12-time convicted racist felon arrested for racially-motivated shooting in Spokane

Two convicted felons are facing first degree assault, gun and harassment felonies after an allegedly racially-motivated shooting Sunday evening in Spokane, Washington.

"Jason Edward Cooper, 32, is accused of shouting racial slurs at his neighbor Norris Cooley, punching him in the face and pointing a gun at his head before firing rounds into Cooley’s home where several people sat inside," The Spokesman-Reviewreported.

Cooper has "white power" tattooed on his leg. Witnesses said eight or nine shots had been fired.

Cooper is a 12 time convicted felon. Also arrested was 36-year-old Donald L. Prichard, who is a 16 time convicted felon," KXLY reported.

Spokane Police recovered three handguns during the course of the investigation, a 9MM, .38 and .45 caliber.

“(N-word) you don’t deserve to be breathing white man’s air,” one man allegedly told the victim, according to The Spokesman-Review reported.

“Smile (N-word) so I can see you. I might shoot you in the dark,” was reportedly heard by a friend of the victim. Another neighbor told police she heard, "you're just an (N-word)" along with "heil the KKK, white power."

“The guy just came over here, saying that black lives don’t matter, only white lives matter,” explained Elizabeth Fisher, the victim's white housemate of 5 years. “I was inches from being shot. That’s for sure."

The daughter of Cooper's girlfriend said she believes he is a "skinhead" and is a racist. She said Cooper and Prichard were bragging about knocking "out the (N-word)" after the assault.

Both suspects were charged with five counts of assault in the first degree and one count of malicious harassment. Cooper was booked for a single count of unlawful possession of a firearm and Prichard charged with three counts of unlawful possession of a firearm.
