Fresh off of winning the Florida GOP straw poll, Herman Cain appeared on CNN's American Morning Monday to discuss his sudden momentum in the presidential race, as well as the current battle on Capital Hill over disaster relief funding.

Asked by host Carol Costello if he agreed with the House GOP's demand of offsetting spending cuts for FEMA, Cain said Congress should fund FEMA now and worry about how it's paid later.

"I would make sure that FEMA got the money it needed, and if I had to go find the offsets later, go find it later," he said, without directly calling out the House GOP. "Stop playing with peoples’ tragedies. These are real people we’re talking about."

Cain added: "We’re going to have a gentleman’s agreement that we will find the offsets, rather than finding the offsets right in the middle of it and making it a political football."
