Topeka, Kansas could stop prosecuting domestic battery

MSNBC host Lawrence O’Donnell said Monday night that libertarian’s message of less government spending could lead to tragic unintended consequences. As an example, he cited Topeka, Kansas, which may stop prosecuting domestic battery cases because of budget cuts.
