Baltimore cop with checkered past charged with sex crimes against 14-year-old prostitute

A Baltimore police officer was arrested Wednesday after he was accused of soliciting sex from a 14-year-old girl advertising prostitution services online.

Charles Hagee was charged with sexual abuse, solicitation of a minor, and prostitution and held on $75,000 bond, The Baltimore Sun reported.

Police said the 44-year-old Hagee exchanged text messages with the girl before meeting at his home and engaging in sexual activity three times between January and May 2013.

Hagee was assigned to the elite Special Enforcement Section that investigates violent crimes, but the newspaper reported that the officer had for years been included on a “do not call” list of officers considered untrustworthy by prosecutors.

That list was compiled by prosecutors to prevent police officers from working on cases if their integrity might be challenged on the witness stand.

Hagee pleaded guilty in 2006 to two administrative charges of conduct unbecoming of a police officer and was suspended for 10 days and transferred from the Organized Crime Division, according to court records.

He was briefly allowed to return to enforcement work in 2008, the newspaper reported, but prosecutors discovered in 2008 that Hagee had responded to a woman’s 911 call even though he knew the subject of her complaint.

The officer sued Baltimore police in 2009, claiming racial and gender discrimination as a white male, but the lawsuit was dismissed.
