Ohio budget bill bans ‘second base’ from sex-ed class

The Ohio House Finance Committee on Tuesday approved a budget that prohibits teachers from condoning “gateway sexual activity,” according to The Columbus Dispatch.

“Today the Ohio House Finance Committee voted to send our state back to the 1950s,” said Kellie Copeland, executive director of NARAL Pro-Choice Ohio. “The Ohio House is doing everything they can to restrict access to reproductive health care and medically accurate information that help Ohioans live healthy lives. Governor Kasich can stop these dangerous attacks on women’s health care. We need him to speak out against these budget provisions and to line-item veto these dangerous measures when they reach his desk.”

Though the state has already banned teachers from condoning sex before marriage, the new provision in the budget bill goes a step further.

It prohibits teachers from discussing getting to “second base” in sexual education classes. The budget allows parents to sue teachers who promote or condone “gateway sexual activity,” which is defined as any sort of sensual touching.

The provision also allows teachers to provide information about contraceptives, but only if they emphasize that abstinence is the sole way to remove all risk of STDs.

The budget also would defund Planned Parenthood and redirect money to highly-controversial pregnancy crisis centers. The non-profit centers have gained notoriety for providing false information to pregnant women in hopes of persuading them not to have an abortion.
