Exclusive: Troopers would ‘absolutely’ use force on Wisc. protesters if ordered, police union president tells Raw

Amid the largest protests Madison, Wisconsin has seen in decades, newly elected Republican Gov. Scott Walker last week issued a stark message to public labor unions occupying the capitol building: we have options, and using the National Guard against protesters is among them.

Since then, a myrad of rumors have circulated through crowds gathered at the state capitol, united in protest of a bill that would strip public unions of their collective bargaining rights. One rumor, which had not yet come to pass, even suggested that like Egypt’s former dictator did in Tahrir Square, Gov. Walker may call in police to forcibly clear out the capitol.

And according to a Wisconsin police union president, whether the police agree or disagree with their governor’s politics, they would “absolutely” carry out any order given to them … even if that order included using force against their fellow Americans gathered in peaceful protest.

That’s the message from Wisconsin Law Enforcement Association (WLEA) executive board president Tracy Fuller, who’s organization recently issued a statement condemning the governor’s attempt to strip public unions of their collective bargaining rights. Fuller is also a Wisconsin State Patrol inspector.

“This bill has some provisions that make no sense, unless the basic intent is to bust unions,” he recently wrote, in a post found on the WLEA website. “One provision makes it illegal for public employers to collect dues for labor organizations. The employer can take deductions for the United Way, or other organizations, but they are prohibited from collecting union dues.

“How does that repair the budget?”

Fuller explained to Raw Story that he was speaking only for himself when he wrote of his regrets over the troopers’ endorsement. This detail was initially misreported by David Schuster, who claimed it was the Troopers Association itself that had come into a spot of buyer’s remorse over Walker.

That was not the case, Fuller said.

Dividing lines

While the WLEA does not make political endorsements, he continued, the Wisconsin Troopers Association does. In the last election cycle, they endorsed Walker for governor.

Within the governor’s “budget repair” proposal, Fuller explained, is a provision to literally split the WLEA into groups, dividing in a very direct manner the size of their union.

“I am trying to fight to maintain the continuity of our union because of the governor’s proposal,” he told Raw Story. “In our union, we don’t just represent the state troopers and patrols. We also represent the capitol police, the University of Wisconsin Police Department, all the communications officers and the Department of Transportation field agents.”

Walker’s proposal would effectively remove “half of our membership,” he said, by taking communications, campus, DMV and capitol officers out of the union.

“That’s pretty close to half of our membership,” Fuller said. “I think that any reasonable person could understand how that could be a problem for a union.”

He added that while the WLEA is a much younger group than the troopers’ association, many members belong to both, and both have seen significant political divisions over the association’s endorsement of Walker.

If push comes to shove

Nevertheless, he said, they would all still don riot gear and “do their job,” even if Walker’s order were to suppress the protests.

“I have worked with the University of Wisconsin police officers that are there, along with the capitol police officers, and certainly I’ve worked with the state patrol officers because I’m a state patrol inspector. I’m not able to even fathom that any of those police officers would not carry out whatever orders were given to do their job.

“I guess that’s the one ironic thing about this,” he continued. “Last night my wife asked me to make a sign for her to take down there to protest. On that day, I thought to myself I could be making a protest sign for my wife to take down there … Then I could be down there confronting my wife with the protest sign that I made. God, you see … That’s … That’s my job.

He said that the conversation of resisting an order to attack the protesters “hasn’t even come up” between he and fellow officers.

However, Fuller insisted, “I can’t even imagine that the governor or anybody else would think that’s a viable option. The protesters are not being violent. It’s their right to come and protest; it’s public property. The politicians are being allowed to come and go… I don’t know why there would be the need for clearing anything.

“It would not look like the United States, if we did that. No one said anything to me about anything like that.”

He also admitted it was “possible,” given America’s history, that some agent provocateurs could infiltrate the protesters to stir up trouble.

But, Fuller cautioned, “any action like that would not be something I recognize as the United States of America. That would be something that dictatorships in foreign countries do.”

    Regardless the protesters need to increase their demands, not decrease them. They should demand the resignation of Walker as a prerequisite to any discussions.

Since protesting is a legal activity and is part of the FREE SPEECH process that is guaranteed to us in both the federal constitution and the state’s. Really??? They would follow an ILLEGAL order???     The Hypocrisy is absolutely stunning! President Obama is urging the Middle-East to use restraint while protests simmer and gain strength – yet the State of Wisconsin is mulling whether to “clear the capitol of protesters” who are also peacefully demonstrating and exercising their right to free speech and the right to peacefully demonstrate against legislation they believe to be unfair.

