses over the fact that it devalues and oppresses women. Capitalism is, essentially, a gender war. The only women who seem to get ahead under capitalism are those who act like (or suck up to) ruthless alpha-males.

    Women’s work is not considered “work” and that is an ideological attack on women that falls somewhere between insanity and stupidity. The entire welfare reform debate was based on the idea that raising children, taking care of a home, or serving as an unpaid caretaker for adult family member isn’t work — yet, speculating on the stock market is.

    The woman who is taking care of a child isn’t doing anything while the day trader flipping stocks in his Ameritrade® account is “working” (and therefore entitled to get rich) but the poor single mother is “undeserving” of economic support from a society that is benefiting by her role as a caretaker and which will further benefit by her child’s future labor.

    Domestic work altogether isn’t considered “work” because women have traditionally done it. Devaluing women severely distorts the whole picture of the capitalist economy. It amounts to transfer payments from women to men, and to society.

    You don’t get social security, health benefits, a pension plan, a paid vacation or paid time off or even a paycheck for being a caretaker and a housewife. You also don’t get to punch out at the end of an 8 hour shift and go home and relax and do what you like. Raising children is a full-time round the clock job, leaving you no time for yourself and if you’re married, no sex life either. The main reason why capitalism looks so successful is because it has always had a lot of slave labor — from half of the population, the female half. What women have been doing has never been counted.

    Just like that lady, you are making very broad reaching statements with regards to imagined “patriarchal forces” in American culture. First, I come from 1st generation Italian immigrant like millions and millions of Americans before me. Italian women are not subservient little creatures that are gang raped every time they leave the house. As a matter of fact, if these women ever formed an army they could take over any place on Earth. It is very much a matriarchal culture. Ask any Italian boy who the most important person on earth is and he’ll answer “my mother”.

    Second, I realize that the demographic with regards to registered voters have changed over the years but, given that women of voting age are always in the majority, I can make the argument that the government we have is a product of that majority.

    The argument I continue to make is that as long as abortions are publicly funded then the anti-abortion crowd has a legal right to demand that their tax money not be used for it. If that practice is to survive then it must be removed from political debate.

    What part of any of this don’t you guys understand?

    The laws in this country favor men by a wide margin. In fact Supreme Court Justice Antonin Scalia, an Italian I think, recently said that the Constitution didn’t protect women at all. Evidently, he doesn’t know that they have been controlling an running the country since 1920, but I bet a whole lot of women would be very grateful if you could call him and tell him that and get him to change his position on women and their rights as citizens under the law!

    Denying women access to reliable contraception and abortion is legalized rape, assault, and murder….it’s as simple as that. Your passionate hatred for women comes across in your bullshit “moral” claims against abortion and access to reliable contraception — which you know right well endangers women’s lives.

    “Conscience Clause” and “fetal personhood” laws are causing women across this country to be denied their birth control prescriptions by pharmacists because of the pharmacists’ “moral” beliefs, and women rape victims are being denied emergency contraception in the ER as part of the standard rape kit.

    Compulsory pregnancy and childbirth puts women in harms way. Why are there NO laws against forced reproduction? We have laws against compulsory sex, i.e. rape. Rape harms women.     Forced childbirth against women’s will at peril to women’s wellbeing, liberty, health or lives — is ASSAULT. And imposing the conditions for fetal personhood effecting forced childbirth on a woman that results in the woman’s death is MURDER.

    And since we all have the right to self-defense because self-preservation is the first law of nature, I, as a pre-menopausal woman, have EVERY right to defend myself against harm, including that of a nonconsensual pregnancy.

    Consent to sex does not equal consent to pregnancy and childbirth.

    Consent to pregnancy does not equal consent to death from unexpected health complications (pregnancy induced/aggravated cancers) made worse or untreatable due to the pregnancy, which has already killed women in Brazil and Argentina where abortion is illegal even to save the life of the mother.

    Even a “normal” childbirth does a really bad number on women’s bodies and health, and imposes some very debilitating and limiting physical conditions, often with very negative permanent results. Childbirth is one of the most, if not THE most, excruciatingly painful experience anyone can go through. Sometimes it even causes death from cardiac arrest or “stroking out” while giving birth.

    Do we debate whether or not it’s OK to beat someone until they have an equivalent amount of physical damage, which would send them to the hospital? No, we don’t. Do we debate the “morality” of resurrecting Jim Crow and slavery? No. So then why should it even be up for debate when it comes to the imposition of something even more traumatic with permanent damaging effects on women?

    The risk of death associated with childbirth, even with access to good medical care, is about 11 times as high as that associated with safe, legal abortion. Women, even in the USA, are TEN TIMES as likely to die due to pregnancy related causes as someone in the military is to die in combat.

    You cannot force someone else to risk their life or their health for you. Denying women access to reliable contraception or abortion is a Rapists’ Rights movement. It’s as simple as that.

That works out to about 5% of the population of the United States. which means that Italian women can’t make up more than 3% of the population tops, no matter how strong they are.     She comes from one of your Italian American communities in California and even though I said she was a strong woman, you still accused me of being from the South. I think you are confused by more than the article.
