Last week, the White House issued new rules for reporters at White House briefings, including barring follow up questions. The move was seen as a rebuke of reporters like CNN's Jim Acosta and April Ryan, who tend to question Trump administration officials aggressively with more than one question at a time.

At the first press briefing following the publication of the new guidelines, Trump economic advisor Larry Kudlow nevertheless answered multiple questions about the GM plants that are closing—leaving hundreds of people jobless right before the holidays—and the trade wars with China.
