ORANGE -- Thursday afternoon's scuffle in which Police Officer Hanifah Davis was caught on video pulling teen girls' hair outside the city high school marks the second time this year the officer has been involved in controversy in the community, police officials said.
White House Press Secretary Sarah Huckabee Sanders held a press briefing on Thursday but declined to answer any questions.
On a day in which President Donald Trump threatened to cut off aid to Puerto Rico and signed an executive order undercutting the Affordable Care Act, Sanders turned the microphone over to White House Chief of Staff John Kelly.
"I know you guys have lots of questions and although I enjoy answering them every single day, especially your more serious policy-focused questions, I thought it would be nice since we're at the White House, we have the option of calling in the Marines," Sanders told the press corps. "Today, we might calling one of our favorites, Gen. Kelly."
Sanders noted that she would be "around later" if the members of the press had additional questions.
Kelly began his remarks by insisting, "I don't think I'm being fired today."

Housing and Urban Development Secretary Ben Carson on Thursday defended his theory that being poor is a "state of mind."
In testimony before the Housing and Urban Development Oversight Committee, Carson accused Rep. Al Green (D-TX) of taking his "state of mind" remarks out of context.
"Sometimes I get a little bit tired of people ascribing to me things that people have said that I believe," Carson complained. "When I say that poverty is largely a state of mind, what I'm saying is that the way that people approach things has a lot to do with what happens to them."
"If your mindset is one that, 'I'm a victim and that everybody else is in control of my life and I just need to sit here and wait for something,' you're going to approach my theory differently than somebody who says, 'I am going to take this issue into my own hands,'" the HUD secretary opined.
Carson noted that his mother married a bigamist at the age of 13 and worked three jobs, "but the one thing about my mother, she was never a victim."
The former presidential candidate acknowledged that the United States was not perfect.
"We as a society would do much better if we stop sitting around trying to tear each other apart," he said. "There are those who allow themselves to be manipulated into just creating dissension."
"Were there mistakes made? Were there problems? Absolutely. Are we a perfect society? We are not. Because we consist of human beings. That's why we need a savior."

Rep. Al Green (D-TX) on Thursday took to the floor of the U.S. House of Representatives to explain why he has introduced an impeachment resolution to remove President Donald Trump from office.
"It's an honor for me to do it," Green began. "I want people to know that when I stand here, my words are sincere and my efforts are those I believe can make a difference in the lives of all Americans."
The Texas Democrat said that he had not yet filed formal articles of impeachment because he was pursuing a three-step process that allows the member to give notice twice before calling for a vote.
"I don't think it's any secret that I have indicated that the president should be impeached," Green continued. "I don't think it's any secret that I have indicated that there will be a vote in Congress on articles of impeachment. If perchance I have been misunderstood, let me make it perspicuously clear today. There will be a vote."
"I have made my decision, this is where I stand and if I stand alone, I have no fear of standing alone," he remarked. "If Rosa Parks could sit alone in a racist southern town to deal with injustice and bring about some form of justice, surely I can stand alone in the well of the Congress, and stand alone on where I stand with impeachment."

A panel on MSNBC's Morning Joe program mocked President Donald Trump on Thursday for threatening to pull NBC's broadcast license even though the network isn't required to have one.
After NBC News reported that Trump had requested a 10-fold increase in the U.S. nuclear stockpile, the president lashed out on Twitter.
"With all of the Fake News coming out of NBC and the Networks, at what point is it appropriate to challenge their License? Bad for country!" Trump wrote.
On Thursday, the Morning Joe panel couldn't help but laugh at the threat.
"To be clear, the networks themselves do not hold federal licenses, their individual television stations do," MSNBC host Mika Brzezinski pointed out. "Right? Only a moron would think that anyhow."

