Madison police chief asks Walker to explain ‘troubling’ comments

Police chief Noble Wray of Madison, Wisconsin on Thursday asked Republican Gov. Scott Walker to explain “very unsettling and troubling” comments made in what he thought was a private phone call.

Pranked by a gonzo journalist pretending to be conservative billionaire David Koch, Walker said on the 20-minute call that his administration considered planting “troublemakers” in the crowd of demonstrators opposing his budget, which curtails the collective bargaining rights of public employees.

“I spent a good deal of time overnight thinking about Governor Walker’s response, during his news conference yesterday, to the suggestion that his administration ‘thought about’ planting troublemakers among those who are peacefully protesting his bill,” Wray said in a statement.” I would like to hear more of an explanation from Governor Walker as to what exactly was being considered, and to what degree it was discussed by his cabinet members.”

“I find it very unsettling and troubling that anyone would consider creating safety risks for our citizens and law enforcement officers. Our department works hard dialoging with those who are exercising their First Amendment right, those from both sides of the issue, to make sure we are doing everything we can to ensure they can demonstrate safely,” he said.

Walker hinted in the call that he ultimately decided against planting “troublemakers” in the crowd. He joked to the Buffalo Beast’s Ian Murphy, who he thought was Koch, that he may use a baseball bat in his office to go after the protesters.

Wray said he was “concerned” what Walker’s remarks could signify, adding that it’s his “responsibility” to “find out more about what was being considered by state leaders.”

Wisconsin Democrats fled the state last week to prevent the Republican majority from getting the necessary votes for the bill.

On the call, Walker expressed no desire to back down in what has become a high-profile national issue, and seemed confident that enough Democrats would eventually come around to help push his measure through.

    Hey Media yeah you. Sweat Koch down. Put pressure on him. Ask Koch if Walker sized Koch up right about planting trouble. Do your job media, squeeze, sweat, pressure, get the inside dope as to who this Koch really is, will he do that? Put everyone in danger for political gain.

    This has been done in many other countries. Planting trouble makers (double agents) into various groups so when they become violent (for a good load of money) and being arrested (later released), what you see on CNN and FOX news is painting the crowd as a “violent hooligans” so the people see the whole protest as a “bunch of hooligans” who has to be crushed.

    I’m surprised the police weren’t in on the discussions in the governor’s office from the start. I will predict that no matter how Walker tries to spin this conversation when the whole contents of the tape is finally fully available Walker will have to explain his remarks to damned near everybody! And no matter how much he tries to spin those remarks his popularity is going to be negatively affected by them.

    At the end of the conversation Walker is caught basically accepting an all expense paid vacation to California for all his help in getting the Koch’s what they want and they want plenty.

    In the meantime Walker is sending the Wisconsin State Police to the homes of Democratic State Senators to intimidate them into returning to the capital.

That POS Walker literally was caught conspiratorially planning illegal activities with whom he thought was David Koch. He was planning on using Wisconsin govt funds to commit this activity.     I think Walker can be dangerous if he doesn’t get his way. If he entertained the idea of putting protesters in danger by hiring troublemakers there is no telling what other tactics he might use. If the eyes of voters were not opened by the fake telephone call and the conversation that followed, I don’t know what it will take to see that Walker is an opportunist that can be bought, selling his soul to the highest bidder.

    Why isn’t the tea party up in arms over this? I thought their movement was to end pork spending, government waste, and being beholden to special interests like Koch Ind. I just don’t get it. You would think the tea party people would at least stand up for a principled person and not a corporate lap dog. If I were a tea party activist I would be extremely disillusioned about this….but I suppose they will just “stand by their man” regardless of ethics, morals, and scruples…….

    I would like to see true arbitration between employers and employees, the homeless and mentally ill should be provided for by the money that would have gone into the pockets of any number of vultures with no bid clout and ripping us blind. Nothing is perfect and I know my dreams will never happen, the people of the United States deserve to work with respect, to at least have a roof of some kind and a life. I can understand that there are people who are innovators, leaders, over achievers, and ambitious……but I honestly wish there was a clear line that would prevent the kind of over reach we have seen in dictatorships around the world from flowering in my Country ( only the dictators are CEOs ) !! The Law should be looking into the Kochs and while they are at it they should take at look at other States Puppet masters and their pets.

    I worked over 40 years for mine. When I started we were making about seven bucks an hour and at least one of those bucks went towards pension. I had to live leaner to live older. Now, I couldn’t live at all without the pension I paid into all those years. Take it away and it’s a death panel for me and the old lady.

    For someone telling other’s to “grow up,” you should work harder at sounding less immature.

    The citizenry of Wisconsin should simply NOT tolerate a Governor who admits he was considering planting troublemakers in a peaceful crowd of protesters — this is crooked and also dangerous.

    This should no longer be about the state employees’ right to collective bargaining, it should be about Scott Walker’s fitness to govern, and all of Wisconsin’s citizenry should now be weighing in on this question.

