WATCH: It took Lawrence O'Donnell 22 seconds to read a bill Republicans said they didn't have time to read

Rep. Tom Cole (R-OK) announced that he didn't understand why Democrats wanted to fast-track the bill denouncing President Donald Trump's emergency declaration on the border.

"We're on short notice reviewing a bill to disapprove the president's emergency declaration for the southern border," Cole told his committee. "I do not understand the haste with which the majority is pushing this disapproval resolution through. We've had no time to review the bill and no committee has held a hearing or marked it up."

MSNBC's Lawrence O'Donnell mocked the Oklahoma Congressman by reading the bill aloud, live, on camera. It took him 22 seconds, according to his control room.

Here is the text of the bill that Cole said Republicans didn't have time to review:

"Resolved by the Senate and House of Representatives of the United States of America and Congress assemble that pursuant to section 202 of the National Emergencies Act, the national emergency declared by the finding of the president on February 15, 2019, in proclamation 9844, 84 federal reg 4949, is hereby terminated."
