President Barack Obama is scheduled to deliver his plan regarding U.S. bombing attacks against the Islamic State extremist group at 9 p.m. on Wednesday.

Reuters reported earlier in the day that, according to excerpts of his remarks, Obama promised that U.S. ground troops will not be used in the expanded campaign against the group, which has been on the offensive in both Iraq and Syria.

Instead, he says, the U.S. will partner with its allies "to take out ISIL wherever they exist."
