Last weekend, Army Gen. Russel L. Honoré, the man who led relief efforts in Hurricane Katrina, was in Puerto Rico surveying the damage.

Now, he's back in New Orleans preparing for another storm -- Hurricane Nate, which is currently barreling towards the Gulf Coast.

"People are responding to what they see, and many are not listening to the news, trust me," Honoré told CNN's Ana Cabrera.

As the storm makes landfall, Honoré said, people are likely to be prepared thanks to the help of disaster officials -- but forecasts are often not enough.

"We got a lot of work to do because this storm still has a vote and they can trick you," he said. "They're not necessarily going to do what the weather man says."
