The agency experienced significant turnover under Trump's administration as DHS pivoted entirely toward mass deportation operations. Officials were particularly critical of Noem's mishandling of the Minneapolis crisis following the deaths of Americans Renee Good and Alex Pretti, killed by ICE agents. Noem called them "domestic terrorists" and refused to apologize despite lawmaker requests. These missteps, combined with her controversial leadership style, ultimately sealed her fate.
