Shutdown all but certain as federal agencies get directive from White House budget chief

A federal government shutdown was all but certain Tuesday night as the White House's budget chief ordered federal agencies to begin implementing plans for exactly that after Democrats in the Senate blocked a GOP plan to fund the government past midnight, according to a report.

White House budget director Russell Vought sent a memo to leaders of executive branch departments and agencies to "execute their plans for an orderly shutdown,” Politico reported. The result will be the first federal shutdown since Trump’s first term.

The federal government is almost certainly headed for a shutdown at midnight Wednesday as congressional leaders fail to reach an agreement on a bill to keep government agencies funded.

The New York Times reported Tuesday that the current Republican-written funding bill would keep the government funded through Nov. 21, and is awaiting action in the Senate, where it needs 60 votes to reach President Donald Trump's desk. Because Republicans only have 53 seats, the bill would need seven Democrats to break ranks to pass. And because Republicans have not allowed Democrats to have input on the current legislation, the bill's passage is unlikely.

A federal judge in Massachusetts stunned observers on Tuesday with a scathing 161-page rebuke of President Donald Trump's administration for terrorizing noncitizen students for exercising their free speech rights to protest the Israeli occupation of Gaza. At various points, he criticized the administration's assault on basic constitutional rights and even addressed someone who sent his court a threatening message to deter a ruling against Trump.

But Judge Bill Young, an appointee of former President Ronald Reagan, did something more than that, noted CBS justice correspondent Scott MacFarlane: he went out of his way to compare Trump's Immigration and Customs Enforcement agents to the infamous white supremacist group the Ku Klux Klan, noting both groups use masks to hide their identities and spread fear more effectively.