    The State Police are sell-outs and even through they know said actions: (“‘That) would not be something I recognize as the United States of America,’ state patrol inspector adds” they will of course obey their directives if any such order is issued by Governor Walker.” That admission by State Patrol inspector Fuller should demonstrate that any such plan to use the State Police or the National Guard would be undertaken knowing full well that their actions “would not look like the United States” and his admission that it “was “possible,” given America’s history, that some agent provocateurs could infiltrate the protesters to stir up trouble.”

    State Patrol inspector Fuller has recognized and rendered an opinion that should Governor Walker decide to use State Troopers and/or The National Guard to clear the Capitol, the State of Wisconsin could very well be liable for any and all injuries that could (and most likely would) arise from attempting to stop Americans from exercising their rights to free speech and peaceful political dissent.

    I agree, if anything like that should happen, there would be a national call of solidarity. Dems may not have showed up to vote but they will join and take part in a national “stay home” movement. It would grind this country to a halt.

    Unless the following of an illegal order definition has changed a great deal, Mr Fuller will wind up eventually on the wrong side of the bars himself. Those troopers or any law enforcement body that does attack stands the great risk of an assault charge at the least being filled against them personally. And God help them if someone dies! Read history troopers, many law enforcement officers in occupied Europe saw a rope at the end of WWII for following illegal orders.

    Ah. The baton charge. You think the troopers won’t do it? Ask the Brits who had the crap beaten out of them while chanting “this is not a riot” at climate camp last year. One minute the cops were engaged in friendly dialogue with the demonstrators, next minute “Sorry about this folks, it’s my job”. Bash! Bash! Bash!

    What happens in Wisconsin will set the standard for all of the other protests that will be coming over the next few months. If the authorities back down now it will be that much more difficult for them to crush the resistance later on. I expect they will start by declaring certain areas out of bounds and then kettling the protest – dividing people into smaller groups with no access to food, water, or toilets. If the people don’t leave at that point, the brutality will begin in earnest.

    The protestors have been smart and peaceful. The GOP is hoping above hope for something to get out of hand to give them news footage and reason to use force. I hope they are thinking MLK and non-violence. Think what a victory this can be if they band together, grow their numbers in solidarity and don’t give up. It is the people of this country against the big monied interests that want to destroy the middle class.

    The protesters are within their collective rights, to peacefully protest those actions which they deem inappropriate by their elected officials.
    The ONLY way the “Troopers” can be justified in any action is to uphold the constitution they swore to and protect the people’s right to demand redress.
    But the law enforcement of this new USA is sworn to protect the state and not the people.
    So get ready for dictator style beatdowns of a few teachers and sanitation workers because they dare oppose
    the state.

    The United States of Egypt.
    Many of us had not realized how much we are just like the Egyptians, and now apparently, the Algerians as well.
    The governor of Wisconsin has declared war on the people. He gave away money to small businesses, but failed to take into account that if he is driving down wages, that will cost Wisconsin businesses a great deal of trade, because purchasing power will be reduced by whatever is cut from the people. It is useless to try to sell to people who have no money, so giving them money in the long run is no favor.
    I wonder if this is what the tea baggers expected him to do?

    Really dude? This ain’t Tianamen here. You DO have a choice. You can choose the bettor part of valor and refuse to use force, and ask the Governor to get his own gut check. The monetary issue has been removed here. These union people have already stated that they are more than willing to cut their pay and contribute to their retirement and health coverage. All that is left is the right to bargain as a group their workplace environment. Guv has refused all of that, thus making him look like a hamfisted thug. We will see……

    America has killed demonstrators before. In fact the country was founded partly as a result of the Boston Massacre in which British regulars fired on public demonstrators. This was one of the sparks that led to the American revolution. John Adams gained public notoriety defending the British perpetrators in court.

    Then we had the Whiskey Rebellion, a history of union busting in the 20th century and finally Kent State.

    IF, just IF…Walker calls in police and orders them to ‘use force’ to clear peaceful protesters….then what? Our Commander in Chief orders the National Guard or Marines or some such to “protect the protesters”? This speculation is not as crazy as it sounds at first glance. I suspect, regardless of action, that there will possibly be ‘recalls’ and definitely some big changes come election day! My hope is that the protesters remain smart and safe, and imported thugs and crazies stay away and/or are ousted by the protesters!

