The case stems from Judge Amir Ali’s finding that only Congress has the power to decide whether funding already allocated can be withheld. The frozen aid — nearly $5 billion — supports famine relief, HIV/AIDS prevention, refugee assistance, education for women and girls, and anti-drug efforts. The Supreme Court’s intervention leaves those programs in limbo until the lawsuit is resolved.
