Police still have no motive in San Bernardino shooting -- and FBI still won't call it terrorism

Police do not yet have a motive for a mass shooting in San Bernardino, California that took 14 lives.

San Bernardino police Chief Jarrod Burguan said at a press conference Thursday morning that authorities have collected electronic items from a home in Redlands rented by suspects Syed Rizwan Farook and Tashfeen Malik, a married couple who died Wednesday in a shoot-out with police after opening fire at a county holiday banquet at the Inland Regional Center.

While the motive is yet undetermined, authorities noted that their investigation indicates "a certain level of planning" went into Wednesday's attack. The San Bernardino police chief said the suspects “sprayed the room with bullets.” It is unclear if they targeted a specific person.

Burguan said police were tipped off that Farook was involved by a banquet attendee who was concerned about his behavior and saw the man leaving.

According to police, the couple had thousands of ammunition rounds and used four legally-purchased firearms in the attack that wounded 21 people.

Federal authorities remain cautious about describing the attack as terrorism, saying they have a strict definition of what constitutes a terror attack. But the magnitude of the couple's weapons stockpile, along with explosives found at the scene indicate the attack was not spontaneous.

"If you look at the pre-planning that went into this incident it's apparent it is going to take time to answer why," David Bowdich, the assistant director of the FBI, said.