    Whether his rank and file would do it is a different matter. Even though the bill supposedly shields their unions from being busted as Walker is attempting with the other govt workers, the police officers themselves know it’s BS and I doubt they are behind it at all.

    The only way this demonstration could get out of control and become violent is if the GOP assholes in charge give the order to make it violent. The demonstrators to this point have made no outward signs that they will resort to violence. The reason is simple: They’re not violent people, they’re mostly educators who are peaceful people who use logic instead of muscle to get their messages across. But like anyone, if you use force on them, they can use force to defend themselves, as they should.

    The thing is, once the crowd has been dispersed the capitol building will be locked down and only those with official business will be allowed inside. There’s nothing, except the weather, to keep the crowd from forming up outside the building again.

    The emergency services personnel were left out of the shit for brains governor’s move to trash unions is because he needs them to do his physical fighting. That’s what Republican cunts like him do, use one group against the other. It’s how dictators keep control of the masses – - make promises and give the uniformed fighters something more than the rest of the people, something they don’t want to lose.

    Thank you. People of Wisconsin: Keep a sharp eye on those around you. Be prepared for violence instigated by provocateurs (paid police agents in plainclothes have often infiltrated peaceful assemblies to start something that will lead to violence). And take your cellphones and cameras with you. Any attempt at provoking violence, any unprovoked attacks, record it all. Then sue your state and governor for every penny they’re worth. And, most important – recall those Republicans who are supporting Walker and turn your legislature over to some Democrats who WILL protect your rights! (And if they won’t, get rid of THEM, too, and put in some new non-tools!

    If soldiers can tell their CIC to go to Hell and not deploy to Afghanistan because they think he’s not a legit President thereby his orders are not CONSTITUTIONALLY legit, then by God the Police or Troopers can refuse to disobey a Governor’s orders because of CONSTITUTIONAL RIGHTS afforded the protesters.

    Let the police/troopers take their chances with the law and continue to stand with the protesters as they have all along. Part of his oath with law enforcement is to uphold the constitution, and last time I checked the right to peaceful protest is a constitutionally protected activity. So his “job” is to uphold that right and allow peaceful protests to continue, not follow orders blindly.

    How many of you wretched when Hillary Clinton went off on her tangent about dissent when she was campaigning, but once she was put into the position of Sec.State turned right around and said dissent was bad? How many of you have noticed that this is a popular tactic used by the people who figure themselves to be our betters?

    How many of you noticed when Bush and Cheney pushed an illegal war on us, when a million Iraqi lives could have been saved by simply leaving the middle east to its own ends, and then we found out that none of those weapons (save for the ones we sold them in the 80′s) were even there?

    How many of you have noticed that it doesn’t matter what party is in power; that our civil liberties are further and further assaulted year after year after year? That it is expected for us all to be totally reliant on government for everything? That we NEED government to be there for us because we’re all too stupid to figure it out on our own?

    How many of you have noticed the destruction of the black family through welfare programs, and planned parenthood?

    How many of you have noticed that all inner city schools fail miserably, and all that happens is that the NEA says “we need more money!” and nothing ever changes despite how many times we give them the money they “need”.

    How many of you have noticed that we can’t buy a piece of gum for a nickel anymore?

    How many of you have noticed that the job market is at near Great Depression levels?

    How many of you have noticed that we’re bankrupt. That Social Security is Trillions behind in what it should have in savings.

    How many of you have noticed that a good chunk of the world is about ready to drop the American Hegemony of the PetroDollar, thus destroying our economy and plunging us into absolute turmoil?

    After reading all of that, how do you feel now about this issue? Teachers are there to teach. They love to teach, otherwise they wouldn’t be there. If the NEA and the Teacher’s Unions suddenly VANISHED, do you think all of those teachers would just go somewhere else and get a job as a secretary or as a gas station clerk? No. They would continue to teach.

    The people who are at risk of losing their income are people who have NOTHING TO DO WITH TEACHING. Union Reps. Union Administrators. Union Bosses. People who either have never seen a classroom beyond their highschool days or have not seen such in years–most of which have never taught.

    How many teachers make as much as their Union Bosses? ….. None.

    Kick out the Union. Let the teachers teach. Let them start their own non-government funded schools. Let students/children have their curiosity back. If it saves Wisconsin from Bankruptcy, then so be it. Nothing wrong with that.

