COLUMBIA, S.C. — South Carolina moved closer to a six-week abortion ban on Wednesday after the House voted to ban abortions once fetal cardiac activity is detected, an effort to put the measure back before the state Supreme Court, which already ruled a previous ban unconstitutional.
