White House Press Secretary Karoline Leavitt refused to deny reports that migrants were not treated as humans at Guantanamo Bay and said it was a "promise that the president campaigned on."
During Tuesday's White House briefing, Leavitt was asked about a Washington Postreport on the treatment of migrants.
"They told the Post they were rarely let outside, they were shackled and placed in what they described as cages, and alleged that they were not treated as human beings," one correspondent noted. "Does the White House have any response to those conditions?"

"It's a promise the President campaigned on," Leavitt replied, "that if you invade our nation's borders, if you break our country's laws, and if then you further commit heinous, brutal crimes in the interior of our country, like raping and murdering innocent, law-abiding women and girls, and committing heinous acts of violence, then you are going to be deported from this country, and you may be held at Guantanamo Bay."
"These are criminals we are talking about," she added, although many migrants had not been convicted in court. "Don't forget that."
Department of Homeland Security Secretary Kristi Noem has refused to rule out sending migrants to Guantanamo Bay if they were accused of low-level crimes like shoplifting.