    Just stop pointing fingers at the party. That is what the people in power want. For you to point fingers at a group identity that means absolute jack sh1t. We are all Americans. Libertarianism presupposes autonomy, and autonomy absolute freedom. Where there is absolute freedom, there is no “Wisconsin.” Wisconsin is a political entity, and a political entity is a sovereign entity. Where there is absolute authority, there are no teachers starting, “their own non-government funded schools.” “Non-government funded schools” are an anarchic entity, and an anarchic entity is an autonomous entity.

    If any sense is to be made of your comments, it would seem you desire education to be excluded from state responsibility, and either privatized or charitable.

    What it means when workers rights is taken away is that the owners of production or in this case the state will have that power for free, which is why there is a push to end workers rights.

    If the worker has power to negotiate that power costs the owners of production, because the compromise is always more than what the owners of production is will to pay. If on the other hand the worker has no power at all then the owner of production can profit off you and you get nothing out of your labor, which is what the owners of production always want.

    Getting back to Bullshit Fuller, in this case it is the state that wants to hold and economic tyranny over the workers. This economic tyranny is dictatorship.

    Walker is playing favoritism plain and simple. That favoristim is towards the police, fire and state troopers. He knows how to play his cards and knows enough to leave the stronger unions alone. He is using the stronger unions to crush the weaker ones. If Fuller goes along with this then he is a piece of dirt like Walker, and so are the fire, police and state troopers.

    I believe that if the Governor ordered the police and National Guard in to clear out the peaceful demonstrators, there will be a nationwide demonstration. Yes, the guard and police should enforce the laws. But, they also have to use common sense and not blindly follow the dictates of the Elite who only think of themselves as Gods. There is a group called, “The Oathkeepers” who are made up of soldiers and police officers who have taken the oath to not use force against our own people if they are not engaged in illegal activities. They will not obey the orders of government if it jeopardizes the health and safety of the American people. People, you have got to make up your minds and figure out whether you want your freedoms or let things stay the way they are, and get worst.

    WTH is Fuller saying? The police do not have any obligation, or right, to obey an unlawful order. The people of the United States have the freedom of peaceful assembly. If the governor orders the police to force an end to protected speech/expression, then he is guilty of a crime — as is any police officer who follows such unlawful orders.

    Have these people in the police force not studied history at all? In Nuremberg we gave the death penalty to the Nazis who said they were “just following orders”. And the US government in the last few weeks has been warning despotic regimes in North Africa to not forcefully stop peaceful protests. And morons in the police in Wisconsin assume their job is to do whatever they’re told? This is America! Even the Egyptian military was better than that! I thought Wisconsin had a better education system than that. I am just bewildered that anyone on the police force would say such an ignorant thing — and Fuller is their spokesperson!

    Whatever happens with the rest of the struggle, the leadership of the police needs changing here.

    This is what he’s going to do. He’s not accepting the Union’s concessions – the concessions he requested – he wants their rights stripped so he won’t have to deal with them any more. He’s going to use the Republicans left in the House to vote on other more horrible cuts to meet his budget. It is perfectly reasonable for the troopers to disobey an ‘illegal order,’ which is what arresting peacable protesters would be. The troopers and police have to decide whose side they are on–the people and the Bill of Rights–or the corporatist traitors in our midst.     Police are employed to uphold the law, that doesn’t mean obeying orders that are outside the law. Back people into a corner and there will be conflict, such is human nature. Likewise, politicians take an oath to uphold the US Constitution, but you’d never know it in today’s environment. Note that the Patriot Act is totally unnecessary based on the laws already on the books. The establishment circumvents those laws following 9/11, why should we feel any safer giving these people more power?

    The only problem is if the National Guard is called out on strictly state duty they are only under the orders of the Governor. I spent 13 years in the National Guard. To have any authority to override the Governor’s orders the Guard would have to be put on federal active duty. Members of the National Guard will not be happy if they are put on any sort of extended state duty because in most, if not all, states they are only paid a flat pay of a few dollars a day. When I retired in 2000 still it was only $20 a day in Pennsylvania. However, if they refuse to show up for state or federal active duty they can be arrested by the state police.

    They do take an oath to uphold the Constitution. The problem is while you can get a local judge to rule something unconstitutional the state Supreme Court has the final say. Who controls the Supreme Court in Wisconsin? If the majority of the Justices were nominated by right wing governors how far would Governor Walker have to go to get them to rule anything he does unconstitutional?

