As lawmakers remain gridlocked in the debate over infrastructure, Talking Points Memo editor John Marshall on Monday laid out the scenario lawmakers may be faced with in the coming weeks if they are unable to reach common ground.
"Democrats' refusal to budge on using reconciliation to beat Republicans' repeated filibusters is moving quickly toward a situation where there will literally be only two options," Marshall wrote, adding, "filibuster carve-out or debt default."
Both of the possible outcomes, according to Marshall, are not favorable for McConnell — something the long-time lawmaker is well aware of. Marshall emphasized that the Republican lawmaker is blinking, but he's not caving.
"McConnell's move tells us he doesn't believe Schumer will budge on reconciliation and that will move toward the default or filibuster carve out scenario," Marshall wrote. "He doesn't want to get there."
"What he's trying to do is get rid of that time limit, that calendar reality with 'expedited reconciliation,'" Marshall continued. "Basically reconciliation but he'll allow it to be super quick now."
He added, "These are both ways of getting out of that default or filibuster carve-out scenario which he seems to realize is a big loser for him and his caucus."
