Hello Kitty-loving 'sovereign citizen' busted again for driving his Pinto with phony plates

State troopers arrested an Alaska man Monday after they spotted him driving with a homemade, “sovereign citizen” license plate.

Troopers said 64-year-old Bernard Goodno, of Delta Junction, was driving a 1985 Ford Pinto with a handwritten license plate that read: “Approved National Non-Commercial Private Property Without Prejudice UCC 1-308 1-303.6,” reported the Fairbanks Daily News-Miner.

UCC refers to the Uniform Commercial Code, a series of standardized laws governing commercial contracts.

Some sovereign citizens argue that the existence of these commercial laws exempt them from criminal and other laws.

Troopers took Goodno into custody following a brief pursuit.

When he stopped, troopers said, Goodno rolled down his window and handed them a card that read: “Constitutional Rights Investigator Sovereign Civilian Without Prejudice UCC 1-308 / 1-303.6 Questions Answered — Payment Required $15,000 gold fee required for the service. No Contract = No Contract. This is a contract offer. Acceptance is subject to payment.”

Goodno was arrested on misdemeanor charges of driving without a valid driver’s license and second-degree failure to stop at the direction of a peace officer.

Troopers also filed a felony count of forging a license plate, but the Fairbanks District Attorney filed a less serious charge of failure to properly display a license plate, the newspaper reported.

Authorities said Goodno has not held an Alaska driver's license since 2007, and he has six previous convictions for misdemeanor offenses such as driving without a license and eluding that date back to 1997.

Goodno’s Facebook page, which displays a Hello Kitty pistol on the cover, reveals a fascination with guns, fireworks, and women armed with guns, along with support for the III Percenter movement, the Tea Party, and 9/11 conspiracy theories.
