Wayne Simmons is a former CIA operative that thinks only two members of Congress should be briefed on intelligence programs. Currently, only eight members of Congress are briefed on the most sensitive intelligence programs.


Former vice president Dick Cheney is believed to have told the CIA to conceal a secret program from all members of Congress. Simmons says that Cheney would never break the law. "If there is a program that the House and Senate need to know about, there are protocols that will allow that to happen. CIA will brief them. They will brief them on exactly what it is they need to know but the [former] vice president would never nor will he ever put himself in a position to do anything illegal," said Simmons.

In 2008, The New York Times exposed Simmons as being part of the Pentagon's Military Analyst Program.
