A woman was arrested after a 12-year-old boy, who she was supposed to be taking care of, was found tied up with chains and padlocked in a Newark home, police said Thursday. Wanser E. Brown, 66, faces two counts of endangering the welfare of a child in the case, according to Newark Public Safety Director Anthony Ambrose.