Presidential counselor Kellyanne Conway on Wednesday lashed out at Hillary Clinton for allegedly being a hypocrite on violence against women.
During an interview on Fox News, host Bill Hemmer asked Conway to respond to the fact that it took Clinton several days to denounce Harvey Weinstein's treatment of women. Hemmer, however, did not point out that Conway's boss, President Donald Trump, has also been accused of sexually abusing women.
"I felt like a woman who ran to be commander-in-chief, president of the United States, the first one ever, who talks about women's empowerment, took an awfully long time to give support to those women who were coming forward," Conway said. "And has still -- as far as we know -- kept the money, kept the dirty money that dirty Harvey has given her in her campaign."
"She needs to not be a hypocrite on women's empowerment," she added. "And what it means to be pro-woman. She spent one solid month at this time last year talking about [the Access Hollywood audio tape in which Trump admits groping women] from 11 years earlier, where a statement was made by the now-president of the United States, who was victorious!"
President Donald Trump has acknowledged the news that Weinstein sexually assaulted women, but he has yet to condemn the mogul's actions or offer support to the women who were victimized.
"I've known Harvey Weinstein for a long time," the president was quoted as saying. "I'm not all surprised to see it."

White House Press Secretary Sarah Sanders this week insisted that President Donald Trump believes that Secretary of State Rex Tillerson is intelligent.
At Tuesday's briefing, ABC News correspondent Jonathan Karl noted that the president had recently suggested he would beat Tillerson in an "I.Q. test" after news reports said that the secretary of state had called his boss a "moron."
"The president certainly never implied that the secretary of state was not incredibly intelligent," Sanders insisted. "He made a joke, nothing more than that."
"He has full confidence in the secretary of state," she added. "They had a great visit earlier today and they're working hand-in-hand to move the president's agenda forward."
When pressed on the matter, Sanders shot back: "Maybe you guys should get a sense of humor."

John Bolton, a controversial former acting ambassador to the United Nations, was seen entering the White House West Wing on Tuesday as President Donald Trump was meeting with Secretary of State Rex Tillerson.
Bolton, whose name has been floated as a replacement for Tillerson, drew the ire of Democrats in 2006 when President George W. Bush expressed intentions to nominate him as ambassador to the United Nations. Bush eventually made Bolton the acting ambassador after Democrats hinted that they would derail his nomination.
Earlier this year, Bolton complained that he was no longer being allowed to visit the White House for an audience with the president.
But that dry spell appears to have recently ended for Bolton after reports suggested that Tillerson called Trump a "moron" and threatened to quit.

Republican consultant Steve Schmidt on Tuesday noted that President Donald Trump had achieved the "highest rank of moron" when Secretary of State Rex Tillerson allegedly called him a "f*cking moron."
While discussing Trump's recent spat with Sen. Bob Corker (R-TN) on MSNBC, Schmidt reminded the panel of guests that Tillerson had reportedly called Trump a "moron."
"He called him an f'ing moron, which not for nothing, is the highest rank of moron that's achievable," Schmidt quipped.
"President Trump loves having the highest rank," host Stephanie Ruhle noted. "He should feel the most special."
According to Schmidt, Tillerson's tenure with the Trump administration "comes down to a matter of simple dignity."
"He's got to wake up and look at himself in the morning," he explained. "He doesn't need this. He's been totally undercut, completely ineffective as secretary of state."
Schmidt observed that Corker's concern about a nuclear war with North Korea was far more serious.
"The president is unfit," he said. "We're on the edge of a nuclear crisis in North Korea, president of the United States [is] standing with the combatant commanders and loose talk about nuclear war."
"When you look at the combination of the incompetence and the malfeasance in Puerto Rico, I have very serious doubts about the capacity of this government to evacuate those [250,000] Americans [in South Korea]," Schmidt added. "And what history teaches us is that leaders tend to think they have the ability to control events but, in fact, it's the events that drive leaders."
"And so, we have an incompetent president, judged unfit by the chairman of the Senate Foreign Relations Committee -- and by the way, all of the Republican senators behind closed doors acknowledge this."

CNN host Wolf Blitzer revealed on Monday that all 52 of the Republican members of the U.S. Senate had declined to appear on his show amid President Donald Trump's Twitter war with Sen. Bob Corker (R-TN) and rising tensions with North Korea.
Corker riled Trump this week after calling the White House an "adult day care center" and warning that the president was pushing the U.S. closer to World War III because of his rhetoric against North Korea.
"We reached out to all 52 Republican senators here in Washington to appear on today's program," Blitzer explained. "I got no takers. At least, not yet. All of the offices said the senators were either not available or they didn't respond to our request."

