This time, it’s not a metaphor. From the aptly-named Billy House of the National Journal:
This splash came from an exploding urinal. More specifically, something suddenly broke in the piping of the third-floor urinal, and water began spewing from beneath the men’s room door [in the House Press Gallery].
The toilet water covered the entire length of the gallery and, while waiting for the clean-up crew to arrive, the Capitol Police and gallery staff looked for, and found, an interim measure to prevent the mess from spreading.
Capitol Police officers, gallery staff, and other U.S. Capitol personnel moved to contain the flow. In doing so, they found a use, finally, for the gallery’s stacks of unread newspapers, magazines, and other periodicals, as makeshift sponges and sandbags.
They’re checking the Speaker’s Gallery — where House Speaker John Boehner’s special guests can watch the action on the House Floor — for additional damage. The cause of broken urinal has yet to be determined.
