California lawmaker: Require all porn actors to wear condoms

California State Assemblymember Isadore Hall, a Democrat, introduced legislation on Thursday that would require porn actors to wear condoms in every movie produced in the state.

“Let’s face it, it is completely reasonable for adult film actors to give their co-workers some love without giving them something else,” Hall said at a press conference. “When it comes down to it, adult film actors are employees, they need to be respected like any other employee for any other business in the state of California. We have an obligation to ensure that all workers, every last worker, regardless of the type of work you, are protected from workplace hazards and injury.”

The bill seeks to expand Measure B — a law approved by Los Angeles voters last year — to the entire state of California. Besides mandating the use of condoms, Measure B also required producers of adult films to obtain a public health permit from the Los Angeles County Department of Public Health and pay a permit fee.

Adult film producers in Los Angeles decried the new law as a violation of their First Amendment rights and warned it would drive the porn industry out of the county. A number of adult film producers filed a lawsuit against Measure B in January.

Hall acknowledged the porn industry employed thousands of Californians and generated thousands of dollars for the state, but claimed it had failed to adequately regulate itself. He insisted adult film producers had done a poor job of protecting their employees from sexually transmitted diseases.

“No amount of fluff can lead anyone to believe that exposing these workers to disease or injury is a matter of personal expression,” Hall said.
