Trump, in Pa. speech, says he shouldn’t be charged in document case if Biden isn’t

HARRISBURG, Pa. — In his first visit to Pennsylvania of 2024, former President Donald Trump seized on a special counsel’s decision not to charge President Joe Biden for mishandling classified documents while Trump continues to contend with a pending criminal case. Before a crowd of thousands of supporters at the National Rifle Association gathering in Harrisburg, Trump contended he was the victim of unfair treatment. “Biden is not going to be charged,” Trump said. “If he’s not going to be charged, that’s up to them. But then I should not be charged.” He also took shots at Biden’s mental facult......

Federal ban on humorous electronic highway messages coming in 2026

The use of funny and quirky messages on electronic signs will be against the law on America’s highways. The U.S. Federal Highway Administration, a division of the Department of Transportation, issued a sweeping set of guidelines last month “to improve safety for pedestrians, bicyclists, and all road users.” Part of the new 1,100-page manual regulates electronic traffic signs and other traffic control devices, which will no longer be allowed to post humorous messages that could distract drivers or be misunderstood. Messages with obscure meanings and references to pop culture will also be banned......

Charlotte to Atlanta at up to 220 mph? High-speed rail is among NC transit proposals.

A federal program is on track to potentially provide high-speed train travel connecting Charlotte to Atlanta, as well as other cities. A $500,000 study has just been approved to examine the feasibility of such a plan. It’s part of $3.5 million in federal grant money that the North Carolina Department of Transportation secured last week to identify and develop seven corridors for potential rail lines across the state, which includes the Charlotte to Atlanta plan. Each corridor will receive up to $500,000 to create a service development plan from the U.S. Department of Transportation to identify......

Judge orders end to Kansas Highway Patrol ‘two-step’ tactic and more training for troopers

A federal judge on Monday ordered the Kansas Highway Patrol to stop using its “two-step” tactic during traffic stops as part of a sweeping court-mandated overhaul of the agency’s practices. U.S. District Court Judge Kathryn Vratil issued a four-year injunction against the Highway Patrol after ruling in July that the agency violated the constitutional rights of motorists in how it conducted traffic stops. The length of the order effectively places troopers and their leaders under long-term judicial supervision, allowing Vratil to keep an eye on their procedures and practices. When stopping vehi......

How Nicaragua is helping – and charging – Haitians who want to reach the United States

PORT-AU-PRINCE, Haiti – Across the street from the departure terminal at Toussaint Louverture International Airport in Haiti’s gang-plagued capital, hundreds of anxious travelers spill out onto the road from an overflowing parking lot, listening for their Nicaragua-bound flight to be called. As ticket agents in white shirts walk through the chaotic crowd, there is chatter about how many days some have been camping out and the desperation driving them to Managua, the new migration springboard for migrants seeking asylum in the United States. “There is nowhere that is simple,” one young man says......
