Clapper phoned in to CNN to share his reaction.
"At least in this case they got the correct spelling of my name," he joked, referencing the attacker's error in the spelling of former CIA director John Brennan's name.
"I'm really not surprised, in some sense relieved," he said, noting that he's out of town and neighbors had been picking up his mail.
"This is definitely domestic terrorism, there's no question in my mind," Clapper declared.
He said that he was deeply relieved no one has been hurt and wondered whether the devices are meant to cause bodily harm or serve as instruments of intimidation and terror. He noted that anyone who has publicly been a critic of Trump needs to be on extra alert.
But in an echo of Brennan, Clapper defiantly stated that the apparent attempt to scare the President's critics would not work.
"This is not gonna silence the administration's critics," he said.
"It won't stop us from doing our job," CNN host Poppy Harlow interjected.
"We can't stop our lives, we have to go on," Clapper said.
Clapper chided President Trump for his response to the bombings, including his apparent failure to reach out to the targets and his continued demonization of CNN, even after the network received a mail bomb.
"I wish, and this is purely a fantasy, because he's made it clear he's not going to do this," Clapper said. 'I'm not suggesting there's a direct relationship between anything he's said and done and the distribution of these bombs. I do think he bears responsibility for the coarseness of the dialogue in this country. His voice is the most important in the country and the world," Clapper said, before noting Trump should probably do fewer rallies as they have a bad effect on him.
