Government shutdown all but certain after Trump refuses to sign funding bill

Outgoing House Speaker Paul Ryan on Thursday announced that President Donald Trump would not sign the government funding bill passed on Wednesday by the Senate -- all but ensuring the government will shut down at the end of the week.

Ryan told reporters that Trump is refusing to sign the bill because it does not have adequate funding for border security, including money for his proposed wall on the Southern U.S. border.

"The president informed us that he will not sign the bill that came from the Senate last evening because of his legitimate concern for border security," Ryan explained. "So we are going to go back to the House to work with our members. We want to keep the government open."

Trump had signaled this week that he would sign the government funding bill and then find other ways to pay for the border wall, such as dipping into the military budget and ordering the United States Army to build it.

However, the president got absolutely hammered all morning on Fox News -- including by his favorite morning show "Fox & Friends" -- for seemingly caving on funding the wall.

Within hours of Trump taking a pounding from his own media allies, the president reversed course and said he would not sign any funding bill that did not meet his standards for border security.
