Senate Majority Leader Mitch McConnell could be risking a government shutdown if he does not allow a vote on a bipartisan bill to protect special counsel Robert Mueller.
Rep. Eric Swalwell (D-CA), a key Democrat on both the House Judiciary and Intelligence committees, explained the dynamic during a Tuesday appearance on MSNBC's "Meet the Press Daily" with guest-anchor Katy Tur.
"Do you think legislation is needed immediately to protect the Mueller investigation?" Tur asked. "And if so, are you willing to force a government shutdown over it?"
"I'm willing to hold back my vote to support bipartisan legislation that the Republicans will need Democratic votes for," he answered.
McConnell has said any such legislation would be "dead on arrival" in the Senate.
"Is it worth pushing it if it's not going to get anywhere in the Senate?" she asked.
"The rule of law is worth pushing," Swalwell argued.
"Mitch McConnell is subverting the will of the majority in the Senate right now," he continued.
"Mitch McConnell should bring it to a vote," he urged.
