A baby stopped breathing on a packed Miami highway. What happened next changed lives

MIAMI -- Pamela Rauseo is stuck in gridlock on the Dolphin Expressway, a crying baby in the backseat. She’s on the phone with her husband and also listening to the radio about the crisis in Venezuela. The baby’s wails are deafening. And then, suddenly, silence from the backseat. Rauseo pulls the car partially onto the shoulder and jumps into the backseat. Her 5-month old nephew Sebastian is still, his face blue. She tries calling 911, but her fingers won’t move. So Rauseo rushes into the bumper-to-bumper traffic, cradling her nephew, shouting for help. — “I felt like I got hit in the gut with ......

Judge orders end to Kansas Highway Patrol ‘two-step’ tactic and more training for troopers

A federal judge on Monday ordered the Kansas Highway Patrol to stop using its “two-step” tactic during traffic stops as part of a sweeping court-mandated overhaul of the agency’s practices. U.S. District Court Judge Kathryn Vratil issued a four-year injunction against the Highway Patrol after ruling in July that the agency violated the constitutional rights of motorists in how it conducted traffic stops. The length of the order effectively places troopers and their leaders under long-term judicial supervision, allowing Vratil to keep an eye on their procedures and practices. When stopping vehi......

Judge rules Kansas Highway Patrol ‘waged war on motorists,’ violated constitutional rights

KANSAS CITY, Mo. — The Kansas Highway Patrol “has waged war on motorists,” a federal judge wrote in a scathing ruling against the agency’s practice of extending car stops in hopes of discovering drugs. In the order filed Friday, U.S. District Judge Kathryn H. Vratil wrote that patrol’s tactics in traffic stops violated the Constitution. The practice, called the “Kansas two step,” is a maneuver in which troopers at the end of a traffic stop take a couple of steps toward their patrol car before turning around to initiate a voluntary interaction with the driver. The strategy would buy the patrol ......

Cornell Drive in Chicago's Jackson Park set to permanently close as Obama project progresses

CHICAGO — City officials said they will permanently close a roadway through Jackson Park in preparation for the looming Obama Presidential Center in Woodlawn. A half mile stretch of Cornell Drive between the Midway Plaisance and East Hayes Drive will close to vehicle traffic for good on June 30, the Chicago Department of Transportation announced Friday. The long-expected road closure is part of a plan to create more than five acres of new green space by turning portions of roadway into parkland. The city has been working on numerous roadway changes and transportation improvement projects in an......

Dynamite discovery closed Lake Tahoe highway for hours as bomb squad deployed a robot

SACRAMENTO, Calif. — Law enforcement officials on Monday used a robot to safely detonate “very old” dynamite found along a highway on the Nevada side of Lake Tahoe, authorities said. Deputies with the Washoe County Sheriff’s Office were alerted by a citizen shortly after 9:30 a.m. who told dispatchers they had discovered an apparent explosive along Highway 28, between the Thunderbird and Sand Harbor areas on the eastern shore of the lake, the Sheriff’s Office said in a news release. Searching on foot, deputies “located the explosive among pine straw, rocks, and trees about 150 feet to the west......
