Education leader Mary Gay Scanlon has been declared the winner of Pennslyvania’s 5th congressional district — a pickup for Democrats.
Scanlon served on the Wallingford-Swarthmore School Board and was a senior staff attorney at the Education Law Center of Pennsylvania.