    Unless the Governor starts mass murder of protesters the chances of getting the federal court system to rule anything unconstitutional is slim without it taking years to get a ruling. Who controls the federal appeals court that has authority over Wisconsin? I would think it would be the court in Chicago which might be a little less right-wing than some others. That might speed things up a little. But first you have to get some Federal District Court to make a ruling. Who are the federal judges at the federal District Court in Madison.

    Someone in Wisconsin should be researching these sorts of questions to know how things are likely to go. The state union headquarters should know the answers but will they release the information?

    I taught the Laws of War training for all of my 13 years in the National Guard. It is legal to disobey an illegal order. Would there be any basis for firing on a protest that is not violent? The biggest problem is watching out for provocateurs. I certainly would not put it past someone payed by the Koch brothers to try it. My guess is the Governor will want to keep his hands clean. He and his top officials will certainly not order anything directly. There are plenty of others who would be only too happy to do the dirty work.

    I remind every candidate who tries to blame the pension problem for Pennsylvania state employees on the unions or the workers that the underpayment was never by the workers of the unions. There is no law I know of that allows the unions or workers to not pay their share. The Commonwealth of Pennsylvania has never adequately funded the pensions for many years. Usually the candidate admit that fact. But I have yet to hear one say that the state needs to solve the problem. They still all think the workers should give up even more. Many seem to think even those of us already retired should give up more. No state retiree in the system I am in has gotten any increase to cover cost of living (or anything else) in something like 9 years or more. Every year we give up more on the health insurance coverage we get from the state.

It seems as though the cops are often staffed by right wingers as demonstrated here by this police unions endorsement of a Tea Party governor. A UNION endorsed this ENEMY of unions for governor!? There have been so many instances of cops using strong arm tactics against peaceful protestors. I recall a video of cops, in plain clothes, walking through a crowd and randomly macing people to try to start violent action by the protestors. Or how about the protests against the RNC two years ago?

    Incidentally I am a progressive who strongly believes in gun rights for citizens. What would have happened in the American Revoloution if the colonists had no guns? There’s a man with a gun over there….telling me I got to beware. M.A.D. Does this make any sense to my fellow progressives or am I way off on this????

    Obama has actively been working to expand the war in Afghanistan for the purpose of improving his chances for reelection in 2012. That is straight out of the Nixon playbook from the 1972 election. The North Vietnamese were eager for a cease fire. Nixon agreed, then broke his agreement and escaled the war just before the election because he believed that would help him at the polls.

    In a just world, Obama and Nixon would both be prosecuted a war criminals for those actions.

Certainly most Americans don ‘t seem to have operating consciences anymore, at least one wouldn’t think so considering the number of people killed by the American military every year. It really is too bad, but I guess we will all have to pick a new hero to emulate since America has fallen from its pedestal.

    I’m away on vacation, but can easily see my buddies and me going up there to fight when I get back home to Arizona. I know a bunch of guys in the Nat’l. guard in AZ whose allegience is to the citizens of the US, and people in WI are the citizens. I’d be surprised if the Nat’l Guard does the wrong thing against it’s own families in WI. ANything is possible though. God forbid the Nat’l. guard gets out of order, we will fight till the end!

    In the US the Army and most reserve forces are controlled strictly by the federal government. There is a federal law against their use in law enforcement (not to day they have not and will not be used that way again in the future). The National Guard is a combined federal and state force. The National Guard under state active duty can, has, and will be used for thing like strike breaking. In the 19th Century that was the National Guards main function.

    I agree with you completely they should not be used that way but I spent 13 years in the National Guard and know its history well. On state duty the Governor is Commander-in-Chief and the law is whatever the state passes. Governor Walker has complete control over the state legislature. The final decision on whether whatever he does is legal is up to the state Supreme Court. I have no idea what party controls the courts in Wisconsin.

    There is no way Walker will be impeached. The Republicans control both houses of the General Assembly. They will never even allow a bill of impeachment to come up for a vote. However, I do believe Wisconsin has recall for state officers. It is left over from when Wisconsin was probably the most progressive state in the country. Public opinion is with the workers. Walker is antagonizing more and more people. If Wisconsin does have recall I could certainly see him being booted out by the voters.

    NORTHCOM isn’t in K.C. It is HQ is in Colorado Springs, CO.

