PHILADELPHIA — The call came over police radio at 8:18 on Wednesday morning, and the people of Chester County breathed a collective sigh of relief. “The radio room, Chester County government, and various other agencies working on the prisoner escape are proud to announce the subject is in custody,” the dispatcher said in a calm, even voice. “Repeating: The subject is in custody.” As those words crackled, Danilo Cavalcante was finally handcuffed.
