Texas woman charging $300 second-floor entrance fee for flood victims trying to escape Harvey: CNN guest
Don Lemon covers Hurricane Harvey (CNN/screen grab)

A flood victim in Texas told CNN on Monday that at least one person was charging an entrance fee to people trying to get to the second floor of an apartment building to escape flooding caused by Hurricane Harvey.

During his Monday night coverage of the hurricane aftermath, Lemon spoke to a woman named Isis Bragg who told a troubling story about how one resident was profiting from the disaster.

Bragg explained to Lemon that the water had risen noticeably in the time since she had spoken to him the previous hour.

"You told us last hour that one of your neighbors was trying to go upstairs to another apartment and what happened?" Lemon asked.

"The lady told her that if she had $300 to come in to her apartment she would let her," Bragg reported.

"Wow," Lemon gasped. "Unbelievable."

"Yes, sir, it is," Bragg agreed.
