Some top defense and intelligence officials are refusing to work with President-Elect Trump

Much of the country is uncertain of how to respond to Donald Trump's victory as the next president of the United States. Some have taken to the streets, others are taking care of themselves and their communities.

Meanwhile, as Team Trump works on putting his cabinet together, top National Security Council staffers are threatening to quit rather than serve the President-Elect, the Daily Beast reports.

A senior Obama administration official told the outlet that during various staff meetings on Wednesday, various career staff expressed their disinterest in joining Trump's national security team.

Because the Team Trump has not outlined their national security plans, and have been vague about their various policy proposals, Pentagon officials are unclear about how to move forward in their national security planning.

For instance, the Daily Beast notes how top officials are unclear about "what effect the election could have on plans to retake the capital of self-proclaimed Islamic State’s caliphate, Raqqa, which is scheduled to begin next year."

The Transition Team's Defense and National Security outlined the following:

Donald Trump understands how a strong, prosperous economy underwrites military might, and how a strong, robust military secures our way of life and the fruits of our economy ...

A Trump Administration will be committed to both immediate and sustainable actions to counter the threats posed by these radical ideologies.  A Trump Administration also recognizes the uniquely catastrophic threats posed by nuclear weapons and cyber attacks.  Mr. Trump will ensure our strategic nuclear triad is modernized to ensure it continues to be an effective deterrent, and his Administration will review and minimize our nation’s infrastructure vulnerabilities to cyber threats.  Mr. Trump will be a strong Commander-in-Chief befitting our American men and women in uniform, and ensure their sacrifices will only be made in operations that safeguard the interests of the American people and our allies, and that their service will be honored as they enter the ranks of veterans.

However, the team has not yet detailed their plans, especially in terms of funding. Perhaps there isn't a concrete outline because, as Trump has asked in recent weeks, "What happened to the element of surprise?"

Still, the element of surprise is not one with which national security officials can formally function within any given administration.

Perhaps that's why they aren't backing the President-Elect. The Daily Beast noted that, upon reaching out to defense officials for intel on the changes that lie ahead, "the answer was always the same: a shrug of the shoulders."
