Florida kids laughed and joked while disabled man drowned -- and they won't be punished

A disturbing video has surfaced of teens in Florida laughing at a disabled man drowning in a retention pond.

The five teens can be heard mocking Jamel Dunn, 32, as he screams begging for help. The teens, ages 14 to 16-year-old, watched him struggle and ultimately fall under the water. When Dunn doesn't resurface the teens continue to joke about him, The New York Daily News reportedvia Florida Today.

“Oh, he just died” one can be heard saying on the video. The group then laughs.

No one called 911 nor did they rush to help.

“He started to struggle and scream for help and they just laughed,” said Yvonne Martinez, Cocoa Police Department spokesperson. “They didn’t call the police. They just laughed the whole time. He was just screaming … for someone to help him.”

She said that the teens were at the park smoking marijuana and saw him walk into the water. Police were notified once the video was uploaded online and a family friend saw the footage.

Investigators went to the homes of the teens to interview them.

“There was no remorse, only a smirk,” Martinez said of the interviews. They didn't seem to have any grief about the incident.

Florida doesn't have a "Good Samaritan" law that would both protect and demand people help when lives are threatened. As a result, it is unlikely that any of the teens will be charged with a crime.

“While the incident depicted on the recording does not give rise to sufficient evidence to support a criminal prosecution under Florida statutes, we can find no moral justification for either the behavior of persons heard on the recording or the deliberate decision not to render aid to Mr. Dunn,” a statement said from the Brevard-Seminole State Attorney’s Office.

The statement called the incident a "tragedy" and said the teens' disinterest in helping Dunn had "no moral justification."

The family and friends of Dunn have set up a GoFund Me page to ask for help in funding his funeral.