    But unless Section 1385 of Title 18, United States Code (USC) (more commonly know as The Posse Comitatus Act) is repealed or over-ridden by a declaration of martial law, then NORTHCOM can’t dircetly become involved in US law enforcement.

    The only way that the US military can become involved (without The Posse Comitatus Act being repealed) is if there are nuclear materials or biological weapons involved (which I wouldn’t put past them to plant) or if the state governor and state legislature requests that the US military become involved to supress an inssurection.

    Be aware that the The Posse Comitatus Act does NOT apply to the US Coast Guard or the National Guard, so those personnel can be used without a violation of the The Posse Comitatus Act.

    Public Employee Unions are a blight on the political landscape of the US. They funnel money to Democratic politicians who turn around and award lucrative benefits and pay increases to public employees. The State is broke. I say, bust the Public Unions before they break the country. If you think the pro-union demonstrations are bad now, wait until you are forced to raise taxes even more to pay for the union contracts and benefits. Then you’ll see real outrage.

    In Australia we have the idea of ‘separation of powers’, which means the court system cannot become a branch of a political party.

    Surely, if the State Supreme Court in Wisconsin is anything like your Federal Supreme Court ( corporations are people ), then the Governor of Wisconsin could wield enormous power. If he has the power to bring in new legislation, interpret it through the courts, and enforce it with an army, doesn’t that sound like a little Gaddafi?

    No one in any other country could ever understand how convoluted things are in the US. It is all because a bunch of politicians over 200 years ago could not agree on anything, just like today. There are two different types of reserve forces.

    The Army Reserve, Air Force Reserve, Navy Reserve, Marine Reserve, and Coast Guard Reserve are strictly federal. They come under the direct control of the corresponding active duty service. They are under the President as Commander in Chief.

    The Army National Guard and Air National Guard are a weird combination of federal and state. Let me see if I can remember the details. The people serving in the Guard are recruited by each state. So the people are state. The state also owns and controls the armories where units are headquartered. All equipment and weapons are federal. All training and training facilities are federal. All pay comes from the federal government except when the Guard is called to state-active duty. Then the state pays pennies a day to the troops.

    Confused yet? The Governor in each state is the Commander in Chief while troops are on state duty acting through the Adjutant General of the state. The Adjutant General is both a state cabinet official (at least here in Pennsylvania). He is also an active duty federal officer. The Governor can activate the Guard as long as the state pays them. Like I said it is pennies a day. In Pennsylvania it is $20 a day. No one wants to be on state active duty. The state’s only other responsibility is to feed them 3 meals a day.

    In any extended emergency the Governor asks to have the Guard put on federal active duty. They they get full active duty federal pay. In a real emergency this is always done. Then they are under federal control.

    The real question is what happens if the Governor calls out the Guard and orders them to shoot at peaceful protesters? It has not happened since the 20s when the Guard was still regularly used to break strikes.

    Don’t feel bad if none of this makes any sense. I was in the Pennsylvania Army National Guard for 13 year and have read it’s official history. And it still does not make sense.

    A lot. Here in Pennsylvania I think currently 2 brigades are on active combat duty or just returned. The 28th Division Headquarters is still on active duty in Germany I believe. They are replacing a division HQ that is in Iraq.

    The unit I was in during Desert Storm has been sending a detachment to Kuwait since 1991. They go over for 6 months at a time. When they come home another detachment replaces them. Most of them love it. Since it is a combat zone they get extra pay. As a finance unit they are working in air conditioned officers. Everything is in gold which flies in by the plane load. I am sure it is getting old by now though.

    The only police under control of the courts are the federal marshals. The rest are bought and paid by the politicians. Don’t get me wrong though. Most police officers are fine people. I know a number of local officers.

    I am not sure what can be said about the state police in most states. Here in Pennsylvania our former Governor was always being stopped for speeding on the Turnpike. His state police driver drove as fast as the Governor’s limo would go.

    It seems that when all these laws were first put down on paper, there was a lot of wrangling for power from different factions. Rather than seeking a fair and equatable system, bad compromises caused it to become complicated, confusing and open to corruption. Too many power structures and too many power-hungry people. America is looking more and more like 17th century Europe than a modern society. I hope you can get the changes you need before it all gets out of hand.

    I spent 16 years in the military. An M16 bullet has a muzzle velocity of 3,110 ft/second. The range for point targets in 550 Meters. Remember 550 Meters is 1,804.46 feet. I could not hit the broad side of a barn door at that distance but I know people who can.
