He's saying he's not running for president but if he did he is growing a large war chest that rivals Donald Trump's.
Republican Virginia Gov. Glenn Youngkin's political action committee, Spirit of Virginia, raked in another $2.2 million from many out-of-state donors from Texas, Florida, and New York among others who gifted $10,000 sums — bringing his entire fundraising since 2021 to $30 million.
Back in April, one donor, Palm Beef, Floridian Thomas Petterfy gave $1 million to Spirit of Virginia.

The haul continues to raise speculation the one-term-and-done pol might announce a run for the presidency since he defeated former Virginia Democratic Gov. Terry McAuliffe in 2021, according to Open Secrets.
Every state in the union, save for Virginia, permits "multiple gubernatorial terms for their governors," according to the Richmond Times-Dispatch.
It notes that efforts to extend the terms has failed.
Among the field of GOP candidates trying to best Trump come November 2024, none come close to Trump's coffers as described in a breakdown by the AP:
*Former South Carolina Gov. Nikki Haley boasting $11.5 million following her strong rise post-debates
*Sen. Tim Scott (R-SC) reporting $13.3 million at the end or September.
*Florida Gov. Ron DeSantis is keeping up his fight for the job with $12.3 million at the end of the quarter
*Former Vice President Mike Pence started October with $1.1 million cash on hand and steep debts totaling $621,000.
So far, Youngkin has downplayed any direct questions about donning the fleece vest to return to the campaign trail.
"No,” Youngkin responded over the summer when pressed about his presidential ambitions. “I’m going to be working in Virginia this year," he added.
