Ryan says US Senate must pass Russia sanctions bill again to resolve issues
The U.S. Senate must vote again on legislation imposing new sanctions on Russia because the version passed earlier this month violated the U.S. Constitution, House Speaker Paul Ryan said on Thursday.
“They wrote the bill incorrectly so we’ve told the Senate you have to write it correctly to follow the Constitution,” Ryan told reporters at a news conference, adding that any revenue measures have to originate in the House of Representatives.
The U.S. Senate, which passed its measure on June 15, is working on its revision, he added.