Fox News host Ainsley Earhardt said on Tuesday that she supported NFL players' right to protest as long as they did not do it during the national anthem.
Fox & Friends began its Tuesday edition by rehashing the ongoing discussion about whether NFL players should take a knee during the anthem to protest systemic racism in America.
Co-host Brian Kilmeade complained that players were not playing their best because of disagreements with coaches and owners over the protests.
"This whole thing couldn't be more of a mess," Kilmeade opined. "This is going to set up an unbelievable lose-lose situation."
Earhardt replied: "It's interesting, though, the people that are fighting because the division in our country, are dividing the country! Football will never be the same. I just want to turn on the TV and watch a game, you know? And eat popcorn and pizza."
"Listen," she added, "I think, if you have a problem with the country, protest, do whatever you want, do it peacefully. You can take a knee, just don't do it during the national anthem. Too many people have died for this country."

An Arizona television host complained on Monday about the political correctness surrounding a holiday named after Christopher Columbus, who many see as a symbol of the genocide and oppression that European cultures brought to the New World.
On Monday's edition of KAZT's Sandy and Friends program, host Sandy Moss seemed to mock the controversy.
"There you are, my friends. Hey and happy Columbus Day!" Moss said at the top of her show. "Whoops. I mean, I think it's like Indigenous Peoples' Day. It's so crazy. We don't know anymore!"
"Since 1937, it's been Columbus Day, saying, Columbus discovered America -- that's what I learned in school," she continued. "He did not discover America, people. Even beyond the indigenous people, people from Spain and France had already been here."
"But he did colonize it, which unfortunately means pretty much slaughtering the -- okay, we'll say mass genocide, that's nicer -- of the indigenous peoples."
According to Moss, people are now saying "we shouldn't celebrate this dude, we should celebrate the indigenous peoples."
"So, hey, I don't know," the host added. "I think it's going to be indigenous peoples [day] so celebrate everybody! Okay? Happy Indigenous Peoples' Day!"

NRA spokesperson Dana Loesch slammed celebrities on Monday for using their First Amendment rights to speak out against guns after the recent mass shooting in Las Vegas.
During an appearance on Fox & Friends, Loesch accused Saturday Night Live comedians of being hypocrites after the show came out in favor of gun safety laws over the weekend.
"I'm not going to take any kind of firearm lecture from people who clearly don't either own them or have never even fired them," Loesch complained. "And don't even understand the concept of self defense either."
Fox News host Steve Doocy noted that many gun control proponents have expressed outrage at the number of guns owned by the Vegas shooter.
"Something I would ask them is, what is the correct number of guns?" Doocy quipped. "I haven't heard anyone say an American should only have blank number of guns or one gun or no guns. Actually, I've heard a lot of people say no guns."
The idea of banning guns appeared to enrage Loesch.
"I'm curious to see how they would propose that to work because you would need firearms to go door-to-door in houses all over the United States to millions of Americans and confiscate said firearms," she opined. "To that point, there are millions of Americans all throughout the country -- some of them, yes, even own 40 firearms. And you know what? They've been owning these 40 firearms for decades!"
"And that's the thing," she continued. "Evil lives among us and I've said this before, it's real. You have to deal with evil. And I certainly want to be prepared to deal with evil or with a monster with the ability to defend myself as opposed to not having that ability to defend myself!"
Loesch went on to accuse Saturday Night Live comedians of using armed security while pontificating against gun rights.
"They have the luxury of being able to tell everyone else to disarm because it's class warfare," she stated. "These individuals can afford private security. They work in a building with armed guards. And you know they wouldn't go one single day without those armed guards."
"Why don't you give up the firarms that your private security is holding!" Loesch shouted. "You're not being more virtuous because you're paying someone else to carry it. You're outsourcing it because you lack the courage of your own convictions!"
