The Virginia Senate passed a bill Monday afternoon that would allow private adoption agencies to discriminate against same-sex parents, according to The Washington Post.

The bill, which passed by a 22-18 margin, gives adoption agencies the power to deny child placement if it conflicts with their moral or religious beliefs. The bill has already passed the state House and Governor Bob McDonnell has indicated that he will sign the bill once its comes to his desk.

North Dakota is the only state in the nation that allows private adoption agencies to discriminate.

The pro-LGBT group Equality Virginia have yet to issue a statement on the vote.
