North Korea threatened to carry out a “pre-emptive” nuclear strike Thursday as the UN Security Council prepared to vote on new sanctions against the isolated state.

“As long as the US seeks to ignite a nuclear war, our revolutionary armed forces will exercise the right to launch a pre-emptive nuclear strike,” a foreign ministry spokesman said in a dispatch carried by the Korean Central News Agency (KCNA).