    I worked in an office….had full health benefits – no copays, no cost sharing, no premiums and a $300/yr. deductible including drugs, including dental, including vision……in an office….non-union……NON-UNION. (plus fully funded profit sharing)……

    ……then they added premium sharing……then they added cost sharing (all while premiums increased)….then they took away the vision/hearing/dental…….then they added copays for drugs and office visits and emergency room and and and and and …. Then they started only matching what you put into the profit sharing plan…….then they stopped that……….

    This was happening to every type of non-union industry …….profits went up because they weren’t spending on the workers what they had been…..the shareholders and CEO’s/mgmt got richer, the workers kept giving up more…..the unions were the only ones who remain as a voice of the common working person NO MATTER IF THEY ARE UNION OR NOT!

    You destroy your own wages if you destroy the unions….the corporations win and you will have no recourse.

    The benefits I receive as a retired teacher were paid for by my monthly payments into the pension fund for 30 years. My medical insurance while I was employed was negotiated for in exchange for salary increases – every benefit came as result of open negotiation in which give and take took place. I was on the negotiating team in the fourth largest district in the nation for five years, and while it’s laborious and frustrating, it works.
    And speaking of whiners you are one of the more tiresome.of the lot.

I heard John Nichols today talking about the oath that he took during his swearing in that has the phrase “Protect the citizens of Wisconsin” in it, and how this CLEARLY violates that in spirit as well as by the letter of the oath.     Even with only 7% of the people in unions, they are still responsible for putting pressure to keep wages and benefits higher for all the rest of us. Take those 7% away and it’s lights out. Pulling down unions won’t help anyone.

    Walker inserted into his budget proposal to sell Wisconsin’s public utilities at no-bid prices and whatever he felt that the real price was. Koch Industries, THE backer of Walker and The Corporate Tea Party is an energy conglomerate. Looks like Koch Industries has their inside man. That, and if unions are crippled, Koch Industries is a direct beneficiary of Walker’s, and the Republican’s, attempt to kill off unions – lower wages, no worker protections, etc…

    The Tea Party is a corporate, rich man’s party with many a fool, idiot American as members.

The one common denominator amongst these various ideologues seems to be ignorance and fear rather than any philosophical mutuality. The GOP and its affiliated quasi organisations such as the tea party have become a welcoming sanctuary for extremists over the past decade. This party has clearly staked its political future on exploiting hate, ignorance and fear; and manipulating the less educated, less traveled, less privileged, and those less able to differentiate between patriotism and statism. This is precisely the same winning strategy employed by tyrants such as Hitler, Stalin, Sadam Hussein, and Pinochet; and poses the same dangers and likely outcomes.

Despite massive belittling vulgar name-calling help from major media and knee-jerk celebrities, they failed. They feared exactly what has happened. The public has become fed up with selfish entitlements. I recently had a discussion with a teacher’s union official. I respectfully asked this question: “Under what circumstances do you believe it would be appropriate for teachers not to get a raise next year?” He could not answer the question. So, come hell or high water, teachers are ENTITLED to their raises and the rest of the public be damned!

    Ask any or your teacher-acquaintances this same question.

    I teach in Iowa, currently the proposal is a two year freeze on a pay raise, teachers will pay more for health care, and there will be lay off s. Our union has been told there will be no negotiation on any of these issues.

Be aware that the bill also includes giving him the right to sell of the state’s power plants to the Koch brothers. It is claimed this is not much to sell because many are not EPA compliant. If Boner can defund the EPA, the worthless power plants suddenly are back and raking in money every day from the citizens who were sold out.

    Ya, but conspiracy is hard to prove. I agree the governor has given lawyers ammunition at least to investigate and ethics violations. I’m not sure they have proven he has broken any laws yet. In my mind it seems he has but I’m not a lawyer. Just an impatient liberal that hates all of the ant-Americans activities by the right. Remember the laws are for the middle and poor classes only.     I don’t think anyone here is claiming that Walker’s considering should be illegal, simply that it should be widely publicized so that the electorate can make an informed decision.

    The voters now know this man will consider criminal action without blinking. Everyone should know this.

    One other important point here is that any mass movement that questions the financial elite will be infiltrated by stooges and hijacked. The same thing happened to the original Tea Party. Liberals need to realize that instead of demonizing the Tea Party, most of its rank and file(although not its current leadership) should be recognized as having legitimate concerns – concerns that are one and the same as the WI protesters. Splitting politics up into two opposing sides is the reason we are all getting screwed. Anyone who stands up to white collar crime is my friend. I really don’t care where they stand on social issues that are used to divide and conquer the American working class. Go Wisconsin Unions! Go Backwoods Hunters and Fundamentalists! Anyone who stands up and shouts against the yuppies gets my support.

    Chief Wray has been on the Madison PD for about 20 years. He seems like a good guy and has always been one of those officers from the beginning who was being quoted in the newspapers a lot. He’s been around a while. He actually reminds of former Chief David Coupler who retired and went on to work as a spiritual leader.
